DECREE ON THE ORGANIZATION OF THE KOREA AEROSPACE ADMINISTRATION AND ITS AFFILIATED AGENCIES

Article 1(Purpose) #

The purpose of this Decree is to prescribe the organization, scope of duties, and other necessary matters of the Korea Aerospace Administration and its affiliated agencies pursuant to Articles 6 through 8 of the Special Act on the Establishment and Operation of the Korea Aerospace Administration.

Article 2(Affiliated agencies) #

The National Satellite Operations Center and the Space Weather Center are placed under direction and supervision of the Administrator of the Korea Aerospace Administration to assist in the performance of the business affairs for which the Administrator is responsible.

Article 3(Duties) #

The Korea Aerospace Administration shall be responsible for the business affairs under Article 7 of the Special Act on the Establishment and Operation of the Korea Aerospace Administration.

Article 4(Subordinate organizations) #

(1) The Korea Aerospace Administration shall have a General Service Division, Personnel Management Division, Aerospace Policy Department, Aerospace Industry Department, and Aerospace Mission Directorates.

(2) One Spokesperson shall be placed under the direction and supervision of the Administrator, and 1 Director-General of the Planning and Coordination Department and 1 Director of the Audit and Inspection Division shall be placed under the direction and supervision of the Vice Administrator.

Article 5(Vice Administrator) #

The Vice Administrator shall be appointed as a member in general service of the Senior Executive Service (including public officials in fixed term positions under Article 26-5 of the State Public Officials Act).

Article 6(Spokespersons) #

(1) The Spokesperson shall be appointed from among public officials of Grade III or Grade IV.

(2) Spokespersons shall assist the Administrator in the following matters:

1. Formulation, coordination, consultation, and support of public relations plans for major policies to the public;

2. Provision of support for the public presentations and briefings of internal business affairs of the Administration;

3. Formulation of reporting plans, verification of press reports, and reporting of a corrected statement, etc.;

4. Management of various information and situations related to policy publicity;

5. General supervision, inspection, and evaluation of policy communication through social medias, including designation and operation of online spokespersons.

Article 7(Director-General of Planning and Coordination Department) #

(1) The Director-General of the Planning and Coordination Department shall be appointed from among members in general service of the Senior Executive Service.

(2) The Director-General of the Planning and Coordination Department shall assist the Vice Administrator with in following matters:

1. Formulation and coordination of various policies and plans and major business plans;

2. Inspection and management of various instructions and national agenda;

3. Compilation, execution, adjustment, and settlement of accounts of budgets;

4. General supervision of business affairs related to the National Assembly and political parties;

5. Management of the organization and the prescribed number of personnel through organizational diagnosis and evaluation;

6. General supervision of administrative innovation work within the Administration, including improvement of the administrative system, and processing of civil petitions;

7. Matters related to public service evaluation and performance management work;

8. General supervision of the legal affairs and administrative appeals and litigation affairs under his or her jurisdiction;

9. Regulatory reform and improvement related to the business affairs of the Administration;

10. Formulation and promotion of international cooperation policies related to aerospace;

11. Cooperation and implementation of international norms related to aerospace;

12. Implementation of international conventions and agreements related to aerospace;

13. International cooperation between countries in the aerospace field;

14. Formulation and management of international joint research projects and international cooperation infrastructure creation plans in the field of aerospace;

15. Matters related to the establishment of a global observation system and cooperation with earth observation groups;

16. Support for aerospace experts in the field of aerospace to enter international organizations and support for international cooperation projects of industry- academia-research in the field of aerospace;

17. Formulation, coordination, and promotion of informatization plans within the Administration;

18. Matters related to information resources, information and communication security, and personal information protection within the Administration;

19. Matters related to enabling the provision and use of public data within the Administration;

20. Matters related to enabling data-driven administration within the Administration.

Article 8(Director of Audit and Inspection Division) #

(1) The Director of the Audit and Inspection Division shall be appointed from among public officials of Grade III or Grade IV.

(2) The Director of the Audit and Inspection Division shall assist the Vice Administrator in the following matters:

1. Audits and inspections of the Aerospace Administration, its affiliated agencies, and related public institutions and organizations and handling of the results of the audits and inspections;

2. Handling of the results of audits and inspections conducted by other agencies on the Korea Aerospace Administration, its affiliated agencies, and affiliated public institutions and organizations;

3. Investigation and handling of complaints and irregularities;

4. Public service ethics, public service discipline, and anti-corruption of public officials of the Administration;

5. Handling of other matters instructed by the Administrator in relation to audits and inspections.

Article 9(General Services Division) #

(1) The Director of the General Services Division shall be appointed from among public officers of Grade III or IV.

