Article 21(Composition of and support for local technology innovation hub for national strategic technologies) #
(1) Where the head of a local government intends to establish a regional technology innovation hub for national strategic technologies under Article 21 (1) of the Act (hereafter referred to as "local technology innovation hub" in this Article), he or she shall consider the following requirements:
1. At least 2 technology fostering entities located within the jurisdiction of the local government shall participate; provided, where 2 or more local governments jointly establish such hub, at least 1 technology fostering entity from within the jurisdiction of each local government shall participate;
2. The relevant local government shall have a dedicated unit that conducts overall management, performance checks, and other work for the local technology innovation hub;
3. It shall meet the personnel, physical, and financial conditions to perform the functions under the subparagraphs of Article 21 (2) of the Act;
4. Other matters the head of the local government deems necessary for the development of local industries in the fields of national strategic technology.
(2) "Functions prescribed by Presidential Decree" in Article 21 (2) 7 of the Act means the following functions:
1. Support for the creation of a startup ecosystem in the fields of national strategic technology;
2. Training of local human resources in the fields of national strategic technology;
3. Identifying regulatory improvement needs in the fields of national strategic technology;
4. Other functions that the head of the local government deems necessary for the development of local industries in the fields of national strategic technology.
(3) The Minister of Science and ICT may prepare guidelines necessary for the establishment, operation, etc. of local technology innovation hubs and notify the heads of local governments thereof.
(4) Where the head of a local government intends to organize a local technology innovation hub, he or she may hear the opinions of the Minister of Science and ICT on the organization, operation, etc. of the local technology innovation hub.
(5) Where the head of a local government seeks to receive support under Article 21 (3) of the Act, he or she shall formulate a plan for operating a local technology innovation hub, including the following matters, and submit it to the Minister of Science and ICT and the head of the competent central administrative agency:
1. Relevance of national strategic technologies and local industries;
2. Local research environment related to national strategic technologies, including local research institutes, research and development personnel, and innovation support organizations;
3. Matters necessary for performing the functions under the subparagraphs of Article 21 (2) of the Act;
4. Other matters the head of the local government deems necessary for the development of local industries in the fields of national strategic technology.
(6) Upon receipt of a plan for operating a local technology innovation hub under paragraph (5), the Minister of Science and ICT and the head of the competent central administrative agency may support the expenses incurred in operating the local technology innovation hub under Article 21 (3) of the Act, taking into account the following matters:
1. Relevance to local demand and industry related to national strategic technologies;
2. Feasibility and specificity of plans to disseminate and link the outcomes of research and development in local industries and to foster local talent for national strategic technologies;
3. Differentiation from other local technology innovation hubs and the possibility of linkage and cooperation;
4. Plans to secure professionals and financial resources to operate and manage the local technology innovation hub;
5. Other matters deemed necessary for the development of local industries related to national strategic technologies.
(7) The heads of local governments who have received support under paragraph (6) shall examine the outcomes of operating relevant local technology innovation hubs each year and submit the results thereof to the Minister of Science and ICT and the heads of competent central administrative agencies no later than January 31.
(8) Except as provided in paragraphs (1) through (7), matters necessary for establishing and operating local technology innovation hubs shall be determined by the heads of the relevant local governments.
