Article 1(Purpose) #
The purpose of this Decree is to prescribe the matters mandated by the Calligraphy Promotion Act and matters necessary for its enforcement.
Article 2(Formulation of Master Plan for Promotion of Calligraphy) #
(1) Where the Minister of Culture, Sports and Tourism intends to amend the master plan for the promotion of calligraphy under Article 4 (1) of the Calligraphy Promotion Act (hereinafter referred to as the "Act") (hereinafter referred to as the "master plan"), he or she shall consult in advance with the heads of relevant central administrative agencies.
(2) Upon formulating or amending a master plan, the Minister of Culture, Sports and Tourism shall notify the heads of relevant central administrative agencies and the Special Metropolitan City Mayor, Metropolitan City Mayors, Special Self-Governing City Mayor, Do Governors, and Special Self-Governing Province Governor (hereinafter referred to as "Mayor/Do Governor") thereof.
(3) The Minister of Culture, Sports and Tourism and the Mayor/Do Governor may request the heads of relevant local governments or relevant institutions or individuals to provide cooperation, if necessary to amend the master plan and a detailed implementation plan under Article 4 (3) of the Act (hereinafter referred to as “implementation plan”).
Article 3(Scope of Fact-Finding Survey) #
(1) The details and scope of a fact-finding survey on the environment for creating calligraphic arts, calligraphy education, etc. under Article 5 (1) of the Act (hereinafter referred to as "fact-finding survey") shall be as follows:
1. Current status of calligraphy-related workers;
2. Current status of professional human resources required for calligraphic education according to Article 7 of the Act;
3. Current status of calligraphic education;
4. Current status of operation of calligraphy-related facilities such as exhibition facilities;
5. Current status of calligraphy-related institutions and organizations;
6. Current status of calligraphy-related exhibitions, contests, etc.;
7. Current status of calligraphy-related markets;
8. Current status of the statutes and regulations, systems, and budget related to calligraphy of the State and local governments;
9. Other matters that the Minister of Culture, Sports and Tourism deems necessary for a fact-finding survey to promote calligraphy.
(2) A fact-finding survey shall be classified into a regular survey and an occasional survey, and the regular survey shall be conducted every 3 years, and the occasional survey shall be conducted where the Minister of Culture, Sports and Tourism deems it necessary to formulate and implement the master plan and an implementation plan.
(3) In order to efficiently conduct a fact-finding survey, the Minister of Culture, Sports and Tourism may request an institution or organization specialized in calligraphic research to conduct the fact-finding survey.
Article 4(Training of Human Resources Specialized in Calligraphic Education) #
(1) Pursuant to Article 7 (2) of the Act, the Minister of Culture, Sports and Tourism may designate a university, lifelong education institution, research institute, institution, or organization (hereinafter referred to as “the universities, etc.”) that fall under any of the following subparagraphs as an institution for training professional human resources necessary for calligraphic education (hereinafter referred to as “human resources training institution”):
1. A university or college that establishes and operates a calligraphic educational courses among the universities and colleges defined in Article 2 of the Higher Education Act;
2. Lifelong educational institutions that open and operate calligraphic education-related courses among the lifelong educational institutions defined in subparagraph 2 of Article 2 of the Lifelong Education Act;
3. Research institutes, institutions, or organizations established for the purpose of promoting calligraphy which operate calligraphy-related educational courses.
(2) The universities, etc. that intend to be designated as human resource training institutions in accordance with Article 7 (2) of the Act shall satisfy all of the following requirements and apply to the Minister of Culture, Sports and Tourism, as prescribed by Decree of the Ministry of Culture, Sports and Tourism:
1. The curriculum and content of educational courses for training professional calligraphy teachers shall be appropriate;
2. It shall secure at least one full-time professor with the career prescribed by Decree of the Ministry of Culture, Sports and Tourism;
3. It shall have equipment for training professional calligraphy teachers and educational facilities fulfilling or above the standard area prescribed by Decree of the Ministry of Culture, Sports and Tourism;
4. It shall have the capability to finance operating expenses;
5. He or she shall provide educational guidelines, such as standard lecture plans, so that professional calligraphy teachers can systematically and effectively provide calligraphic education.
(3) When the Minister of Culture, Sports and Tourism designates a human resources training institution in accordance with Article 7 (2) of the Act, he or she shall post that fact on the website of the Ministry of Culture, Sports and Tourism.
(4) The Minister of Culture, Sports and Tourism may, pursuant to Article 7 (3) of the Act, fully or partially subsidize the human resources training institutions to cover the following expenses within budgetary limits:
Article 5(Support for International Cooperation and Overseas Expansion) #
The Minister of Culture, Sports and Tourism and heads of local governments may, in accordance with Article 8 (1) of the Act, support all or part of the costs necessary for carrying out the following projects within the scope of budget, in order to promote international cooperation and overseas market entry of calligraphy:
1. Overseas promotion and marketing of calligraphy;
2. Support for hosting and participating in domestic and international calligraphy exhibitions;
3. Support projects for education, research, study, academic exchange and publication for the globalization of calligraphy;
4. Other projects recognized by the Minister of Culture, Sports and Tourism and heads of local governments as requiring support to promote international cooperation and entry into overseas markets for the promotion of calligraphy.
Article 6(Support for Corporations and Organizations for Promotion of Calligraphy) #
The Minister of Culture, Sports and Tourism and heads of local governments may, in accordance with Article 9 (1) of the Act, subsidize corporations or organizations carrying out following projects to cover all or part of the expenses necessary for carrying out the projects within budgetary limits:
1. Project to foster and develop calligraphy culture;
2. Project to discover, nurture, and utilize excellent calligraphers;
3. Project to build a database related to calligraphy;
4. Projects for international cooperation and entry into overseas markets of calligraphy;
5. Other projects that the Minister of Culture, Sports and Tourism and heads of local governments deem necessary for the promotion of calligraphy.
