Article 1(Purpose) #
The purpose of this Decree is to prescribe matters delegated by the Promotion of Traditional Martial Arts Act.
Article 2(Master plan for the promotion of traditional martial arts) #
(1) “Matters prescribed by Presidential Decree” in Article 3 (2) 7 of the Promotion of Traditional Martial Arts Act (hereinafter referred to as the “Act”) means the following matters:
1. Standards and procedures for designating traditional martial arts to be fostered;
2. Directions for fostering and supporting organizations for traditional martial arts;
3. Other matters concerning the promotion of traditional martial arts.
(2) When the Minister of Culture, Sports and Tourism formulates the master plan under Article 3 of the Act, he or she shall notify the Special Metropolitan City Mayor, a Metropolitan City Mayor, a Do Governor, a Special Self-Governing Province Governor, and the head of a Si/Gun/Gu (referring to the head of an autonomous Gu) thereof.
Article 3(Grades of instructors of traditional martial arts) #
(1) Pursuant to Article 6 (2) of the Act, the grades of instructors of traditional martial arts shall be classified into Grade 1 and Grade 2.
(2) A person eligible for a Grade 1 instructor of traditional martial arts shall be any of the following persons who has passed the qualification examination publicly announced by the Minister of Culture, Sports and Tourism and completed the training course; provided, a person recognized as the holder of national intangible cultural heritage of martial arts pursuant to the Act on the Act on the Safeguarding and Promotion of Intangible Heritage shall be deemed to have acquired the qualification of a Grade 1 instructor of traditional martial arts: <Amended on Mar. 25, 2016; May 7, 2024>
1. A person who has acquired the qualification of a Grade 2 instructor of traditional martial arts and has at least 2 years of experience in playing or coaching in the relevant martial arts;
2. A person recognized by the Minister of Culture, Sports and Tourism as having qualifications equal to or higher than those specified in subparagraph 1.
(3) A person eligible for a Grade 2 instructor of traditional martial arts shall be any of the following persons who has passed the qualification examination publicly announced by the Minister of Culture, Sports and Tourism and completed the training course; provided, a person recognized as an educational instructor for national intangible cultural heritage of martial arts pursuant to the Act on the Safeguarding and Promotion of Intangible Cultural Heritage shall be deemed to have acquired the qualification of a Grade 2 instructor of traditional martial arts: <Amended on Mar. 25, 2016; Nov. 3, 2020; May 7, 2024>
1. A person who has completed the courses and credits publicly announced by the Minister of Culture, Sports and Tourism in any of the following educational institutions:
a. Schools under Article 2 of the Higher Education Act;
b. Lifelong education institutions under subparagraph 2 of Article 2 of the Lifelong Education Act;
2. A person who has acquired a certificate from an organization for traditional martial arts publicly announced by the Minister of Culture, Sports and Tourism;
3. A person who has acquired a certificate of completion of training for national intangible cultural heritage of martial arts under the Act on the Safeguarding and Promotion of Intangible Cultural Heritage;
Article 4(Qualification examination of instructors of traditional martial arts) #
(1) The qualification examination and training for instructors of traditional martial arts shall be conducted by the Minister of Culture, Sports and Tourism; provided, if deemed necessary by the Minister of Culture, Sports and Tourism, schools under Article 2 of the Higher Education Act, sports organizations, or organizations for traditional martial arts may be designated to conduct the qualification examination and training.
(2) The heads of institutions conducting the qualification examination and training under the proviso of paragraph (1) may, with the approval of the Minister of Culture, Sports and Tourism, require a person who intends to take such examination or training to bear part of the expenses necessary for the qualification examination and training.
(3) Matters necessary for the qualification examination and training, issuance of certificates, etc. under paragraph (1) shall be publicly announced by the Minister of Culture, Sports and Tourism.
