Article 1(Purpose) #
The purpose of this Decree is to prescribe matters delegated by the Reading Culture Promotion Act.
Article 2(Notification of Basic Plans for Promoting Reading Culture) #
Where the Minister of Culture, Sports and Tourism has formulated or modified a basic plan for promoting reading culture under Article 5 of the Reading Culture Promotion Act (hereinafter referred to as the "Act"), the Minister shall notify the head of the relevant central administrative agency, the Special Metropolitan City Mayor, a Metropolitan City Mayor, a Special Self-Governing City Mayor, a Do Governor, and a Special Self-Governing Province Governor (hereinafter referred to as "Mayor/Do Governor"), and the Mayor of a large city with a population of at least 500,000 excluding Seoul Special Metropolitan City, a Metropolitan City, and a Special Self-Governing City (hereinafter referred to as "large city") under Article 198 (1) of the Local Autonomy Act, accordingly. <Amended on Feb. 29, 2008; May. 23, 2023>
Article 3(Formulation and Implementation of Annual Implementation Plan) #
(1) An annual implementation plan under Article 6 (1) of the Act shall include the following:
1. Direction and objectives of policies for the promotion of reading culture for the relevant year, and strategies and tasks to realize such policies;
2. Detailed execution plans for each task;
3. Other matters deemed necessary for the promotion of reading culture.
(2) The head of the relevant central administrative agency, the Mayor/Do Governor, and the Mayor of a large city shall notify the Minister of Culture, Sports and Tourism of the results of the implementation plan of the preceding year and the implementation plan for the relevant year by the end of March each year. <Amended on Feb. 29, 2008; May 23, 2023>

Article 10(Promotion of Workplace Reading) #
Policies necessary for facilitating reading activities in the workplace under Article 11 (1) of the Act shall include the following:
1. Matters regarding the improvement of facilities and an environment for the facilitation of reading activities in the workplace;
2. Matters regarding support for the operation of workplace reading and reading education programs therein;
3. Matters regarding the dissemination of reading materials and support for the facilitation of reading activities in the workplace;
4. Other matters necessary to promote reading culture in the workplace.
Article 11(Reading Month) #
(1) Reading Month under Article 12 (1) of the Act shall be September every year.
(2) In order to commemorate Reading Month under paragraph (1), the State, local governments, public institutions, reading-related organizations, schools, workplaces, etc. shall hold the following events according to their circumstances:
1. Academic events, such as research and presentation on the promotion of reading culture;
2. Events related to reading, such as writing contests and lectures;
3. Various events for the promotion of reading culture;
4. Enlightening and public relations activities through mass media;
5. Other events for creating a reading environment.
Article 12(Prizes) #
(1) The prize awarded by the State pursuant to Article 12 (2) of the Act shall be the Reading Culture Prize.
(2) The Reading Culture Prize shall be awarded as prescribed by the Government Commendation Regulations. <Amended on Jan. 16, 2013>
