CHAPTER I GENERAL PROVISIONS
Article 1(Purpose) #
The purpose of this Act is to respond to climate change by managing and improving the role of forests as carbon sinks pursuant to Article 33 of the Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis and to contribute to the realization of a low carbon society. <Amended on Sep. 24, 2021>
Article 2(Definitions) #
The terms used in this Act are defined as follows; provided, definitions specified by the United Nations to respond to climate change shall apply, if no specific citation is made: <Amended on Mar. 21, 2017; Feb. 11, 2020; Sep. 24, 2021>
1. The term "forest" means any forest specified by Presidential Decree among those provided in subparagraph 1 of Article 2 of the Creation and Management of Forest Resources Act;
2. The term "afforestation" means conversion of a piece of land, which has not been a forest for the past 50 years or longer, into a forest by either artificial regeneration methods, such as seeding or planting, or by natural regeneration methods;
3. The term "reforestation" means conversion of a piece of land, which had originally been a forest but was converted for other use, and later has never been a forest again by the period prescribed by Presidential Decree into a forest, by either artificial regeneration methods, such as seeding or planting, or by natural regeneration methods;
4. The term "forest management" means activities specified by Presidential Decree out of all activities for conserving and using forests in a sustainable manner pursuant to Article 6 of the Forest Resources Creation and Management Act;
5. The term "revegetation" means artificial activities aimed at increasing forest carbon stock on a site by creating vegetation, neither by afforestation nor reforestation;
6. The term "harvested wood products (HWP)" means harvested timber and processed products made from timber as a raw material;
7. The term "forest biomass energy" means energy produced from forest products provided in subparagraph 7 of Article 2 of the Forest Resources Creation and Management Act and/or raw materials blended with forest products (including wood waste);
