CHAPTER I GENERAL PROVISIONS
Article 1(Purpose) #
The purpose of this Decree is to prescribe the organization, the scope of duties of the Ministry of Gender Equality, and Family, and other necessary matters.
CHAPTER II MINISTRY OF GENDER EQUALITY AND FAMILY
Article 2(Duties) #
The Ministry of Gender Equality and Family shall be responsible for affairs relating to planning and integrating women's policies, promoting women's rights and interests and improving their status, formulating, coordinating, and supporting family and multicultural family policies, and child-related affairs, and affairs relating to fostering, protecting, and promoting the welfare, of youth to support healthy family projects.
Article 3(Subordinate organization) #
(1) The General Affairs Division, the Women's Policy Bureau, the Youth and Family Policy Office, and the Women's and Youth Rights Promotion Bureau shall be established in the Ministry of Gender Equality and Family.
(2) The Minister shall have 1 spokesperson and 2 policy advisors under his or her jurisdiction, and the Deputy Minister of the Planning and Coordination Office and the Director of the Inspection and Human Resources Division under the supervision of the Vice Minister. <Amended on Mar. 23, 2013; Mar. 30, 2021; May 20, 2025>
Article 4(Spokesperson) #
(1) The spokesperson shall be a member in general service of the Senior Executive Service.
(2) The spokesperson shall assist the Minister in the following matters: <Amended on Oct. 10, 2011>
1. Formulating, coordinating, consulting on, and supporting public relations plans to raise public awareness about major policies;
2. Supporting external policy announcements and briefings within the Ministry;
3. Supporting and cooperating in press-related affairs;
4. Managing press releases and responding to false and misleading reports;
5. Overseeing, inspecting, and evaluating social media policy communications, such as the designation and operation of an online spokesperson.
Article 5(Policy advisors) #
(1) One policy advisor shall be a public official in extraordinary civil service who is a member of the Senior Executive Service, and the other shall also be a public official in extraordinary civil service equivalent to Grade III or IV; provided, in cases where there exist special reasons, these positions may be filled by members in general service of the Senior Executive Service or public officials in general service of Grade IV or higher. <Amended on Dec. 11, 2013; Mar. 30, 2021>
(2) The policy advisors shall assist the Minister in the following matters: <Amended on Oct. 10, 2011; Mar. 30, 2021>
1. Conducting research on and review of matters assigned by the Minister;
2. Facilitating participation in state affairs by experts, interested parties, the public, etc. related to policy tasks and gathering opinions;
3. Cooperating with relevant ministries and agencies in performing policy advisory duties;
4. Planning and operating the Minister's social media messages.

Article 5-2(Head of the Planning and Coordination Office) #
(1) The Deputy Minister of the Planning and Coordination Office shall have 1 support agency (hereinafter referred to as "Director General, etc.") to assist the Deputy Minister of an office or Director General of a bureau among the assisting agencies under Article 12 of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies. <Added on Dec. 30, 2015; Mar. 30, 2021>
(2) The Deputy Minister of the Planning and Coordination Office and 1 Director General, etc. shall be members in general service of the Senior Executive Service. <Amended on Dec. 30, 2015; Mar. 30, 2021>

1. Formulating, coordinating, and supervising the Ministry's various policies and plans;
2. Inspecting and managing the Ministry's pledges and instructions, and state affairs;
3. Preparing budgets, adjusting execution, and settling accounts;
4. Aggregating, coordinating, and managing funds under the jurisdiction of the Ministry of Gender Equality and Family;
5. Overseeing and coordinating administrative management affairs, such as improving organizational culture within the Ministry;
6. Managing the organization and the prescribed number of personnel through organizational diagnosis and evaluation;
7. Monitoring the progress of major projects and evaluating government affairs;
8. Formulating, supervising, and coordinating performance management plans within the Ministry;

9-2. Identifying and selecting tasks related to government innovation within the Ministry and confirming, inspecting, and managing the status of their implementation;
10. Supervising the formulation and review of draft statutes or regulations and administrative appeals and litigation affairs;
11. Supervising and coordinating regulatory reform affairs within the Ministry;
12. Supervising cooperative affairs related to the National Assembly and political parties;
Article 5-3(Director of the Inspection and Human Resources Division) #
(1) The Director of the Inspection and Human Resources Division shall be appointed from among public officials of Grade III or IV.
(2) The Director of the Inspection and Human Resources Division shall assist the Vice Minister in the following matters:
1. Inspection, public service discipline, anti-corruption under the jurisdiction of the Ministry of Gender Equality and Family;
2. Appointment, education and training, and other personnel affairs of public officials affiliated with the Ministry of Gender Equality and Family;
3. Operation and improvement of the job performance contract system and competency evaluation system within the Ministry;

Article 6(General Affairs Division) #
(1) The head of the General Affairs Division shall be a Grade III or IV public official.

