Article 1(Purpose) #
The purpose of this Decree is to provide for matters delegated by the Framework Act on the Video Industry Promotion and matters necessary for the enforcement thereof.

Article 2(Classification of video works) #
The classification of video works referred to in subparagraph 1 of Article 2 of the Framework Act on the Video Industry Promotion (hereinafter referred to as "Act") is as follows:
1. Film video works: Continuous images fixed on films, such as motion pictures and animations;
2. Tape video works: Continuous images fixed on video tapes, such as motion pictures and animations;
3. Disk video works: Continuous images fixed on disks, such as motion pictures, animations, computer games and computer graphics;
4. Other video works: Continuous images fixed on tangible objects, other than those video works provided in subparagraphs 1 through 3.

Article 3(Establishment of comprehensive policies for video promotion) #
(1) Pursuant to Article 5 (1) of the Act, the Minister of Culture, Sports and Tourism shall establish comprehensive policies to promote video culture and the video industry (hereinafter referred to as "comprehensive policies for video promotion") after consulting with the Minister of Science and ICT, the Minister of Trade, Industry and Resources, and the head of the related central administrative agencies. <Amended on Nov. 20, 2012; Mar. 23, 2013; Jul. 26, 2017; Oct. 1, 2025>
(2) Where the Minister of Culture, Sports and Tourism establishes the comprehensive policies for video promotion, he or she may seek opinions from related groups or experts in the video industry. <Amended on Nov. 20, 2012>

(4) The comprehensive policies for video promotion shall include the following matters: <Amended on Nov. 20, 2012>
1. Creation and production of video works;
2. Surveys and research to promote video culture and the video industry;
3. Development and dissemination of production technology of video works;
4. Facilitating the smooth circulation and distribution of video works;
5. Training of the professional personnel related to the video culture and the video industry;
6. A scheme to efficiently manage the financial resources related to the promotion of video culture and the video industry;
7. Modernization of the video industry and the expansion of a stable production foundation of video works;
8. International exchanges and cooperation to promote video culture and the video industry;
9. Collection, preservation, and operation of video data.

Article 6(Establishment of task forces in each field) #
The Minister of Culture, Sports and Tourism, the Minister of Science and ICT, the Minister of Trade, Industry and Resources may organize and operate task forces in each field to perform the following affairs related to the establishment and execution of the comprehensive policies for video promotion: <Amended on Mar. 23, 2013; Jul. 26, 2017; Oct. 1, 2025>
1. Improvement of related systems;
2. Analysis and evaluation of the comprehensive policies for video promotion;
3. Development of technology to promote video culture and the video industry;
4. Other matters necessary for establishing and efficiently operating the comprehensive policies for video promotion.

Article 7(Securing financial resources for promoting video culture and video industry) #
The Minister of Culture, Sports and Tourism, the Minister of Science and ICT, the Minister of Trade, Industry and Resources may require any person who manages and operates the following Funds and capital to earmark and use part of the Funds and capital for promoting video culture and the video industry pursuant to Article 12 of the Act: <Amended on Mar. 23, 2013; Jul. 26, 2017; Apr. 2, 2019; Oct. 1, 2025>
1. The Culture and Arts Promotion Fund established under Article 16 of the Culture and Arts Promotion Act;
2. Capital contributed for industrial technology promotion projects under Article 7 of the Industrial Technology Innovation Promotion Act;
3. Capital contributed for projects to establish the foundations for industrial technology under Article 19 of the Industrial Technology Innovation Promotion Act;
4. The fund for the establishment and promotion of small and medium enterprises and startups under Article 63 of the Promotion of Small and Medium Enterprises and Encouragement of Purchase of Their Products Act;
5. The Information and Communications Promotion Fund established under Article 41 of the Information and Communications Technology Industry Promotion Act;
6. The Fund for the Promotion of Science and Technology established under Article 22 of the Framework Act on Science and Technology.
