CHAPTER I GENERAL PROVISIONS
Article 1(Purpose) #
The purpose of this Act is to protect the lives, physical safety, and property of the people from crimes, various incidents, accidents, and other emergency situations, and to maintain public peace and order by prescribing matters relating to the operation and processing of 112 emergency reports.
Article 2(Definitions) #
The terms used in this Act are defined as follows:
1. The term "112" means a special number 112 assigned in accordance with the management plans for telecommunications number resources under Article 48 of the Telecommunications Business Act;
2. The term "report to 112" means a report made by a victim or any person who becomes aware of, or anticipates, an emergency situation, such as a crime, incident, or accident, through voice or text via 112, and through other means such as the Internet, video, or smart devices, when such an emergency situation has occurred or is expected to occur.
Article 3(Responsibilities of the State) #
(1) The State shall establish a system for the prompt and effective processing of, and response to, a report to 112.
(2) The State shall establish and operate a cooperative system among relevant agencies to jointly respond to reports to 112.
(3) The State shall ensure accessibility to reports to 112 so that no one is disadvantaged in using such reports due to disability, language barrier, or any other reason.
Article 4(Rights and duties of the people) #
(1) Any person shall have the right to request a prompt response from the State using reports to 112 when an emergency situation, such as a crime, an incident, or accident, has occurred or is likely to occur.
(2) No person shall report to 112 for any purpose other than to respond to an emergency situation, such as a crime, an incident, or accident, nor shall any person falsely report to 112.