3. Service, benefits, pensions, and welfare benefits of public officials of the Ministry of Gender Equality and Family;

5. Management of the state property and commodities, and fund operation and accounting;
6. Security, and the management of official seals and official seal registers;
7. Classification, receipt, transmission, and control of documents;
8. Transfer, preservation, evaluation, etc. of records related to the operation of record repositories;
9. Operation and management of the administrative data room and the overall supervision of administrative information disclosure within the Ministry;
10. Emergency plans and the management of workplace reserve forces and civil defense units;
11. Establishment and operation of a cooperative system with agencies in charge of the safety, disaster, and crisis management;
11-2. Operation of the suggestion system within the Ministry and supervision of civil petitions (including citizen suggestions and petitions);
12. Other matters that do not fall under the authority of other departments within the Ministry.

Article 8(Women's Policy Bureau) #
(1) The Women's Policy Bureau shall have 1 Director-General.
(2) The Director-General shall be a member in general service of the Senior Executive Service.

1. Formulating plans for women's policies and consulting on and coordinating women's policies of central administrative agencies and local governments;
2. Expanding women's participation in various Government committees and women's political participation;
3. Guiding, supervising, supporting, and cooperating with, women's organizations and corporations;
4. Improving gender discrimination in mass media and gender-discriminatory systems;
5. Conducting education and public relations campaigns to raise awareness and promote a culture of gender equality;
6. Organizing various events and rewards related to women, such as the operation of Women's Week;
7. Formulating gender impact assessment plans and supporting evaluation of these plans;
8. Supporting the operation of systems for gender-sensitive budget and settlement of accounts;
9. Formulating women's resource development plans and consulting on and coordinating women's resource development policy measures of central administrative agencies and local governments;
10. Supporting career development and employment support for women in consideration of the characteristics of each subject;
11. Establishing and operating facilities related to women resources, such as lifelong education facilities for women;
12. Developing work-life balance policies to promote women's economic activities;
13. Developing and operating career development programs for young women;
14. Fostering and supporting female managers within companies;

Article 9(Youth and Family Policy Office) #
(1) The Youth and Family Policy Office shall have 1 Deputy Minister, and 2 policy officers, etc. under the supervision of the Deputy Minister. <Amended on Mar. 30, 2021>
(2) The Deputy Minister and 2 Director Generals shall be members in general service of the Senior Executive Service. <Amended on Mar. 30, 2021>

1. Formulating youth policy plans and consulting on and coordinating youth policies of central administrative agencies and local governments;
2. Organizing various events and offering rewards related to youth, such as Youth Month;
3. Managing qualification examination and training certified youth leaders, such as certified youth guiders and certified youth counselors;
4. Guiding, supervising, and supporting women's organizations and corporations;
5. Promoting preferential treatment, rights, and human rights protection for youth;
6. Encouraging youth policy participation and operating and supporting related organizations;
7. Establishing, supporting, guiding, and supervising youth-related facilities;
8. Promoting youth activities and conducting the safety management of youth training activities;
9. Developing and improving youth capabilities in collaboration with school education, lifelong education, etc.;
10. Supporting international exchange and capacity building of youth;
11. Supporting exchange activities among overseas Koreans and South and North Korean youth;
12. Formulating, adjusting, and supporting comprehensive plans for the youth's welfare;
13. Protecting and supporting youth in crisis by such as establishing a social safety net for runaway youth;
14. Preventing, counseling, treating, and providing legal support for, youth related to violence, abuse, delinquency, etc.;

16. Supporting the self-reliance and self-support of youth, such as employment and business start-up;
Article 10(Women's and Youth Rights Promotion Bureau) #
(1) The Women's and Youth Rights Promotion Bureau shall have 1 Director-General.
(2) The Director-General shall be a member in general service of the Senior Executive Service.

