Article 1(Purpose) #
The purpose of this Decree is to prescribe matters delegated by the Sports Clubs Act and matters necessary for the enforcement thereof.
Article 2(Master plan for promotion of sports clubs) #
The term “matters prescribed by Presidential Decree” in Article 5 (2) 5 of the Sports Clubs Act (hereinafter referred to as the “Act”) means the following matters: <Amended on Jul. 23, 2024>
1. Matters concerning the establishment of foundations and promotion of sports clubs;
2. Matters concerning the promotion of sports club competitions, such as leagues by sport;
3. Matters concerning the training of administrative personnel for the operation of sports clubs;
4. Matters concerning measures to link sports clubs with local communities, schools, etc.;
5. Matters concerning the encouragement and support of participation of persons with disabilities in sports club activities.
Article 3(Requirements and procedures for registration of sports clubs) #
(1) A corporation or organization intending to register as a sports club pursuant to Article 6 (1) of the Act shall submit an application for registration of a sports club prescribed by Ordinance of the Ministry of Culture, Sports and Tourism, along with the following documents, to the Special Self-Governing City Mayor, Special Self-Governing Province Governor, the head of a Si/Gun/Gu (referring to the head of an autonomous Gu in the case of the head of a Gu; hereinafter referred to as the “head of a Si/Gun/ Gu”):
1. The articles of incorporation and organization chart of the sports club;
2. An annual operation plan of the sports club (including the use plan of sports facilities and operation plans by sport);
3. A roster of members of the sports club by sport;
4. Documents proving the payment of membership fees by members of the sports club.
(2) Where the head of a Si/Gun/Gu receives the documents under paragraph (1) and deems that the applicant is suitable for registration as a sports club, he or she shall issue a certificate of registration of a sports club, as prescribed by Decree of the Ministry of Culture, Sports and Tourism.
(3) The term “number prescribed by Presidential Decree” in Article 6 (2) 4 of the Act means 10 persons for each sport.
(4) Matters necessary for the registration of sports clubs, other than those prescribed in paragraphs (1) through (3), shall be prescribed and publicly notified by the Minister of Culture, Sports and Tourism.
Article 4(Basic sports and unpopular sports) #
The term “basic sports and unpopular sports prescribed by Presidential Decree” in Article 9 (1) 5 of the Act means the following sports: <Amended on Jul. 23, 2024>
1. Track and field;
2. Swimming;
3. Gymnastics;
4. Skating;
5. Skiing;
6. Other sports equivalent to those under subparagraphs 1 through 5 that the Minister of Culture, Sports and Tourism deems necessary to promote.
Article 5(Requirements and procedures for designation of designated sports clubs) #
(1) The Minister of Culture, Sports and Tourism may designate a sports club as a designated sports club pursuant to Article 9 (1) of the Act, if the club meets all of the following requirements:
1. Personnel and facilities capable of implementing the projects under each subparagraph of Article 9 (1) of the Act;
2. Other requirements necessary for the stable operation of the designated sports club, as prescribed and publicly notified by the Minister of Culture, Sports and Tourism.
(2) A sports club intending to be designated as a designated sports club pursuant to Article 9 (1) of the Act shall submit an application for designation of a designated sports club, as prescribed by Decree of the Ministry of Culture, Sports and Tourism, along with documents proving compliance with the requirements under the subparagraphs of paragraph (1) and a copy of the sports club registration certificate, to the Minister of Culture, Sports and Tourism.
(3) Where the Minister of Culture, Sports and Tourism receives the documents under paragraph (2) and deems the sports club suitable for designation, he or she shall issue a certificate of designation of a designated sports club, as prescribed by Decree of the Ministry of Culture, Sports and Tourism.
(4) The period of validity of the designation of a designated sports club under Article 9 (1) of the Act shall be 3 years from the date of designation.
(5) A designated sports club that intends to maintain its designation after the expiration of the period under paragraph (4) shall renew its designation in accordance with Decree of the Ministry of Culture, Sports and Tourism.
