Article 1(Purpose) #
The purpose of this Decree is to prescribe matters mandated by the University and College Libraries Promotion Act and other matters necessary for the enforcement thereof.
Article 2(School regulations for operating university and college libraries) #
The school regulations under Article 6 (2) of the University and College Libraries Promotion Act (hereinafter referred to as the “Act”) shall include the following matters:
1. Matters required by the Act to be prescribed by school regulations in relation to the operation of university and college libraries;
2. Matters concerning the budget of university and college libraries;
3. Matters concerning the organization of university and college libraries;
4. Matters concerning the collection and management of library materials of university and college libraries;
5. Matters concerning the use of facilities and library materials of university and college libraries;
6. Other matters necessary for operating university and college libraries.
Article 3(Formulation of the master plan for promoting university and college libraries) #
(1) The Minister of Education shall formulate the master plan for promoting university and college libraries under Article 8 (1) of the Act (hereinafter referred to as the “master plan”) by December 31 of the year preceding the first year of the master plan and publicly announce the details thereof.
(2) The Minister of Education shall formulate the implementation plan for promoting university and college libraries under Article 8 (3) of the Act (hereinafter referred to as the “implementation plan”) by December 31 of each year. <Amended on Jun. 18, 2019>
(3) The implementation plan shall include the following matters: <Amended on Jun. 18, 2019>
1. Project objectives for promoting university and college libraries;
2. Directions for the implementation and detailed operation plans for each major project for promoting university and college libraries;
3. Other matters deemed necessary by the Minister of Education for promoting university and college libraries.
(4) When reviewing and evaluating the performance of the implementation plan under Article 8 (3) of the Act, the Minister of Education shall take into account the following matters: <Added on Jun. 18, 2019>
1. Degree of achievement of the project objectives in the performance of the implementation plan;
2. Improvement in the performance of the implementation plan compared to the previous year.
Article 4(Formulation of development plans for university and college libraries) #
(1) The development plans for university and college libraries to be formulated by the president of a university under Article 9 (1) of the Act shall be as follows:
1. The comprehensive development plan for university and college libraries (hereinafter referred to as the “development plan”);
2. The annual implementation plan for the development of university and college libraries (hereinafter referred to as the “annual plan”).
(2) The president of a university shall formulate a development plan every 5 years by the end of February of the first year of the plan, which shall include the following matters:
1. Basic directions and goals for the development of university and college libraries;
2. Plans for the development and expansion of library materials of university and college libraries;
3. Plans for improving facilities and environment of university and college libraries;
4. Plans for promoting services for users of university and college libraries;
5. Plans for the development and management of human resources of university and college libraries;
6. Other matters necessary for the development of university and college libraries.
(3) The president of a university shall formulate an annual plan by the end of February of each year, which shall include the following matters:
1. Results of the implementation of the annual plan of the previous year;
2. Directions for promoting the development of university and college libraries for the relevant year;
3. Directions and detailed operation plans for each major project related to university and college libraries;
4. Other matters necessary for implementing the development plan and the annual plan.
(4) The Minister of Education may request the president of a university to submit the development plan, the annual plan, and the results of their implementation.
Article 5(Librarians) #
(1) The president of a university (limited to universities other than schools referred to in subparagraphs 5 through 7 of Article 2 of the Higher Education Act; hereinafter the same shall apply to Article 6 (2)) shall, pursuant to Article 11 (3) of the Act, prescribe by school regulations the standards for the assignment of librarians and professional staff in accordance with the criteria set forth in Appendix 1.
(2) When the president of a university prescribes by school regulations the hours of education and training for improving the job performance of librarians and professional staff under Article 11 (3) of the Act, such hours shall be set within a range that does not interfere with the operation of university and college libraries. <Amended on Mar. 11, 2025>
(3) The president of a university shall endeavor to secure and assign a sufficient number of librarians and professional staff to support research and education, taking into account the number of students, the number of books in the collection, and the current staffing levels of the library.
Article 6(Facilities and library materials) #
(1) The president of a university shall, pursuant to Article 12 (2) of the Act, prescribe by school regulations the facility standards to ensure that the total floor area of the university and college library is at least 1.2 square meters per enrolled student; provided, such standards may be adjusted within a range that does not interfere with teaching and learning of students and faculty, taking into account the number of students and other relevant factors.
(2) The president of a university shall, pursuant to Article 12 (2) of the Act, prescribe by school regulations the standards for library materials that meet the criteria set forth in Appendix 2.
(3) The president of a university shall endeavor to secure a sufficient quantity of library materials to support research and education, taking into account the number of students, the status of library use, and the increase in library materials.
Article 7(Evaluation of university and college libraries) #
(1) When conducting an evaluation under Article 14 (1) of the Act, the Minister of Education shall comprehensively take into account the following matters:
1. The development plan and annual plan;
2. Management goals of the university and college library;
3. Current status of facilities, personnel, and library materials of the university and college library;
4. Specialization of the university and college library;
5. Development and implementation of services by the university and college library;
6. Other matters deemed necessary by the Minister of Education for evaluating university and college libraries.
(2) When intending to conduct an evaluation under paragraph (1), the Minister of Education shall prescribe and publicly announce the details of procedures and methods for evaluation at least 30 days prior to the commencement of the evaluation.
(3) The Minister of Education may use the evaluation results under paragraph (1) for evaluations or accreditations under Article 11-2 (2) of the Higher Education Act.
Article 7-2(Scope and methods of fact-finding surveys) #
(1) Fact-finding surveys of university and college libraries under Article 15 (1) of the Act (hereinafter referred to as “fact-finding surveys”) shall include the following matters:
1. Current status of collections and subscribed materials of the university and college library;
2. Current status of facilities and personnel of the university and college library;
3. Current status of budget and settlement of accounts of the university and college library;
4. Current status of use of the university and college library;
5. Other matters deemed necessary by the Minister of Education for efficiently formulating and implementing the master plan and implementation plan or for evaluating university and college libraries.
(2) Fact-finding surveys shall be conducted as regular surveys and occasional surveys, with regular surveys conducted once a year and occasional surveys conducted when necessary to supplement regular surveys.
(3) Fact-finding surveys shall be conducted through methods such as document surveys and on-site surveys.

Article 8(Reexamination of regulations) #
The Minister of Education shall examine the appropriateness of the following matters every 3 years, counting from each base date specified in the following (referring to the period that ends on the day before January 1 of every 3rd year) and shall take measures, such as making improvements: <Amended on Mar. 11, 2025>
1. Standards for the assignment of librarians and professional staff of university and college libraries under Article 5 (1): January 1, 2025;
2. Standards for facilities and library materials of university and college libraries under Article 6: January 1, 2022.
