CHAPTER I GENERAL PROVISIONS
Article 1(Purpose) #
The purpose of this Decree is to promote the simplification, standardization, scientification, and informatization of administrative affairs by prescribing matters related to the operation of administrative affairs of administrative agencies, thereby enhancing the efficiency of administration through innovation in administrative affairs. <Amended on Apr. 26, 2016; Jun 27, 2023>
Article 2(Scope of application) #
Unless otherwise provided in other statutes or regulations, the operation of administrative affairs of central administrative agencies (including agencies under the direct authority of the President and the Prime Minister; hereinafter the same shall apply), their affiliated agencies, local government agencies, and military organizations (hereinafter referred to as "administrative agencies") shall be governed by this Decree.
Article 3(Definitions) #
The terms used in this Decree are defined as follows: <Amended on Feb. 18, 2014; Jan. 5, 2021; Jun. 27, 2023>
1. The term “official document” means any document prepared or issued by an administrative agency in the course of its official duties (including special media records such as drawings, photographs, disks, tapes, films, slides, and electronic documents; hereinafter the same shall apply), and all documents received by an administrative agency;
2. The term “electronic document” means a document that is prepared, transmitted, received, or stored in electronic format by a device capable of processing information, such as a computer;
2-2. The term “open document format” means an electronic document format that satisfies all of the following requirements:
a. The standards and specifications of the technology shall be publicly available;
b. It shall be in a machine-readable format as defined in Article 2 (3) of the Act on Promotion of the Provision and Use of Public Data;
3. The term “document control division” means a division, relevant officer, or other unit within an administrative agency that is responsible for business affairs related to documents, such as classifying, distributing, and preserving official documents or supporting the sending and receiving of such documents;
