[공고문] 로마에서 송영오 주이탈리아 대한민국 대사 겸 FAO 상주대표가 2004년 5 월14일자에 서명하여 서명과 동시에 대한민국에 대하여 발효하는“대한민국 정부와 국제식량기구간의 제14차 국제식품규격위원회 아시아지역조정위원회 회의의 대한민국 개최를 위한 서한교환”을 이에 고시합니다. 2004년 5 월19일 외교통상부장관 [/공고문] [조약번호] ⊙외교통상부고시 제2004-496호 대한민국 정부와 국제식량기구간의 제14차 국제식품규격위원회 아시아지역조정위원회 회의의 대한민국 개최를 위한 서한교환 [/조약번호] [전문] (FAO측 제안서한) 　　　　　　 2004년 4월 22일 국제식품규격위원회 아시아지역조정위원회 회의 제주, 2004.9.7-10 　　　　　　 각하, 　　　　　　 본인은 제14차 국제식품규격위원회(Codex) 아시아지역조정위원회 회의와 관련하여 귀국 정부에서 주최국으로서 편의를 제공할 의향을 밝힌 고계인 식품안전의약청 식품안전국장 명의의 2003년 8월 20일자 서한을 언급하는 영광을 가지는 바입니다. 본 서한을 통해 대한민국 대표단이 제13차 아시아지역조정위원회 회의에서 제의하고 제26차 국제식품규격위원회 총회에서 승인을 받은 제안을 확인합니다. 상기 아시아지역조정위원회 회의를 2004년 9월 7일부터 10일까지 제주시에서 개최하기로 제안되어 있습니다. 귀국 정부의 관대한 제안에 대해 깊은 사의를 표합니다. 동 회의는 식량농업기구(FAO) 및 세계보건기구(WHO)의 '합동 국제식품규격위원회 활동'의 틀 내에서 개최됩니다. 본인은 별첨 「책임에 관한 양해각서」에 열거된 아시아 지역내 모든 FAO/WHO 국제식품규격위원회 회원국과 국제기구를 초청하고자 합니다. 그리고, 국제식품규격위원회의 회원국이 아닌 여타 FAO 그리고/또는 WHO 회원국뿐만 아니라 FAO 그리고/또는 WHO와 관계를 맺고 있는 국제기구들이 요청할 경우 동 회의에 옵저버(observer) 지위로 참석할 수 있습니다. 총 참가자의 수는 100여명이 될 것으로 예상하고 있습니다. 동 회의는 중국어와 영어로 진행될 것이며, 동 지역내 프랑스어를 사용하는 국가가 참가할 의사를 표명할 경우 프랑스어로도 회의가 진행될 것입니다. 본인은 「책임에 관한 양해각서」에 명시된바와 같이 주최국 정부 및 FAO가 동 회의와 관련하여 부담할 책임에 대해 귀측의 주의를 환기시키고자 합니다. 동 양해각서 제3부(Part III)는 FAO 및 WHO의 특권과 면제, 그리고 참가자에 대한 사증발급 및 기타 모든 필요한 편의 제공에 관한 주최국 정부의 책임을 규정하고 있습니다. 본인은 초청장 및 관련 회의자료가 적기에 준비되고 발송될 수 있도록 별첨 양해각서에 규정된 책임에 대한 귀 정부의 수락을 서한 또는 모사전송을 통해 가능한 한 조속한 시일내에 접수할 수 있게 해주신다면 감사하겠습니다. 본 서한과 귀측의 회답은 동 회의에 관한 합의를 형성하게 됩니다. 　　　　　　 각하께 최고의 경의를 표하는 바입니다. PartⅠ. 일반사항 1. 회의는 제주시에서 2004년 9월 7일부터 10일까지 개최된다. 2. FAO는 동 회의 운영을 위한 초청장 발송, 잠정 의제 및 회의 문서 회람을 주관한다. 3. 국제식품규격위원회의 아래의 21개 회원국이 동 회의에 초대된다. 4. 