[공고문] 2006년 9월 7일과 2006년 10월 24일에 국제연합 식량농업기구와 대한민국 정부 간에 각서교환되어 2006년 10월 24일 발효된 “제15차 국제식품구격위원회 아시아지역조정위원회 회의 개최를 위한 대한민국 정부와 국제연합 식량농업기구 간의 책임에 관한 양해각서의 체결을 위한 교환각서”를 이에 고시한다. 2006년 11월 3일 외교통상부 장관 [/공고문] [조약번호] ⊙외교통상부고시 제2006-588호 제15차 국제식품규격위원회 아시아지역조정위원회 회의 개최를 위한 대한민국 정부와 국제연합 식량농업기구 간의 책임에 관한 양해각서＇의 체결을 위한 교환각서 [/조약번호] [전문] (국문 번역본) 　　　　　　 (FAO측 제안각서) 　　　　　　 각하, 　　　　　　 본인은 제15차 국제식품규격위원회 아시아지역조정위원회 회의를 2006년 11월 20일부터 24일간 서울에서 개최하고자 한다는 대한민국의 초청을 언급하게 됨을 영광으로 여기는 바입니다. 귀국 정부의 관대한 제안에 깊은 사의를 표합니다. 이 회의는 식량농업기구 및 세계보건기구의 ‘합동 식품기준프로그램’의 틀 내에서 개최됩니다. 본인은 별첨 「책임에 관한 양해각서」에 열거된 아시아 지역내 모든 국제식품규격위원회 회원국과 국제기구를 초청하고자 합니다. 국제식품규격위원회의 회원국이 아닌 여타 식량농업기구 및 및/또는 세계보건기구 회원국이나, 식량농업기구 또는 세계보건기구 회원국이 아닌 국제연합 회원국, 뿐만 아니라 식량농업기구 및/또는 세계보건기구와 관계를 맺고 있는 국제기구들은 요청할 경우 동 회의에 옵저버 지위로 참석할 수 있습니다. 총 참가자의 수는 백여 명 정도로 예상됩니다. 이 회의는 중국어와 영어로 진행될 것이며, 역내 불어 사용국이 참가 의사를 표명할 경우 불어로도 진행될 것입니다. 본인은 「책임에 관한 양해각서」에 명시된 바와 같이 주최국 정부 및 식량농업기구가 이 회의와 관련하여 부담할 책임에 대해 귀측의 주의를 환기시키고자 합니다. 이 양해각서 제3부는 식량농업기구 및 세계보건기구의 특권과 면제, 그리고 참가자에 대한 사증발급 및 기타 모든 필요한 편의 제공에 관한 주최국 정부의 책임을 규정하고 있습니다. 초청장 및 관련 회의자료가 적기에 준비되고 발송될 수 있도록 별첨 양해각서에 규정된 책임에 대한 귀 정부의 수락을 서한 또는 모사전송을 통해 가능한 한 조속히 접수할 수 있다면 감사하겠습니다. 이 서한과 귀측의 회답은 이 회의에 관한 합의를 형성하게 됩니다. 각하께 최고의 경의를 표하는 바입니다. 　　　　　　 　　　　　　　　　　　　　　　　　　/ 서명 / 　　　　　　　　　　　　　　　　　　자크 디우프 　　　　　　　　　　　　　　　　　　사무총장 　　　　　　 반 기 문 대한민국 외교통상부 장관 [/전문] [본문]　　　　　　 제15차 국제식품규격위원회 아시아지역조정위원회 회의 개최를 위한 대한민국 정부와 국제연합 식량농업기구간의 책임에 관한 양해각서 　　　　　　 다음 규정들은 국제연합 식량농업기구의 식량농업기구와 세계보건기구간 합동 식품기준프로그램의 일환으로 개최되는 제15차 아시아지역조정위원회 회의(이하 '회의'라 한다)의 원활한 진행을 위해 대한민국 정부(이하 '주최국'이라 한다)와 국제연합 식량농업기구(이하 ‘기구’라고 하며, 식량농업기구는 자신 및 세계보건기구를 대신하여 행위한다) 각각의 책임을 정하고 있다. 　　　　　　 Part Ⅰ. 일반사항 1. 회의는 서울에서 2006년 11월 20일부터 24일까지 개최된다 2. 기구는 동 회의 운영을 위한 초청장 발송, 잠정 의제 및 회의 문서 회람을 주관한다. 3. 아래의 국제식품규격위원회 21개 회원국이 동 회의에 초대된다. 