Article 1(Purpose) #
The purpose of this Decree is to prescribe matters mandated by the Act on Public Quarantine Veterinarians and matters necessary for the enforcement of said Act. <Amended on Jul. 21, 2010>
Article 1-2(State Quarantine and Inspection Agencies) #
"State quarantine and inspection agencies prescribed by Presidential Decree" in subparagraph 3 of Article 2 of the Act means the Animal and Plant Quarantine Agency.

Article 2(Personnel Management Register of Public Quarantine Veterinarians) #
Notwithstanding the Regulations on Personnel Records, Statistics and Personnel Affairs of Public Officials, the head of an agency where a public quarantine veterinarian takes service pursuant to Article 6 of the Act on Public Quarantine Veterinarians (hereinafter referred to as the "Act"), such as the Commissioner of the Animal and Plant Quarantine Agency, the Special Metropolitan City Mayor, a Metropolitan City Mayor, a Do Governor, or a Special Self-Governing Province Governor (hereinafter referred to as the "Mayor/Do Governor"), shall keep a personnel management register of public quarantine veterinarians and record changes in personnel status, service-taking conditions, and other matters necessary for the management of public quarantine veterinarians, as prescribed by Ministerial Decree of the Agriculture, Food and Rural Affairs. <Amended on Feb. 29, 2008; Jul. 21, 2010; Jun. 7, 2011; Mar. 23, 2013; Nov. 20, 2013; Nov. 29, 2016>

Article 3(Extension and Termination of Employment Contract Period) #
(1) Where a public quarantine veterinarian receives an order to extend the term of service from the Minister of Agriculture, Food and Rural Affairs pursuant to Article 11 (2) through (4) of the Act, he or she shall be deemed that the period of employment contract has been extended. <Amended on Feb. 29, 2008; Jul. 21, 2010; Mar. 23, 2013>
(2) Where the assignment of a public quarantine veterinarian to a public quarantine veterinarian is revoked pursuant to Article 35-3 (2) and (4) of the Military Service Act, the employment contract shall be deemed terminated. <Amended on Jul. 21, 2010>
Article 4(Remuneration of Public Quarantine Veterinarians) #
The standards of remuneration for public quarantine veterinarians pursuant to Article 16 of the Act shall be as specified in the Appendix. <Amended on Jul. 21, 2010>

Article 5(Delegation of Authority) #
(1) The Minister of Agriculture, Food and Rural Affairs shall delegate the following authority to the Commissioner of the Animal and Plant Quarantine Agency pursuant to Article 19 (1) of the Act: <Amended on Feb. 29, 2008; Jul. 21, 2010; Jun. 7, 2011; Mar. 23, 2013>
1. Authority to change of the agency with which a public quarantine veterinarian takes service of the Animal and Plant Quarantine Agency under the main sentence of Article 7 (1) of the Act;
2. Authority to order of detached services of a public quarantine veterinarian of the Animal and Plant Quarantine Agency under the main sentence of Article 8 (1) of the Act.
(2) A Mayor/Do Governor shall delegate his or her authority over the supervision of service of public quarantine veterinarians taking service for a Si/Gun/autonomous Gu among his or her authority under Article 17 of the Act to the head of the relevant Si/Gun/autonomous Gu pursuant to Article 19 (2) of the Act. <Amended on Jul. 21, 2010>
Article 6(Handling of Personally Identifiable Information) #
If it is deemed inevitable for carrying out any of the following administrative affairs, the Minister of Agriculture, Food and Rural Affairs, the Commissioner of the Military Manpower Administration, a Mayor/Do Governor (including persons with authority delegated or entrusted, if his or her authority has been delegated or entrusted), or the head of the agency with which a public quarantine veterinarian takes service pursuant to Article 6 of the Act may handle materials containing a resident registration number or a passport number under Article 19 of the Enforcement Decree of the Personal Information Protection Act:
1. Affairs concerning notification of lists of names of public quarantine veterinarians under Article 5 (2) of the Act;
2. Affairs concerning personnel management of public quarantine veterinarians under Article 2.
