SPECIAL ACT ON THE FOSTERING OF NATIONAL STRATEGIC TECHNOLOGY

Article 1(Purpose) #

The purpose of this Act is to foster national strategic technologies of great national importance, and thus to promote the development of future new industries and to establish the sovereignty in science and technology, so as to contribute to the development of the national economy and national security.

Article 2(Definitions) #

The terms used in this Act are defined as follows:

1. "National strategic technology" means a technology selected in accordance with Article 8(1), as it is deemed to have a strategic importance in in terms of diplomacy and security, has a substantial impact on the national economy and related industries, and serves as the foundation for future innovation, such as creation of new technologies and new industries;

2. "Technology fostering entity" means any of the following persons that researches, manages, retains a national strategic technology, or runs a business related thereto:

a. A business operator that runs a national strategic technology-related business;

b. A government-funded science and technology research institute established under the Act on the Establishment, Operation and Fostering of Government-Funded Science and Technology Research Institutes;

c. A specific research institute defined in Article 2 of the Specific Research Institutes Support Act;

d. National and public research institutes;

e. A specialized manufacturing technology research institute established under Article 42 of the Industrial Technology Innovation Promotion Act;

f. Schools under Article 2 of the Higher Education Act, graduate schools under Article 29 of that Act, and graduate school universities or colleges under Article 30 of that Act;

g. The Korea Advanced Institute of Science and Technology established under the Korea Advanced Institute of Science and Technology Act, the Gwangju Institute of Science and Technology established under the Gwangju Institute of Science and Technology Act, the Daegu Gyeongbuk Institute of Science and Technology established under the Daegu Gyeongbuk Institute of Science and Technology Act, and the Ulsan National Institute of Science and Technology established under the Ulsan National Institute of Science and Technology Act;