초청장은 특정 분야별 관심도에 따라 그 참석이 적절하다고 판단되는 경우 별첨 A에 명시된 국제기구에도 또한 송부한다. 5. 회의는 중국어와 영어로 진행하며, 필요한 경우 불어도 사용할 수 있다. Part Ⅱ. FAO의 운영 책무 A. 직원 (FAO 규정에 의거 FAO가 부담) FAO는: 6. 동 회의의 사무장(Secretary)과 사무장보(Assistant Secretary)를 지정하여 참석할 수 있게 하며, 필요한 경우, 다른 직원도 참석하게 할 수 있게 한다. 7. 중국어와 영어(필요시 불어) 동시통역에 필요한 적임자를 제공한다. 8. FAO 직원과 관련된 봉급, 체재비와 여비를 포함하는 모든 경비를 부담한다. B. 업무 FAO는: 9. 회의 종료시 채택할 보고서 초안 작성을 영어와 중국어(필요시 프랑스어)로 준비한다. 10.회의 종료후 회의보고서를 발간·배포한다. Part Ⅲ- FAO, WHO와 참석자에 대한 특권과 면제에 관한 주최국의 책임 주최국은 : 11. FAO 헌장 제Ⅷ조 4항 및 제ⅩⅥ조 2항,「일반 규정 Rule XXXⅦ-4」과 「전문기관의 특권과 면책에 관한 협정」 에 명시된 모든 특권과 면제를 FAO의 초청을 받아 동 회의에 참석하는 대표단과 옵저버 및 FAO의 재산, 기금 및 자산과 FAO 직원에 대하여 부여한다. 또한 위 협정에 규정된 특권과 면제를 WHO의 재산, 기금, 자산과 그 직원에게도 부여한다. 12. 회의에 참석하는 대표단, 옵저버, 자문관들에게 비자 발급과 대한민국을 방해받지 않고 출 입국하는데 필요한 모든 편의를 제공한다. 13. 대표단이나 참관인 또는 제3자에 의하여 회의와 관련하여 제기되는 어떤 청구에 대하여도 FAO, WHO 및 그 직원들에게 책임을 묻지 않는다. 다만 제기된 청구가 해당 직원의 중과실 또는 고의에 의해 제기되었음을 주최국과 FAO 및 WHO가 동의하는 경우는 제외된다. Part Ⅳ - 주최국의 운영 책무 A. 직원 주최국은 : 14. 회의 관련 지역의 시설과 준비사항을 조정하는 연락관을 임명한다. 15. 회의 수행에 필요한 타이피스트, 복사기 관리자 및 기타 보조원과 서비스를 제공한다. 16. 배치된 직원의 봉급, 초과근무수당, 체재비와 여비 등 모든 경비를 지급한다. B. 시설과 장비 주최국은 17. 첨부된 규정에 적합한 동시통역장비와 100명 정도를 위한 책상과 의자의 배치를 위한 공간을 갖춘 1개의 회의장과 사무국 직원의 업무에 적합한 설비를 갖춘 사무 공간과 문서의 복사 및 보관이 가능한 공간과 설비를 제공한다. 18. 사무국직원용으로 워드프로세서용 소프트웨어, 인터넷과 이메일을 사용할 수 있는 컴퓨터와, 국제규격 키보드, 레이저 프린터, 복사기와 기타 필요한 장비를 제공한다. 19. 주최국에서 확보할 수 없어 FAO에 제공을 요청한 장비의 회의장 반입과 FAO로의 반송을 책임진다. C. 물품 및 서비스 20. 주최국은 사무국직원들에게 다음의 사항을 제공한다. a) 필요한 사무용품, 문구류 및 종이 b) 회의에 필요한 문서 복사를 위한 설비 c) 회의 수행 관련 업무를 위한 주최국 내 무료 전화, 팩스, 우편서비스 21. 주최국은 다음의 사항을 제공한다. a) 대표단, 참관인 그리고 직원들을 위한 응급치료 시설. 여기서 말하는