(2) The Director of the General Services Division shall take charge of the following:

1. Security and Service;

2. Management of the official seal and the official seal register;

3. Document management, including categorizing, receiving, and sending documents;

4. Disclosure of information, management of records, and operation of the Archives;

5. Management of state-owned property and goods under its jurisdiction and contracts for goods, services, construction, etc.;

6. Matters related to salaries, pensions and welfare benefits of public officials of the Administration;

7. Management and accounting of funds;

8. Formulation and implementation of various plans related to government emergency training, workplace reserve forces, civil defense units, and other emergency plans;

9. General supervision and management of safety and health functions related to major industrial accidents within the Administration;

10. Other matters not under the jurisdiction of other departments within the Administration.

Article 10(Personnel Management Division) #

(1) The Director of the Personnel Management Division shall be appointed from among public officials of Grade III or 4.

(2) The Director of the Personnel Management Division shall take charge of the following:

1. Matters related to the formulation of personnel management plans and personnel management for public officials of the Administration;

2. Matters related to the appointment of public officials of the Administration, including recruitment, promotion, and transfer to another position;

3. Matters related to education and training, commendation, disciplinary action, performance evaluation, and payment of performance-based bonuses to public officials of the Administration;

4. Matters related to the appointment, remuneration, dispatch, concurrent office-holding, and dismissal of public officials in fixed-term positions of the Administration in accordance with Articles 9 to 12 of the Special Act on the Establishment and Operation of the Korea Aerospace Administration;

5. Matters related to the composition and operation of the Korea Aerospace Administration Ethics Committee under Article 13 of the Special Act on the Establishment and Operation of the Korea Aerospace Administration;

6. Matters related to the sale or trust of stocks by public officials in fixed term positions of the Administration pursuant to Article 14 of the Special Act on the Establishment and Operation of the Korea Aerospace Administration;

7. Matters related to restrictions on employment of public officials in fixed term positions of the Administration and restrictions on their handling of business affairs in accordance with Article 15 of the Special Act on the Establishment and Operation of the Korea Aerospace Administration;

Article 11(Aerospace Policy Department) #

(1) The Aerospace Policy Department shall be headed by 1 Director-General.

(2) The Director-General shall be appointed from among members in general service of the Senior Executive Service.

(3) The Director-General shall take charge of the following:

1. Formulation and coordination of mid- to long-term plans in the space development field and operation and development of related statutes and regulations and systems;

2. Operation of and support for the National Space Committee and various space-related committees in accordance with Article 6 (1) of the Space Development Promotion Act;

3. Formulation and implementation of a master plan for the aerospace industry development in accordance with Article 3 (1) of the Aerospace Industry Development Promotion Act and operation and development of related laws and systems;

4. Operation of and support for the Aerospace Industry Development Policy Deliberation Council under Article 14 of the Aerospace Industry Development Promotion Act;

5. Survey and analysis of trends in science and technology and industries in the field of aerospace;

6. Formulation and promotion of policies for development and utilization of space resources;

7. Planning and promotion of civil-military cooperation projects in the field of aerospace;

8. Control and management of transfer and security of core technologies in the field of aerospace;

9. Matters related to the management of space assets and space security that the Administrator determines in consultation with the heads of relevant central administrative agencies (excluding diplomatic matters related to national security and matters related to purely national defense purposes);

10. Matters related to the formulation of basic policies and operational support for the Korea Aerospace Research Institute and the Korea Astronomy and Space Science Institute;

11. Formulation and promotion of policies for nurturing and utilizing specialized human resources in the field of aerospace;

12. Mid- to long-term labor supply and demand outlook and statistical management in the field of aerospace;

13. Formulation and promotion of policies to protect human resources and technologies in the field of aerospace;

14. Formulation and implementation of policies on the diffusion and promotion of science and technology culture in the field of aerospace;

15. Matters related to fostering, supporting, and managing astronauts;

16. Development, dissemination, and exhibition of educational materials in the field of aerospace;

17. Formulation and implementation of a master plan for preparation against the dangers from outer space under Article 15 (1) of the Space Development Promotion Act;

18. Establishment and operation of space environment protection and monitoring system;

19. Response to dangers from outer space, such as crashes and collisions of space objects;

20. Preliminary registration and registration of artificial space objects and management of registration information of meteorites;

21. Safety regulation and permission related to space launch vehicles;

22. Matters related to space accidents and compensation for damages;

23. Support for the operation of the Space Weather Center;

24. Other matters related to policies for space development and aerospace technology acquisition.

Article 12(Aerospace Industry Department) #

(1) The Aerospace Industry Department shall be headed by one Director-General.