(6) No later than two months before the expiration date referred to in paragraph (4), the Minister of Culture, Sports and Tourism shall inform the designated sports club of the renewal procedure and that the designation shall expire if not renewed by the expiration date, by means such as document, phone call, text message, email, or fax.
(7) Where the Minister of Culture, Sports and Tourism designates a designated sports club pursuant to Article 9 (1) of the Act or cancels the designation pursuant to Article 11 (1) of the Act, he or she shall post such fact on the website of the Ministry of Culture, Sports and Tourism.
(8) Matters necessary for the designation of designated sports clubs, other than those prescribed in paragraphs (1) through (7), shall be prescribed and publicly notified by the Minister of Culture, Sports and Tourism.
Article 6(Qualifications of instructors of designated sports clubs) #
The qualifications of instructors under the latter part of Article 10 (1) of the Act shall be as follows: <Amended on Jul. 23, 2024>
1. A sports instructor under the National Sports Promotion Act;
2. A person who has obtained a qualification recognized by the Minister of Culture, Sports and Tourism, granted by any of the following organizations:
a. A sports organization under the National Sports Promotion Act;
b. The Korean Sport & Olympic Committee or the Korea Paralympic Committee under Article 2 (9) a. of the National Sports Promotion Act (hereinafter referred to as the "Korean Sport & Olympic Committee" and the "Korea Paralympic Committee," respectively).
Article 7(Grounds for cancellation of designation of designated sports clubs) #
The term “reasons prescribed by Presidential Decree, such as deteriorating the management of designated sports clubs, etc.” in Article 11 (1) 5 of the Act means any of the following cases:
1. Poor management, deterioration of financial structure, or any other similar circumstances;
2. Suspension of operation for 6 months or more without a compelling reason;
3. Where a return of subsidies or local subsidies has been ordered two or more times pursuant to Article 31 (1) or 33 (1) of the Subsidy Management Act or Article 31 (1) or 34 (1) of the Local Subsidy Management Act.
Article 8(Request for itinerant instruction by sports instructors) #
(1) A sports club intending to request itinerant instruction (hereinafter referred to in this Article as “itinerant instruction”) by a sports instructor pursuant to Article 12 (1) of the Act shall submit a request form for itinerant instruction by a sports instructor, as prescribed by Decree of the Ministry of Culture, Sports and Tourism, along with the following documents, to the head of the local government having jurisdiction over the place where the club is registered:
1. A copy of the sports club registration certificate;
2. A utilization plan for itinerant instruction.
(2) The head of a local government in receipt of a request under paragraph (1) may dispatch a sports instructor affiliated with the local sports council or local council for the disabled under subparagraph 9 a. of Article 2 of the National Sports Promotion Act (hereinafter referred to as the “local sports council” and the “local council for the disabled,” respectively) to the sports club. <Amended on Jul. 23, 2024>
(3) The Minister of Culture, Sports and Tourism and the head of a local government may provide financial support for itinerant instruction within the budgetary limits. <Amended on Mar. 25, 2025>
(4) Matters necessary for supporting itinerant instruction, other than those prescribed in paragraphs (1) through (3), shall be prescribed by the Minister of Culture, Sports and Tourism or by municipal ordinances of the relevant local governments. <Amended on Mar. 25, 2025>
Article 9(Support for fostering athletes) #
The Minister of Culture, Sports and Tourism and the head of a local government may provide the following administrative and financial support to designated sports clubs pursuant to Article 13 (1) of the Act:
1. Support for operating expenses of sports clubs;
2. Financial support for holding and promoting sports club competitions by skill level and sport;
3. Other administrative and financial support deemed necessary by the Minister of Culture, Sports and Tourism for discovering and fostering outstanding athletes.
