Article 1(Establishment of Ministerial Meeting on International Economic Policies) #
A Ministerial Meeting on International Economic Affairs (hereinafter referred to as the "Meeting") shall be established within the Ministry of Finance and Economy in order to efficiently deliberate on and coordinate issues requiring consultation between government ministries and agencies in formulating and implementing major international economic policies consistently from a comprehensive perspective. <Amended on Feb. 29, 2008; Dec. 30, 2025>
Article 2(Functions) #
The Meeting shall deliberate on and coordinate the following matters: <Amended on Apr. 5, 2013>
1. Matters regarding the overall operation of international economic policies, such as a comprehensive monitoring of international economic trends and direction-setting for major international economic policies;
2. Matters regarding major economic policies related to bilateral, multilateral, regional international economic cooperation, external opening, and trade negotiations or those with international economic organizations;
3. Matters regarding the selection of agenda on economic field and basic stance at time of summits with foreign countries;
4. Major policies or related mid- and long-term plans in the field of the international economy for each ministry or agency, which accompany government expenditure;
5. Matters regarding preliminary review of the impacts and effects of domestic economic policies on international economic relations;
6. Matters regarding public relations activities related to the international economy;
7. Matters for which the President or the Prime Minister orders deliberation and coordination in connection with international economic policies;
8. Other matters necessary for efficiently formulating and facilitating international economic policies.
Article 3(Types of meeting) #
(1) The Meeting shall be held on a regular or extraordinary basis.
(2) In principle, regular meetings shall be held twice a month, and extraordinary meetings shall be held as necessary. <Amended on Apr. 5, 2013>
Article 4(Composition of meeting) #
(1) The Meeting shall be comprised of the Minister of Finance and Economy, the Minister of Science and ICT, the Minister of Foreign Affairs, the Minister of Food, Agriculture, Forestry and Fisheries, the Minister of Trade, Industry and Resources, the Minister of Climate, Energy and Environment, the Minister of Land, Infrastructure and Transport, the Minister of Oceans and Fisheries, the Minister of SMEs and Startups, the Minister of Planning and Budget, the Minister of the Office for Government Policy Coordination, the chief secretary who assists in economic policies of the Office of the President, the heads of Ministries who have proposed agenda items to the Meeting, and the heads of Ministries related to such agenda item. <Amended on Apr. 5, 2013; Jul. 26, 2017; Oct. 1, 2025; Dec. 30, 2025>
(2) The Minister of Finance and Economy shall serve as the chairperson of the Meeting. <Amended on Feb. 29, 2008; Dec. 30, 2025>
(3) The chairperson of the Meeting shall select agenda items to be presented to the Meeting and convene and preside over the Meeting.
(4) The chairperson of the Meeting may, if deemed necessary, have the agenda items presented in consultation with the relevant ministries or agencies, if deemed necessary. <Added on Apr. 5, 2013>
(5) If the chairperson of the Meeting is unable to attend a meeting, a person designated in advance by the chairperson from among the members of the Meeting shall act on behalf of the chairperson <Amended on Apr. 5, 2013>
Article 5(Hearing of opinions) #
The chairperson of the Meeting may, if deemed necessary for deliberation on the agenda items submitted to the Meeting, have civilian experts in the relevant field attend the Meeting to hear their opinions.
Article 6(Quorum and voting requirements) #
(1) A majority of the members of the Meeting shall constitute a quorum, and any resolution thereof shall require the concurring vote of at least 2/3 of those present. <Amended on Apr. 5, 2013>
(2) If a member of the Meeting is unable to attend a meeting, a person in a position immediately subordinate to such member may attend the meeting on his or her behalf and perform his or her duties on his or her behalf.
(3) A meeting may be held in the form of a remote video conference in which members attend at different places equipped with devices for simultaneously transmitting and receiving video and audio at different times. In such cases, members of the Meeting shall be deemed to have attended the same meeting place. <Added on Apr. 5, 2013>
Article 7(Submission of agenda items) #
A ministry which intends to present agenda items to the Meeting shall submit the relevant agenda items to the Ministry of Finance and Economy at least 3 days before the meeting is held; provided, this shall not apply where urgency is required. <Amended on Feb. 29, 2008; Dec. 30, 2025>
Article 8(Executive secretary) #
(1) The Meeting shall have 1 executive secretary, who shall be the Deputy Minister for International Affairs of the Ministry of Finance and Economy. <Amended on Feb. 29, 2008; Mar. 23, 2013; Dec. 30, 2025>
(2) The executive secretary shall prepare the minutes of the Meeting and distribute them to the relevant ministries, including the ministries and agencies present at the meeting.
Article 9(Working-level coordination committee) #
(1) A working-level coordination committee shall be established at the Meeting to efficiently support the deliberation of the Meeting.
(2) The working-level coordination committee shall deliberate on the following matters: <Amended on Apr. 5, 2013>
1. Matters requiring prior working-level consultation or coordination or matters delegated by the Meeting in connection with matters subject to deliberation and coordination under Article 2;
2. Other matters requested by the chairperson of the Meeting for working-level consultation.
(3) The Deputy Minister for International Affairs of the Ministry of Finance and Economy shall serve as the chairperson of the working-level coordination committee, and public officials of the Senior Executive Service of ministries and agencies related to matters subject to deliberation shall serve as members of the working-level coordination committee. <Amended on Apr. 5, 2013; Dec. 30, 2025>
(4) Matters necessary for the operation of the working-level coordination committee shall be determined by the chairperson of the working-level coordination committee.
Article 10(Detailed operating rules) #
Except as provided in this Decree, matters necessary for the operation of the Meeting shall be determined by the chairperson.