(2) The Director-General shall be appointed from among members in general service of the Senior Executive Service.

(3) The Director-General shall take charge of the following:

1. Formulation and implementation of mid- to long-term plans to foster and promote the aerospace industry;

2. Formulation and implementation of policies on promoting investment in the aerospace industry;

3. Discovery and implementation of industrial support systems, such as finance and taxation, for aerospace-related enterprises;

4. Formulation and implementation of export promotion plans for aerospace-related products and services;

5. Creation of and support for technological innovation environment for domestic aerospace-related enterprises;

6. Dissemination and diffusion of innovative aerospace technologies through support for commercialization of aerospace technologies and activation of exchanges;

7. Matters related to external cooperation, such as responding to trade issues related to the aerospace industry and supporting overseas investment;

8. Promotion of and support for the discovery of new industries through the application of aerospace technology;

9. Formulation, coordination, and promotion of a comprehensive plan for national satellite information;

10. Formulation and operation of policies and systems to promote the management, dissemination, and utilization of satellite information;

11. Organization and operation of a satellite information utilization council;

12. Matters related to the development of and support for commercialization technology for utilizing satellite information;

13. Support for the operation of the National Satellite Operations Center and fostering of organizations that utilize satellite information;

14. Formulation and implementation of mid- to long-term plans to establish the foundation for the aerospace industry

15. Creation of and support for industrial infrastructure, such as aerospace clusters and specialized complexes;

16. Formulation and implementation of mid- to long-term construction plans for aerospace infrastructure and equipment;

17. Support for industrial standardization, testing, and conformity assessment of aerospace technology, materials, parts, and manufacturing processes, etc.;

18. Research cooperation and exchange in the field of testing and conformity assessment between domestic and foreign industry, academia, and research institutes;

19. Establishment and implementation of strategies to foster start-ups in the aerospace field;

20. Other matters related to the development of industries and companies in the aerospace field.

Article 13(Aerospace Mission Directorates) #

(1) The Aerospace Mission Directorates shall be headed by one Vice Administrator, and 4 Director-Generals of the Mission Directorates shall be placed under the direction and supervision of the Vice Administrator.

(2) The Vice Administrator of the Mission Directorates and 4 Director-Generals of the Mission Directorates shall be appointed from among members in general service of the Senior Executive Service.

(3) The Vice Administrator of the Mission Directorates shall take charge of the following:

1. Formulation, coordination, and management of mid- to long-term comprehensive plans and annual implementation plans to promote research and development projects under his or her control;

2. Budget execution of related research and development projects under his or her control;

3. Establishment of systems related to research and development projects under his or her control;

4. Planning, evaluation and management of related research and development projects under his or her control;

5. General supervision of research ethics activities of related research and development projects under his or her control;

6. Formulation, coordination, and management of plans for the construction of research facilities and equipment for research and development projects under his or her control;

7. Matters related to the utilization and diffusion of research and development outcomes owned by the Administration, support for commercialization of such outcomes, and collection and distribution of royalties;

8. Fostering of institutions, corporations and organizations that perform missions in the aerospace field;

9. Matters related to the development, operation, and safety management of the space center under Article 8 (1) 3 of the Enforcement Decree of the Space Development Promotion Act;

10. Identification and consultation for regulatory improvements related to the development, acquisition, and utilization of technologies in the field of aerospace;

11. Formulation and promotion of plans for the development of space transportation system, such as space launch vehicles;

12. Planning, promotion, and support for industry-academia-research and international joint research and development projects in the field of space transportation;

13. Preparation of standards for permission to launch space launch vehicles and provision of support for permission review;

14. Formulation and promotion of plans for space launch vehicle development projects and improvements;

15. Establishment and operation of test facilities for space launch vehicle development and verification;

16. Management of research and development teams in the field of space transportation and operation of related committees and evaluation groups;

17. Development and implementation of mission assurance strategies in the field of space transportation;

18. Establishment and operation of a certification system related to technical supervision and performance and quality inspection in the field of space transportation;

19. Planning, promotion, and management of projects for the development of reusable launch vehicles;

20. Matters related to the development of core technology for reusable launch vehicle prototypes;

21. Formulation and implementation of artificial satellite development plans;

22. Planning, promotion, and support for industry-academia-research and international joint research and development projects in the field of artificial satellites;

