CHAPTER I GENERAL PROVISIONS
Article 1(Purpose) #
The purpose of this Act is to enhance the efficiency and accountability of investment in research and development by evaluating the activities of research and development in the field of science and technology promoted by the Government after placing emphasis on performance and by efficiently managing and utilizing research outcomes.
Article 2(Definitions) #
The terms used in this Act are defined as follows:
1. The term "research and development program" means a program for which a central administrative agency provides a budget or funds for the research and development based on statutes and regulations and which is a national research and development program under Article 11 of the Framework Act on Science and Technology;
2. The term "research and development project" means a project selected by the head of the relevant central administrative agency in order to promote research and development programs;
3. The term "research institute" means a government-funded research institute, etc., governed by Article 32 (3) of the Framework Act on Science and Technology and a research institute established pursuant to Article 8 of the Act on the Establishment, Operation and Fostering of Government-Funded Science and Technology Research Institutes;
4. The term "research outcome" means any scientific and technological performances, such as patents, theses, and standards that are generated through research and development programs, and any other economic, social and cultural performances that are tangible or intangible;
5. The term "performance evaluation" means an activity in which a promotion plan including performance objectives and performance indicators is presented in advance for research and development activities and such plan is evaluated, focusing on whether performance objectives are achieved;
6. The term "performance objective" means a detailed objective to achieve by conducting research and development;
7. The term "performance indicator" means an indicator that can objectively measure the achievement of performance objectives;
8. The term "self-evaluation" means a performance evaluation conducted by a central administrative agency or by the Research Council established pursuant to Article 18 of the Act on the Establishment, Operation and Fostering of Government-Funded Science and Technology Research Institutes (hereinafter referred to as the "Research Council") on its own research and development programs, research institutes, etc. pursuant to Article 7 or 10;
