Article 46(Determination of successful candidates in examinations) #
(1) Successful candidates in open competitive recruitment examinations for firefighting officials shall be determined by the following methods: <Amended on Apr. 5, 2022; Dec. 30, 2025>
1. Written examination: Successful candidates shall be determined in descending order of scores, within 3 times the number of persons expected to be selected, from among persons who have obtained at least the standard score and standard grade, respectively, in the English proficiency test in Appendix 6 and the Korean history proficiency test in Appendix 9, and who have earned at least 40 percent of the full score in each subject other than the English and Korean history subjects and at least 60 percent of the total score in all subjects;
2. Physical fitness test: Persons who have earned at least 50 percent of the total score in all items;

(2) Successful candidates in selection examinations for candidates for fire executive positions shall be determined by the following methods: <Added on Dec. 30, 2025>
1. Public service aptitude assessment: Successful candidates shall be determined in descending order of scores, within 10 times the number of persons expected to be selected, from among persons who have earned at least 40 percent of the full score in each subject;
2. Written examination: Successful candidates shall be determined in descending order of scores, within 3 times the number of persons expected to be selected, from among persons who have obtained at least the standard score and standard grade, respectively, in the English proficiency test in Appendix 6 and the Korean history proficiency test in Appendix 9, and who have earned at least 40 percent of the full score in each subject other than the English and Korean history subjects and at least 60 percent of the total score in all subjects;
3. Physical fitness test: Persons who have earned at least 50 percent of the total score in all items.
(3) Successful candidates in career-based competitive recruitment examinations, etc. shall be determined by the following methods: <Amended on Dec. 30, 2025>
1. Documentary screening: Successful candidates shall be determined by examining whether applicants satisfy the requirements under Article 15;
2. Written examination or practical examination: Successful candidates shall be determined in descending order of scores, within 3 times the number of persons expected to be selected, from among persons who have earned at least 40 percent of the full score in each subject and at least 60 percent of the total score in all subjects; in such cases, Article 1(2)2 shall apply mutatis mutandis to the determination of successful candidates in physical fitness tests.
(4) Successful candidates in interviews shall be persons who have earned at least 50 percent of the total score calculated by adding up the scores given by examiners for the following rating factors; provided, a person shall fail if a majority of the examiners give less than 40 percent of the score for any 1 rating factor: <Amended on May 9, 2023>
1. Problem-solving ability;
2. Communication ability;
3. Public service values as a firefighting official;
4. Collaboration ability;
5. Composure and sense of responsibility.
(5) Final successful candidates shall be determined from among persons who have passed the interview, in the order of ranking based on scores calculated by the following methods: <Amended on Dec. 9, 2014; May 6, 2015; Jan. 15, 2019; Apr. 5, 2022; May 9, 2023; Dec. 30, 2025>
1. Open competitive recruitment examination under Article 37(1): A score obtained by aggregating the scores for each examination stage listed in the following items by applying the percentage specified in the relevant item, and reflecting additional points under Article 42:
a. Score in the written examination: 50 percent;
b. Score in the physical fitness test: 25 percent;
c. Score in the interview (referring to the score including the practical examination if concurrently administered): 25 percent;
2. Selection examination for candidates for fire executive positions under Article 38: A score obtained by aggregating the scores for each examination stage listed in the following items by applying the percentage specified in the relevant item, and reflecting additional points under Article 42:
a. Score in the written examination (referring to the score in the second-stage examination): 50 percent;
b. Score in the physical fitness test: 25 percent;
c. Score in the interview: 25 percent;
3. Career-based competitive recruitment examination, etc. under Article 39: A score calculated according to the following classifications:
a. If only an interview is administered: 100 percent of the score in the interview;
b. If a written examination and an interview are administered: A score obtained by aggregating 75 percent of the score in the written examination and 25 percent of the score in the interview;
c. If a physical fitness test and an interview are administered: A score obtained by aggregating 25 percent of the score in the physical fitness test and 75 percent of the score in the interview;
d. If a practical examination and an interview are administered: A score obtained by aggregating 75 percent of the score in the practical examination and 25 percent of the score in the interview;
e. If a written examination, a physical fitness test, and an interview are administered: A score obtained by aggregating 50 percent of the score in the written examination, 25 percent of the score in the physical fitness test, and 25 percent of the score in the interview;
f. If a physical fitness test, a practical examination, and an interview are administered: A score obtained by aggregating 25 percent of the score in the physical fitness test, 50 percent of the score in the practical examination, and 25 percent of the score in the interview;
g. If a written examination, a physical fitness test, a practical examination, and an interview are administered: A score obtained by aggregating 30 percent of the score in the written examination, 15 percent of the score in the physical fitness test, 30 percent of the score in the practical examination, and 25 percent of the score in the interview.
(6) In cases of open competitive recruitment examinations, career-based competitive recruitment examinations, etc., and selection examinations for candidates for fire executive positions, if a vacancy needs to be filled because a final successful candidate waives appointment or due to other circumstances, the appointing authority may determine additional successful candidates under paragraph (5) within 6 months from the date the final successful candidates are announced. <Amended on Dec. 9, 2014; Jan. 15, 2019; Apr. 5, 2022; May 9, 2023>
(7) Notwithstanding paragraph (6), if the appointing authority deems it necessary to fill a vacancy because a final successful candidate in an open competitive recruitment examination, a career-based competitive recruitment examination, etc., or a selection examination for candidates for fire executive positions has his or her status as a final successful candidate revoked due to fraudulent conduct under Article 51, the appointing authority may determine the next highest-ranking person as an additional successful candidate within 3 years from the date the final successful candidates are announced, if the next highest-ranking person can be identified. <Added on Jan. 15, 2019; May 9, 2023>