23. Management of research and development teams in the field of artificial satellites and operation of related committees and evaluation groups;

24. Development and implementation of mission assurance strategies in the field of artificial satellites;

25. Establishment and operation of a certification system related to technical supervision and performance and quality inspection in the field of artificial satellites;

26. Formulation, implementation, and general supervision of plans for development and operation of the Korean Positioning System;

27. Establishment and implementation of a service certification system related to the Korean Positioning System;

28. Planning, promotion, and management of research and development projects in the field of space science and space exploration;

29. Matters related to observation and utilization of outer space and space environment;

30. Formulation of space exploration plans, including lunar exploration, and development of and support for basic technologies;

31. Planning, promotion, and support for industry-academia-research and international joint research and development projects in the field of space science and space exploration;

32. Management of research and development teams in the fields of space science and space exploration and operation of related committees and evaluation groups;

33. Development and implementation of mission assurance strategies in the field of space exploration;

34. Establishment and operation of a certification system related to technical supervision and performance and quality inspection in the field of space exploration;

35. Planning, promotion, and management of lunar lander development projects;

36. Matters related to the development of the lunar lander main body, payloads, and ground system;

37. Formulation and promotion of development plans for future manned and unmanned aircraft, eco-friendly aircraft, major aircraft components and materials, and others;

38. Planning, promotion, and support for industry-academia-research and international joint research and development projects in the field of aviation innovation (referring to the field of innovation related to the aerospace industry under subparagraph 3 of Article 2 of the Special Act on the Establishment and Operation of the Korea Aerospace Administration and the aerospace technology under subparagraph 4 of that Article; hereinafter the same shall apply);

39. Management of research and development teams in the field of aviation innovation and operation of related committees and evaluation groups;

40. Development and implementation of mission assurance strategies in the field of aviation innovation;

41. Technical supervision in the field of aviation innovation; development of quality standards for manufacturing, processes, etc.; and establishment and operation of systems for testing and conformity assessment;

42. Planning, promotion, and management of projects for the development of urban air mobility aircraft;

43. Other matters related to the development, acquisition, and diffusion of aerospace technology.

Article 14(Delegation provisions) #

(1) Pursuant to Article 12 of the Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies, the titles and business affairs of the Director-Generals of the Mission Directorates of the Korea Aerospace Administration shall be prescribed by Ministerial Decree of the Science and ICT.

(2) Line agencies or staff agencies established in the Korea Aerospace Administration pursuant to Article 12 (3) and Article 14 (4) of the Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies (which shall exclude Gwas (Divisions) or staff agencies equivalent to such Gwas established in the Aerospace Mission Directorates pursuant to Article 15 (1)) shall be prescribed by Ministerial Decree of the Science and ICT within the prescribed number of personnel assigned to the Korea Aerospace Administration (which shall exclude the prescribed number of public officials appointed to Gwas or staff agencies equivalent to such Gwas established in the Aerospace Mission Directorates pursuant to Article 15 (1)).

Article 15(Special cases concerning establishment of subordinate organizations of the Aerospace Mission Directorates) #

(1) Pursuant to Article 8 (1) of the Special Act on the Establishment and Operation of the Korea Aerospace Administration, the establishment of a Gwa (Division) or any staff agency equivalent to such Gwa in the Aerospace Mission Directorates and the allocation of business affairs thereto shall be determined by the Administrator of the Korea Aerospace Administration, not exceeding 13 Gwas or staff agencies, through directives, established rules, and other instruments.

(2) Pursuant to Article 8 (1) of the Special Act on the Establishment and Operation of the Korea Aerospace Administration, the establishment of any line agency or staff agency in the Aerospace Mission Directorates for a limited period and the allocation of business affairs thereto, using the total labor cost system, shall be prescribed by the Administrator of the Korea Aerospace Administration, through directives, established rules, and other instruments, notwithstanding Article 29 (3) of the Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies.

Article 16(Duties) #

The National Satellite Operations Center is responsible for the following business affairs:

1. Formulation and implementation of major business plans related to the control and operation of national satellites;

2. Control and operation of national satellites and construction and operation of related systems such as antennas and ground stations;

3. Formulation and implementation of filming plans for each national satellite;

4. Establishment and operation of a national satellite integrated operation system and satellite information data platform;

5. Verification, calibration, and provision of satellite information;

6. Organization and operation of a system for promoting the use of satellite information between ministries and agencies;

7. Cooperation in the operation of artificial satellites between the satellite centers of the ministries;

8. Other matters related to the operation and utilization of national satellites.

Article 17(Center director) #

(1) The National Satellite Operations Center shall be headed by a Director, and the Center Director shall be appointed from among public officials of Grade IV.