Article 10(Support for establishment of sports clubs by athletes) #
The Minister of Culture, Sports and Tourism and the head of a local government may provide the following administrative support to athletes or former athletes under the National Sports Promotion Act who intend to establish and register a sports club pursuant to Article 14 (1) of the Act:
1. Guidance on registration procedures and assistance in preparing required documents;
2. Consulting services regarding the operation of sports clubs;
3. Other administrative support deemed necessary by the Minister of Culture, Sports and Tourism for the promotion of sports clubs in the local community
Article 11(Reduction of user fees for elite and recreational sports facilities) #
Where a sports club uses elite sports facilities under Article 5 of the Act on the Installation and Use of Sports Facilities or recreational sports facilities under Article 6 of the same Act for events, training, or instruction, the head of a local government may reduce the user fees in accordance with municipal ordinances pursuant to Article 15 (3) of the Act.

Article 12(Comprehensive sports club information system) #
The Minister of Culture, Sports and Tourism may disclose the following information on sports clubs and their members through the comprehensive sports club information system pursuant to Article 18 (3) of the Act:
1. The location of each sports club and the name of its representative;
2. Current status of each sports club, including the number of its members and instructors, the sports operated, and the facilities used;
3. The articles of incorporation of each sports club;
4. Other information that the Minister of Culture, Sports and Tourism deems necessary to disclose through the comprehensive sports club information system pursuant to Article 18 (1) of the Act.
Article 13(Rewards) #
(1) When granting rewards under Article 21 (1) of the Act, the Minister of Culture, Sports and Tourism may award a certificate of commendation, a monetary prize, or both.
(2) The matters necessary for the details and criteria of rewards, and the methods and procedures for selecting recipients under paragraph (1), shall be prescribed and publicly notified by the Minister of Culture, Sports and Tourism.
Article 14(Entrustment of affairs) #
(1) The Minister of Culture, Sports and Tourism shall entrust the following duties to the Korean Sport & Olympic Committee pursuant to Article 22 (2) of the Act: <Amended on Jul. 23, 2024>
1. Designation of designated sports clubs under Article 9 (1) of the Act (referring to those implementing the projects under subparagraphs 1 through 3, 5, and 6 of the same paragraph; hereinafter the same shall apply in this paragraph) and receipt and review of applications for renewal under Article 5 (5);
2. Advance notice of cancellation of designation and service of disposition documents under Article 11 of the Act;
3. Surveys on the status and activities of sports clubs under Article 17 (1) of the Act (referring to those deemed members of the local sports council under Article 8 (1) of the Act; hereafter the same shall apply in this paragraph);
4. Establishment and operation of the comprehensive sports club information system under Article 18 (1) of the Act (referring to a system related to information on sports clubs deemed members of the local sports council under Article 8 (1) of the Act).
(2) The Minister of Culture, Sports and Tourism shall entrust the following duties to the Korea Paralympic Committee pursuant to Article 22 (2) of the Act: <Added on Jul. 23, 2024>
1. Designation of designated sports clubs under Article 9 (1) of the Act (referring to those implementing the project under subparagraph 4 of the same paragraph; hereinafter the same shall apply in this paragraph) and receipt and review of applications for renewal under Article 5 (5);
2. Advance notice of cancellation of designation and service of disposition documents under Article 11 of the Act;
3. Surveys on the status and activities of sports clubs under Article 17 (1) of the Act (referring to those deemed members of the local council for the disabled under Article 8 (1) of the Act; hereinafter the same shall apply in this paragraph);
4. Establishment and operation of the comprehensive sports club information system under Article 18 (1) of the Act (referring to a system related to information on sports clubs deemed members of the local council for the disabled under Article 8 (1) of the Act).
(3) The head of a Si/Gun/Gu shall entrust the duties of receiving and reviewing applications for registration and reports of changes in registered matters of sports clubs under Article 6 of the Act to the local sports council or local council for the disabled, as classified in the following subparagraphs pursuant to Article 22 (2) of the Act: <Amended on Jul. 23, 2024>
Article 15(Criteria for imposition of administrative fines) #
The standards for imposing administrative fines under Article 23 (2) of the Act shall be as specified in the Appendix.