방글라데시 인도네시아 파키스탄 부탄 일본 필리핀 브루나이 공화국 대한민국 싱가포르 캄보디아 라오스 스리랑카 중국 말레이시아 태국 북한 몽골 베트남 인도 미얀마 네팔 4. 초청장은 특정 분야별 관심도에 따라 적절히 참석하게 될 부속서 가에 명시된 국제기구에도 송부한다. 5. 회의는 중국어와 영어로 진행하며, 필요한 경우 불어도 사용할 수 있다. Part Ⅱ. 기구의 운영 책무 가. 직원 (기구 규정에 의거 기구가 부담) 기구는, 1. 동 회의의 사무장과 사무장보를 지정하여 참석할 수 있게 하며, 필요한 경우, 다른 직원도 참석하게 할 수 있게 한다. 2. 중국어와 영어(요구되는 경우 불어 포함) 동시통역에 필요한 적임자를 제공한다. 3. 기구 직원의 봉급, 체재비와 여비를 포함하여 직원과 관련된 모든 필요한 경비를 부담한다. 나. 업무 기구는, 1. 회의 종료시 채택할 보고서 초안을 중국어와 영어 (요구되는 경우 불어 포함)로 준비한다. 2. 회의 종료후 회의보고서를 발간?배포한다. Part Ⅲ. 기구, 세계보건기구 및 대표단에 대한 특권과 면제에 관한 주최국의 책임 주최국은, 1. 전문기구의 특권과 면제에 관한 협정에 명시된 모든 특권과 면제를 회원국과 옵저버 국가의 대표단과 기구, 세계보건기구, 기구 및 세계보건기구의 재산, 직원, 기금 및 자산에 대하여 부여한다. 회의에 초청된 옵저버를 비롯하여 회의와 관련된 기능을 수행하도록 임명된 사람에게는 회의와 관련된 자신들의 기능을 독립적으로 수행하는데 필요한 정도로 편의와 예양을 부여한다. 2. 회의에 참석하는 대표단, 옵저버 및 자문관들이 대한민국을 방해받지 않고 출·입국할 수 있도록 비자 및 필요한 모든 편의를 부여한다. 3. 주최국은 회의로 인하여 발생한, 제삼자가 기구와 세계보건기구에 대하여 제기할 수 있는 청구를 다루기 위하여 적당한 보험을 제공하거나 대한민국의 법과 규정에 따라 이용 가능한 기타 조치를 취한다. 보험 비용을 지불하고 제삼자가 제기할 수 있는 청구를 효과적으로 다루는 것은 기구와 세계보건기구가 아니라 주최국의 책임이다. Part Ⅳ. 주최국의 운영 책무 가. 직원 주최국은, 1. 회의 관련 지역의 시설과 준비사항을 조정하는 연락관을 임명한다. 2. 회의 수행에 필요한 현지 타이피스트, 복사기 관리자 및 기타 지원과 서비스를 제공한다. 3. 자국고용직원의 봉급, 초과근무수당, 체재비와, 요구되는 경우, 여비 등 직원과 관련한 모든 필요한 경비를 부담한다. 나. 시설과 장비 주최국은, 1. 첨부된 규정에 따라 동시통역장비와 100명 정도를 위한 책상과 좌석의 배치를 위한 공간을 갖춘 1개의 회의장과, 문서의 복사 및 보관이 가능한 공간과 설비를 갖춘 사무 공간을 사무국에 제공한다. 2. 사무국용으로 워드프로세서용 소프트웨어가 장착되고 인터넷과 이메일을 사용할 수 있으며 국제규격 키보드와 레이저 프린터가 연결된 컴퓨터를 제공하고 복사기 및 기타 필요한 장비도 제공한다. 3. 주최국에서 확보할 수 없어 기구에 제공을 요청한 장비의 회의장 반입과 기구로의 반송을 위한 교통편을 제공한다. 다. 물품 및 서비스 1. 주최국은 사무국에, a) 필요한 사무용품, 문구류 및 종이를 제공한다 b) 회의에 필요한 문서를 현지에서 재생산하기 위한 설비를 제공한다 c) 회의 수행 관련 업무를 위한 주최국 내 무료 전화, 전보, 우편서비스를 제공한다. 2. 주최국은, a) 대표단, 옵저÷ 및 직원들을 위한 응급치료 설비를 제공한다. 여기서 말하는 응급치료 시설이란 정식 의료 행위가 취해지기 전에 병자나 상해자에게 응급처치 및 치료를 제공하는 것을 의미한다 b) 기구 직원이 공항에서 호텔로(반대의 경우도 포함) 이동시 교통편을 제공한다.
