Article 1(Purpose) #
The purpose of this Decree is to prescribe matters delegated by the Korea Education and Research Information Service Act and matters necessary for its enforcement.
Article 2(Regional education information centers) #
(1) The Korea Education and Research Information Service (hereinafter referred to as the "KERIS") may establish and operate regional education information centers to perform the following business affairs pursuant to Article 11 of the Korea Education and Research Information Service Act (hereinafter referred to as "the Act"):
1. Developing and providing education information tailored to the region and supporting the utilization of education information;
2. Building, managing, and operating an education information provision system for the region;
3. Supporting education informatization for schools within the region;
4. Supporting other regional education informatization projects.
(2) Where the KERIS intends to establish a regional education information center in the Office of Education of a Special City, Metropolitan City, or Do, it shall obtain approval from the Minister of Education after consulting with the relevant Superintendent of Education. <Amended on Jan. 29, 2001; Feb. 2008; Mar. 23, 2013>
Article 3(Request for and grant of contributions) #
(1) When the KERIS intends to receive government contributions pursuant to Article 13(1) of the Act, it shall submit the following documents to the Minister of Education by April 10 each year: <Amended on Jan. 29, 2001; Feb. 29, 2008; Mar. 23, 2013>
1. A request for contributions for the following year, categorized by project costs, operating costs, and facility costs;
2. A project plan and budget for the following year;
3. Other data explaining the details of the request for contributions.
(2) When the amount of contributions is determined, the Minister of Education shall notify the KERIS thereof. <Amended on Jan. 29, 2001; Feb. 2008; Mar. 23, 2013>
(3) When the KERIS intends to receive contributions pursuant to paragraph (2), it shall submit an application for the grant of contributions to the Minister of Education, accompanied by a quarterly business plan and a budget execution plan. <Amended on Jan. 29, 2001; Feb. 2008; Mar. 23, 2013>
Article 4(Management of contributions) #
The KERIS shall, upon receiving a contribution, manage it by establishing separate accounts for business expenses, operating expenses, and facility expenses, respectively.
Article 5(Submission of project plans and budget statements) #
The KERIS shall submit a project plan and a budget statement to the Minister of Education by 10 days before the commencement of each business year, as prescribed in Article 16(1); provided, the Minister of Education may adjust the submission deadline if necessary. <Amended on Jan. 29, 2001; Feb. 29, 2008; Mar. 23, 2013>
Article 6(Reporting of settlement of accounts) #
The KERIS shall attach the following documents to the statement of accounts of revenues and expenditures when it submits a settlement of accounts statement pursuant to Article 16(2) of the Act:
1. A balance sheet and a profit and loss statement;
2. A table comparing the business plan for the relevant year with the actual results of execution;
3. Other relevant data to verify the details of the settlement of accounts.
Article 7(Disposal of surplus) #
If there is a surplus as a result of the settlement of accounts for each business year, the KERIS shall first use it to make up for brought-over losses and transfer the remainder to the revenues for the following year.
Article 8(Request for personnel secondment) #
(1) Where the KERIS requests the secondment of personnel pursuant to Article 17(1) of the Act, it shall submit to the Minister of Education a written request for secondment stating the reasons for the request, the period of secondment, the number of personnel to be seconded, and qualification requirements. <Amended Jan. 29, 2001; Feb. 2008; Mar. 23, 2013>
(2) A person seconded to the KERIS shall perform his or her duties during the period of secondment as determined by the KERIS.
Article 9(Standards for imposition of administrative fines) #
The criteria for imposing administrative fines under Article 25(1) of the Act shall be as specified in Appendix.
