Article 1(Purpose) #
The Mid- and Long-Term Strategy Committee shall be established under the Ministry of Planning and Budget to advise the Minister of Planning and Budget on the establishment of mid- and long-term strategies for national development. <Amended on Dec. 30, 2025>
Article 2(Functions) #
The Mid- and Long-Term Strategy Committee (hereinafter referred to as the "Committee") shall advise the Minister of Planning and Budget on the following matters: <Amended on Dec. 30, 2025>
1. The prospect of mid- and long-term internal and external conditions and the inspection and analysis of risk and opportunity factors;
2. The formulation of strategies, such as plans to respond to mid- and long-term risks and opportunities;
3. Mid- and long-term strategy reports;
4. Mid- and long-term strategies and plans by field;
5. Monitoring and supplementation of implementation status of mid- and long-term strategies;
6. Other matters consulted by the Minister of Planning and Budget in relation to the formulation of mid- and long-term strategies.
Article 3(Composition) #
(1) The Committee shall consist of up to 20 members including 1 Chairperson, in consideration of their gender.
(2) Members shall be commissioned by the Minister of Planning and Budget from among persons with extensive knowledge of and experience in the formulation of mid- and long-term strategies in the fields of economy, society, etc. <Amended on Dec. 30, 2025>
(3) The Chairperson shall be appointed by the Minister of Planning and Budget from among the members of the Committee. <Amended on Dec. 30, 2025>
(4) The term of office of the members shall be 2 years, and they may be reappointed only up to twice; provided, the term of office of a member newly appointed due to the resignation, etc. of a member shall be the remaining period of the term of office of his or her predecessor.
(5) Where any commissioned member falls under any of the following, the Minister of Planning and Budget may discharge the relevant commissioned member: <Amended on Dec. 30, 2025>
1. Where he or she becomes unable to perform his or her duties due to a mental or physical disability;
2. Where he or she has committed any misconduct in connection with his or her duties;
3. Where he or she is deemed unfit as a member due to delinquency of duties, injury to dignity, or any other reason;
4. Where he or she voluntarily declares that it is impracticable for him or her to perform his or her duties.
Article 4(Duties of chairperson) #
(1) The Chairperson shall represent the Committee and exercise overall control of its affairs.
(2) If the Chairperson is unable to perform his or her duties due to any unavoidable grounds, a member designated in advance by the Chairperson shall act on behalf of the Chairperson.
Article 5(Meetings) #
(1) The Chairperson shall convene and preside over meetings of the Committee.
(2) Meetings of the Committee shall be classified into regular meetings and extraordinary meetings.
(3) Regular meetings shall be held semi-annually.
(4) An extraordinary meeting shall be held in any of the following cases: <Amended on Dec. 30, 2025>
1. Where the Minister of Planning and Budget calls for a meeting;
2. Where at least 1/4 of all incumbent members calls for a meeting;
3. Other cases deemed necessary by the Chairperson.
(5) A majority of the members of the Committee shall constitute a quorum, and any resolution thereof shall require the concurring vote of a majority of those present.
Article 6(Subcommittees) #
(1) The Committee may establish subcommittees by field, such as economy and society, in order to efficiently perform its duties.
(2) Subcommittees shall be comprised of members of the Committee, and the chairperson of each subcommittee shall be commissioned by the Chairperson from among the members of the relevant subcommittee.
(3) The chairperson of a subcommittee may convene a meeting of the subcommittee where he or she deems it necessary or at the request of the Chairperson of the Committee.
(4) Article 5(5) shall apply mutatis mutandis to matters regarding the quorum for resolutions of subcommittees.
Article 7(Consultation with relevant central administrative agencies) #
The Minister of Planning and Budget may consult with the heads of relevant central administrative agencies, if necessary for the formulation and management of mid- and long-term strategies based on the results of consultation. <Amended on Dec. 30, 2025>
Article 8(Request for investigation and research) #
The Committee may request relevant experts, institutions, organizations, etc. to conduct specialized investigations or research, if necessary to perform its duties.
Article 9(Request for cooperation from relevant experts) #
The Committee may, if necessary for the performance of its duties, hear the opinions of relevant experts or request relevant institutions, organizations, etc. to provide necessary cooperation, such as submitting materials and presenting opinions.
Article 10(Executive secretary) #
The Committee shall have 1 executive secretary to handle the business affairs of the Committee, and the executive secretary shall be appointed by the Minister of Planning and Budget from among public officials in general service of the Senior Executive Service of the Ministry of Planning and Budget. <Amended on Dec. 30, 2025>
Article 11(Payment of expenses) #
Allowances, travel expenses, and other necessary expenses may be paid to members of the Committee or relevant experts within the budget.
Article 12(Detailed operating rules) #
Except as provided in this Decree, matters necessary for the composition and operation of the Committee and subcommittees shall be determined by the Chairperson following a resolution by the Committee.