1. General management and coordination of projects for the prevention of victims of violence against women, youth, etc. and the protection of victims;
2. Establishment, operation, and evaluation of a delivery system related to the protection of victims of violence, such as women and youth;
3. Policy development and system improvements to support women in need of protection and address infringements of their rights and interests;
4. Provision of relief for victims of violence, including women and youth;
5. Formulation and implementation of plans for preventing sexual and domestic violence and protection of victims;
6. Correction of perpetrators of sexual or domestic violence and support for the medical treatment, self-reliance, etc. of victims;
7. Support for, and fostering of, protection facilities and counseling centers for victims of sexual and domestic violence;
8. Establishment and operation of integrated support centers for victims of sexual violence against women, children, and youth and the central support group;
8-2. Formulation and implementation of plans to prevent digital sex offenses and to protect victims;
9. Formulation and implementation of plans to prevent commercial sex acts and to protect victims;
10. Support for, and fostering of, counseling centers and facilities for victims of commercial sex acts:
11. Support for the self-sufficiency and self-reliance of victims of commercial sex acts and those who engage in sex work;
12. Formulation and implementation of measures to protect children and youth from sex offenses and support measures for children, youth, etc. who are victims of sexual crimes;
12-2. Formulation and implementation of measures to prevent recidivism among sex offenders against children or youth;
Article 11(Delegation provisions) #
(1) The names of Director Generals, etc. assigned to the Ministry of Gender Equality and Family pursuant to Article 12 of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies, and their respective duties shall be prescribed by Decree of the Ministry of Gender Equality and Family. <Added on Mar. 30, 2021>
(2) Support agencies or auxiliary agencies established in the Ministry of Gender Equality and Family pursuant to Articles 12 (3) and 14 (4) of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies shall be prescribed by Decree of the Ministry of Gender Equality and Family in a number not exceeding the prescribed number of personnel assigned to the Ministry of Gender Equality and Family. <Amended on Mar. 30, 2021>
Article 12(Prescribed number of public officials assigned to the Ministry of Gender Equality and Family) #
(1) The prescribed number of public officials assigned to the Ministry of Gender Equality and Family (excluding the temporary number under Article 25 (1) of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies; hereafter in this Article the same shall apply) shall be as specified in Appendix 1; provided, if necessary, the prescribed number of personnel may be separately prescribed by Decree of the Ministry of Gender Equality and Family not exceeding 10 percent of the total prescribed number referred to in Appendix 1. <Amended on Feb. 26, 2015; May. 10, 2016; Mar. 30, 2018; Mar. 30, 2021; Dec. 13, 2022; Aug. 30, 2023>
(2) The prescribed number of personnel for each position of public officials assigned to the Ministry of Gender Equality and Family shall be prescribed by Decree of the Ministry of Gender Equality and Family. In such cases, the quota for Grade IV public officials (including the quota for public officials of Grade III or IV) shall not exceed 28, and the quota for Grade III or IV public officials shall not exceed 1/3 of the quota for Grade IV public officials (including the quota for Grade III or IV public officials), and the quota for Grade IV or V public officials shall not exceed 1/3 of the quota for Grade V public officials (including Grade IV or V). <Amended on Feb. 26, 2015; Mar. 30, 2018; Mar. 30, 2021>
(3) One public official assigned to the Ministry of Gender Equality and Family (Grade V public official) shall be recruited from among public officials of the Ministry of the Interior and Safety. Article 13(Special cases concerning open positions) #
One open position at a Deputy Minister or Director General level determined by the Minister of Gender Equality and Family through directives, established rules, and other methods, may be filled by a public official in a fixed-term position.

CHAPTER III ORGANIZATION SUBJECT TO EVALUATION AND PRESCRIBE
Article 14(Organizations subject to evaluation) #
(1) The organizations subject to evaluation assigned to the Ministry of Gender Equality and Family pursuant to Article 31 (1) of the Common Rules of the Organization and the Prescribed Number of Personnel of Administrative Agencies shall be as specified in Appendix 2.
(2) Specific matters relating to the organizations subject to evaluation under paragraph (1) shall be prescribed by Decree of the Ministry of Gender Equality and Family.
