Article 1(Purpose) #
The purpose of this Decree is to establish a Presidential Committee on Jobs to improve citizens' quality of life and promote national economic development by creating jobs and improving job quality, and to prescribe matters necessary for the composition, operation, etc. of the committee.
Article 2(Establishment and functions) #
(1) A Presidential Committee on Jobs shall be established under the jurisdiction of the President to efficiently deliberate on and coordinate matters relating to major policies, etc. for job creation and quality improvement.
(2) The Presidential Committee on Jobs under paragraph (1) (hereinafter referred to as the "Committee") shall deliberate on and coordinate the following matters:
1. Establishment of basic directions for job policies and formulation of mid- and long-term master plans;
2. Identification, coordination, and evaluation of policies that affect job creation and quality improvement;
3. Creation of jobs in the public sector;
4. Measures to improve working methods, such as the reduction of working hours;
5. Measures to improve laws and systems and to expand the basis for narrowing the gaps in employment and working conditions in the labor market;
6. Measures to improve the system of vocational education and training and lifelong vocational skills development;
7. Management of job status and the inspection and evaluation of the status of implementation of job policies;
8. Measures to raise financial resources and to secure human resources necessary for implementing job policies;
9. Other matters deemed necessary by the Chairperson of the Committee to be referred to a Committee meeting.
Article 3(Composition of Committee) #
(1) The Committee shall consist of not more than 30 members, including 1 Chairperson and 1 Vice Chairperson.
(2) The President shall serve as the Chairperson, and the Vice Chairperson shall be appointed by the President from among the members referred to in paragraph (3)4.
(3) The members of the Committee shall be the following persons: <Amended on Jul. 26, 2017; Oct. 1, 2025>
1. The Minister of Economy and Finance, the Minister of Science and ICT, the Minister of Education, the Minister of the Interior and Safety, the Minister of Trade, Industry and Resources, the Minister of Health and Welfare, the Minister of Employment and Labor, the Minister of Gender Equality and Family, the Minister of SMEs and Startups, the Minister of the Office for Government Policy Coordination, and the Chairperson of the Fair Trade Commission;
2. The chief secretary who assists in the job policies of the Office of the President;
3. The Presidents of the Korea Development Institute, the Korea Labor Research Institute, and the Korea Vocational Education and Training Institute under Article 8(1) of the Act on the Establishment, Operation and Fostering of Government-Funded Research Institutes and the Appendix of that Act;
4. Persons commissioned by the President from among the following persons in consideration of gender diversity:
a. Representatives of workers, etc.;
b. Representatives of employers;
c. Persons with abundant knowledge of and experience in job policies.
(4) The Committee shall have 1 executive secretary to support its affairs, who shall be the member referred to in paragraph (3)2.
Article 4(Term of committee members) #
(1) Each member referred to in Article 3(3)4 (hereinafter referred to as "commissioned member") shall hold office for a term of 2 years; provided, the term of office of a member newly commissioned due to resignation, etc. of a member shall be the remainder of his or her predecessor's term of office.
(2) Even if the term of office under paragraph (1) expires, a commissioned member may perform his or her duties until a succeeding member is commissioned.
Article 5(Dismissal of members) #
If a commissioned member falls under any of the following subparagraphs, the President may dismiss the relevant member:
1. Where the member becomes incapable of performing his or her duties due to a mental or physical disability;
2. Where the member engages in misconduct in connection with his or her duties;
3. Where the member is deemed unsuitable for membership due to neglect of duties, injury to dignity, or any other reason;
4. Where the member himself or herself indicates that it is impracticable to perform duties.
Article 6(Duties of chairperson) #
(1) The Chairperson shall represent the Committee, and exercise generational supervision over its affairs.
(2) If the Chairperson is unable to perform his or her duties due to any unavoidable reason, the Vice Chairperson shall act on behalf of the Chairperson.
Article 7(Meetings) #
(1) The Chairperson shall convene and preside over meetings of the Committee.
(2) A majority of the members of the Committee shall constitute a quorum, and any resolution thereof shall require the concurring vote of a majority of those present.
(3) If the Chairperson deems it necessary for consultation on agenda items presented, he or she may require the heads of relevant administrative agencies, public organizations, or other institutions or organizations related to the agenda items or civilian experts to attend meetings to hear their opinions.
Article 8(Specialized committees and special committees) #
(1) The Committee may establish specialized committees for each field, if necessary to professionally perform the duties of the Committee.
(2) The Committee may establish a special committee if necessary to discuss specific pending issues related to job policies.
Article 9(Local committees) #
(1) The Committee may establish a local committee in the Special Metropolitan City, a Metropolitan City, a Special Self-Governing City, a Do, or a Special Self-Governing Province, if necessary to gather diverse opinions on the current status of jobs, policies, etc. at the local level.
(2) A local committee shall consist of not more than 30 members, including 1 chairperson, and members shall be commissioned by the President from among the following persons in consideration of gender diversity: <Amended on Feb. 17, 2022>
1. Members of regional human resources development committees under Article 20-4(3) of the Enforcement Decree of the National Lifelong Vocational Skills Development Act;
2. Members of local council of workers, employers, residents, and local governments under Article 2(4) of the Enforcement Decree of the Act on Support for the Improvement of Labor-Management Relations;
3. Persons with extensive knowledge of and experience in local job policies, etc.
Article 10(Job Planning Office) #
(1) A Job Planning Office (hereinafter referred to as the "Planning Office") shall be established in the Committee to support the operation of the Committee and to perform its duties.
(2) The Planning Office shall have 1 head, who shall be appointed by the President from among the secretaries who assist the job policies of the Office of the President.
(3) The head of the Planning Office shall exercise general supervision over the affairs of the Planning Office under the direction of the Chairperson and direct and supervise the staff members under his or her jurisdiction.
Article 11(Request for dispatch of public officials) #
(1) The Committee may, if necessary for the operation of the Committee or the performance of duties of the Planning Office, request the dispatch of public officials of central administrative agencies and local governments, and the executive officers and employees of public institutions, relevant institutions, organizations, research institutes, etc. or request them to hold concurrent positions.
(2) The Committee may, if necessary for the operation of the Committee or the performance of duties of the Planning Office, appoint experts in relevant fields as public officials in fixed-term positions within the budget.
Article 12(Request for cooperation from relevant agencies) #
(1) If necessary to perform duties, the Committee may seek input from relevant experts who have professional knowledge and experience, or request the relevant administrative agencies, public organizations, or other institutions, organizations, etc. to provide cooperation, such as submitting materials or presenting opinions.
(2) If necessary to perform its duties, the Committee may request relevant experts, institutions, organizations, etc. to conduct investigations or research.
(3) The Committee may, if necessary to perform its duties, gather public opinion through surveys, public hearings, seminars, etc.
Article 13(Allowances) #
Allowances, travel expenses, and other necessary expenses may be paid to members of the Committee, specialized committees, special committees, and local committees, relevant public officials, relevant experts, etc. within the budget; provided, this shall not apply where a public official attends Committee meetings in direct connection with the affairs under his or her jurisdiction.
Article 14(Term of existence) #
The Committee shall continue to exist for 5 years from the date this Decree enters into force.
Article 15(Operational regulations) #
Except as provided in this Decree, matters necessary for the operation of the Committee, specialized committees, special committees, local committees, and the Planning Office shall be determined by the Chairperson following a resolution by the Committee.