(2) The Director of the Center shall have general supervision of the business affairs under his or her jurisdiction under the order of the Administrator of the Korea Aerospace Administration and direct and supervise public officials under his or her control.

Article 18(Subordinate organizations) #

Pursuant to Article 12 (3) and Article 14 (4) of the Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies, the number of line agencies or staff agencies to be placed in the National Satellite Operations Center shall be prescribed by Ministerial Decree of the Science and ICT within the prescribed number of personnel assigned to the agencies affiliated with the Aerospace Administration.

Article 19(Duties) #

The Space Weather Center is responsible for the following business affairs:

1. Establishment and coordination of research planning in the field of space environment, such as solar activity, Earth's magnetic field, and ionosphere;

2. Provision of space environment observation and forecasting and warning services;

3. Research on space environment observation and forecasting technology;

4. Domestic and international cooperation and international standardization in the field of space environment;

5. Response to space radio disasters caused by changes in the space environment;

6. Receiving, processing, and preserving space environment observation data and distributing and exchanging such data domestically and internationally;

7. Promotion of the field of space environment;

8. Other matters related to research, observation and forecasting of the space environment.

Article 20(Center director) #

(1) The Space Weather Center shall be headed by a Director, and the Center Director shall be appointed from among public officials of Grade IV.

(2) The Director of the Center shall have general supervision of the business affairs under his or her jurisdiction under the order of the Administrator of the Korea Aerospace Administration and direct and supervise public officials under his or her control.

Article 21(Subordinate organizations) #

Pursuant to Article 12 (3) and Article 14 (4) of the Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies, the number of line agencies or staff agencies to be placed in the Space Weather Center shall be prescribed by Ministerial Decree of the Science and ICT within the prescribed number of personnel assigned to the agencies affiliated with the Aerospace Administration.

Article 22(Prescribed number of public officials assigned to the Aerospace Administration) #

(1) The prescribed number of public officials assigned to the Korea Aerospace Administration shall be as specified in Appendix 1; provided, if necessary, a prescribed number of personnel may be separately determined by Ministerial Decree of the Science and ICT within 10 percent of the total prescribed number of personnel in Appendix 1.

(2) The prescribed number by class of public officials assigned to the Korea Aerospace Administration shall be prescribed by Ministerial Decree of the Science and ICT. In this case, the prescribed number of Grade IV public officials (including the prescribed number of Grade III or IV public officials) shall be 27, and the upper limit on the prescribed number of Grade III or IV public officials shall be 1/3 of the prescribed number of Grade IV public officials, and the upper limit on the prescribed number of Grade IV or V public officials shall be 1/3 of Grade V public officials (including the prescribed number of Grade IV or V public officials).

Article 23(Prescribed number of public officials assigned to affiliated agencies) #

(1) The prescribed number of public officials assigned to affiliated agencies shall be as specified in Appendix 2; provided, if necessary, a prescribed number of personnel may be separately prescribed by Ministerial Decree of the Science and ICT within 10 percent of the total prescribed number of personnel in Appendix 2.

(2) The prescribed number, by affiliated agency and by class, of public officials assigned to the agencies affiliated with the Korea Aerospace Administration shall be determined by Ministerial Decree of the Science and ICT. In such cases, the upper limit on the prescribed number of Grade IV public officials is 2, and the upper limit on the prescribed number of Grade IV or V public officials is 15/100 of the prescribed number of Grade V public officials (including the prescribed number of Grade IV or V public officials).

Article 24(Special cases concerning operation of public officials in fixed term positions) #

Among the positions appointed as members in general service of the Senior Executive Service pursuant to Article 8 (2) of the Special Act on the Establishment and Operation of the Korea Aerospace Administration, the positions that can be appointed as public officials in fixed term positions shall be determined by the Administrator of the Korea Aerospace Administration by directives, established rules, and other instruments, within the range of seven positions.

Article 25(Organization subject to evaluation) #

(1) The organizations to be placed under the Aerospace Administration, which are subject to evaluation under Article 31 (1) of the Common Rule on the Organization and the Prescribed Number of Personnel of Administrative Agencies, shall be as specified in Appendix 3.

(2) Details regarding the organizations subject to evaluation under paragraph (1) shall be prescribed by Ministerial Decree of the Science and ICT.
