Article 1(Purpose) #
The purpose of this Decree is to establish the Popular Culture Exchange Committee and to prescribe matters necessary for its composition and operation in order to formulate a national vision for pan-government policies on popular culture exchange, promote the continuous spread of Korean popular culture, and realize Korea as a leading cultural nation.
Article 2(Definitions) #
In this Decree, the term “popular culture” means cultural activities in general that are easily accessible to and enjoyed by the general public, including music, dramas, films, and games.
Article 3(Establishment and functions) #
(1) The Popular Culture Exchange Committee (hereinafter referred to as the “Committee”) shall be established under the President to deliberate on and coordinate matters concerning policies for popular culture exchange and the continuous expansion of popular culture.
(2) The Committee shall deliberate on and coordinate the following matters:
1. Matters concerning the formulation of a vision and the development of mid- to long-term strategies for popular culture exchange policy;
2. Matters concerning cooperation and coordination between central administrative agencies regarding policies and projects related to popular culture exchange;
3. Matters concerning the promotion of public-private cooperation to strengthen competitiveness in the field of popular culture;
4. Matters concerning the formulation of strategies for investment and the allocation of financial resources related to popular culture;
5. Matters concerning overseas promotion, international exchange and cooperation, and overseas expansion related to popular culture;
6. Matters concerning the improvement and amendment of the statutes and systems related to popular culture;
7. Matters concerning policy research for the spread of popular culture and expansion of industry infrastructure;
8. Other matters related to popular culture exchange and the continuous spread of popular culture that the chairperson of the Committee submits to a meeting.
Article 4(Composition) #
(1) The Committee shall be comprised of not more than 50 members, including 2 chairpersons and not more than 2 vice chairpersons.
(2) The chairpersons of the Committee shall be the Minister of Culture, Sports and Tourism and a person designated by the President from among the members falling under paragraph (3)3, serving jointly, and the vice-chairpersons shall be a person designated by the President from among the members falling under paragraph (3)3.
(3) The members of the Committee shall be as follows; in such cases, when appointing the members under subparagraph 3, due consideration shall be given to gender: <Amended Dec. 30, 2025>
1. The Vice Minister of Finance and Economy, the Vice Minister of Science and ICT, the Vice Minister of Foreign Affairs, the Vice Minister of Justice, the Vice Minister of Interior and Safety, the Vice Minister of Culture, Sports and Tourism, the Vice Minister of Agriculture, Food and Rural Affairs, the Vice Minister of Trade, Industry and Energy, the Vice Minister of Health and Welfare, the Vice Minister of SMEs and Startups, and the Vice Minister of Planning and Budget. In such cases, where an agency has multiple vice ministers, the vice minister designated by the Minister of that Ministry agency shall be the member;
2. The senior secretary officer responsible for cultural policy at the Office of the President;
3. A person commissioned by the President from among those with extensive knowledge and experience in the fields of technology, economics, the humanities, and the social sciences related to popular culture policy (hereinafter referred to as a “commissioned member”).
(4) To support the affairs of the Committee, the Committee shall have 1 secretary member, who shall be the Vice Minister of Culture, Sports and Tourism under paragraph (3)1.
Article 5(Term of office of members) #
(1) The term of office of the commissioned members shall be 2 years: provided, the term of office of a newly commissioned member due to the resignation of a commissioned member, etc. shall be the remaining term of office of the predecessor.
(2) A commissioned member may continue to perform his or her duties until a successor is commissioned even after the expiration of the term under paragraph (1).
Article 6(Dismissal of members) #
The President may dismiss a commissioned member if he or she falls under any of the following subparagraphs:
1. Where a member becomes unable to perform duties due to mental or physical weakness, etc.;
2. Where a member commits irregularities related to his or her duties;
3. Where a member is deemed unsuitable to be a committee member due to neglect of duty, loss of dignity, or other reasons;
4. Where a member indicates that he or she is unable to perform his or her duties.
Article 7(Duties of chairperson) #
(1) The chairperson shall represent the Committee and exercise overall control over its affairs.
(2) When all chairpersons are unable to perform their duties due to unavoidable circumstances, a member of the committee predesignated by the chairperson who is the Minister of Culture, Sports and Tourism shall act on behalf of the chairperson.
Article 8(Meeting) #
(1) Each chairperson may convene meetings of the Committee, respectively, and shall jointly preside over the meetings.
(2) A majority of the members of the Committee shall constitute a quorum, and any decision thereof shall require a concurring vote of at least a majority of those present.
(3) Where necessary to deliberate on agenda items, the Committee may have the heads of relevant administrative agencies, public institutions, or other institutions or organizations, relevant public officials, or private experts attend meetings and hear their opinions.
Article 9(Sectoral subcommittees, special committees, and advisory groups) #
(1) The Committee may establish sectoral subcommittees under the Committee where necessary to carry out its duties in a specialized manner.
(2) Where necessary to discuss specific issues related to the promotion of domestic and international popular culture exchange or popular culture policy, the Committee may establish special committees under itself.
(3) Where necessary to conduct a professional review of matters concerning popular culture policy, the Committee may establish and operate an advisory group composed of relevant experts.
Article 10(Popular Culture Exchange Committee Support Team) #
(1) To support the duties and operations of the Committee, the Popular Culture Exchange Committee Support Team (hereinafter referred to as the "Support Team") shall be established within the Committee.
(2) The Support Team shall have one head, who shall be designated by the chairperson who is the Minister of Culture, Sports and Tourism from among public officials belonging to the Senior Executive Service of the central administrative agencies who are seconded or serving concurrently pursuant to Article 11 (1).
(3) The head of the Support Team shall, under the direction of the chairperson of the Committee, oversee the affairs of the Support Team and direct and supervise its staff.
Article 11(Request for secondment of public officials) #
(1) Where necessary for the operation of the Committee or the Support Team, the Committee may request the heads of central administrative agencies, local governments, or related institutions, corporations, or organizations to second or assign for concurrent service public officials or executive officers and employees belonging thereto.
(2) Where necessary for the performance of the duties of the Committee or the Support Team, the Committee may appoint experts in relevant fields as public officials in a fixed term position within budgetary limits.
Article 12(Requests for cooperation from relevant organizations) #
(1) Where necessary for the performance of its duties, the Committee may hear the opinions of relevant experts or request cooperation, including the submission of materials or the presentation of opinions, from relevant administrative agencies and other institutions, corporations, or organizations.
(2) Where necessary for the performance of its duties, the Committee may commission relevant experts or institutions, corporations, or organizations to conduct surveys or research.
(3) Where necessary for the performance of its duties, the Committee may solicit public opinion through questionnaire surveys, public hearings, or seminars, and conduct domestic and international publicity.
Article 13(Allowances) #
Allowances, travel expenses, and other necessary expenses may be paid within budgetary limits to the members of the Committee, members of sectoral subcommittees and special committees, the members and other participants of the advisory group, relevant public officials, and relevant experts; provided, no such payment shall be made where a public official attends meetings of the Committee in direct connection with his or her official duties.
Article 14(Term of duration) #
The Committee shall exist for 5 years from the enforcement date of this Decree.
Article 15(Detailed guidelines for operation) #
Except as otherwise provided in this Decree, matters necessary for the composition and operation of the Committee, its sectoral subcommittees, special committees, the advisory group, and the Support Team shall be jointly determined by the chairpersons upon resolution of the Committee.
