Article 34-2(Information Subject to Publication by Lifelong Educational Establishment) #
(1) The head of a lifelong educational establishment designated as an establishment, graduates of which are recognized as having educational attainment of graduates of a high school or lower pursuant to Article 31 (2) shall publicize the following information retained and managed by such establishment at least once a year; in such cases, the head of the relevant lifelong educational establishment shall submit the published information (hereinafter referred to as "published information") to the City/Do superintendents of education:
1. Regulations on the operation of a school;
2. Matters concerning the compilation and operation of curricula;
3. Changes in students, such as the number of students in each grade and each class, students transferred in and out, and students who have given up education;
4. Matters concerning the current status of facilities, such as a school site and a school building;
5. Matters concerning the current status of teaching staff by position and qualification;
6. Matters concerning the accounting of lifelong educational establishments, including details of budget and settlement of accounts;
7. Matters concerning meal services;
8. Matters concerning public health management, environmental sanitation, and safety control;
9. Matters concerning the admission of students and postgraduate courses of graduates;
10. Matters concerning administrative dispositions, guidance and supervision, penalty provisions, administrative fines, etc. under Articles 42, 42-2, 45-2 and 46;
11. Other matters concerning educational conditions, the status of school operation, etc.
(2) The head of a lifelong educational establishment, which is authorized by the Minister of Education, the graduates of which are recognized as having educational attainment and degrees equal to those of graduates of a junior college or a university under Article 31 (4), 32, or 33 (3), shall publicize the following information retained and managed by such establishment at least once a year; in such cases, the head of the lifelong educational establishment shall submit the published information to the Minister of Education:
1. Regulations on the operation of a school;
2. Matters concerning the compilation and operation of curricula;
3. Matters concerning the method and time schedule for selecting students;
4. Matters concerning the current status of students, such as the enrollment ratio and the number of students enrolled;
5. Matters concerning courses taken by students after graduation, such as the current status of students going on to a higher school and those employed;
6. Matters concerning the current status of full-time teaching staff;
7. Matters concerning the achievements of full-time teaching staff in research;
8. Matters concerning the accounting of a lifelong educational establishment, including details of budget and settlement of accounts;
9. Matters concerning grounds for the calculation of tuition fees and education expenses per student;
10. Matters concerning administrative dispositions, guidance and supervision, penalty provisions, administrative fines, etc. under Articles 42, 42-2, 45-2 and 46;
11. Plans for developing lifelong educational establishments and promoting the specialty thereof;
12. The current status of research by teaching staff, education for students, and cooperations between industries and academic circles;
13. The current status of support for libraries and research;
14. Other matters concerning educational conditions, the status of school operation, etc.
(3) The head of a lifelong educational establishment other than the lifelong educational establishments under paragraphs (1) and (2) shall publicize the following information retained and managed by such establishment at least once a year; in such cases, the head of the relevant lifelong educational establishment shall submit the published information to the Minister of Education or the City/Do superintendent of education:
1. Name of the lifelong educational establishment;
2. Address and main telephone number of the lifelong educational establishment;
3. Curricula;
4. The fixed number of students for each curriculum;
5. Period and total hours of education for each curriculum;
6. Study expenses;
7. List of the founders and operators of lifelong educational establishments and list of lecturers;
(4) The Minister of Education or the City/Do superintendent of education may request that the head of the relevant lifelong educational establishment submit related data to verify the published information under paragraphs (1) through (3). In such cases, the head of the lifelong educational establishment requested to submit data shall comply therewith, there is a compelling reason not to do so.
(5) The Minister of Education or the City/Do superintendent of education may issue an order for correction or changes to the head of a lifelong educational establishment that fails to publicize the publicized information as prescribed in this Act or falsely publicize such information within a specified period.
(6) The Minister of Education shall prepare and distribute forms necessary for the publication under paragraphs (1) through (3) and shall collect and manage publicized information.
(7) The Minister of Education may designate an institution that oversees the collection and management of publicized information under paragraph (6) and an institution that manages publicized information by item.
(8) Other matters necessary for the detailed scope of publicized information, frequencies, timing for publication, submission of related data, etc. shall be prescribed by Presidential Decree.
