Article 1(Purpose) #
A City/Do Economic Council (hereinafter referred to as the "Council") shall be established under the jurisdiction of the Minister of Finance and Economy to consult on matters regarding the revitalization of the local economy and the efficient promotion of local economic policies through close cooperation between the State and local governments. <Amended on Dec. 23, 1994; Feb. 29, 2008; Dec. 30, 2025>
Article 2(Functions) #
The Council shall deliberate on the following matters: <Amended on Feb. 29, 2008>
1. Matters requiring consultation or coordination with 2 or more of the Seoul Special Metropolitan City, Metropolitan Cities, Dos (hereinafter referred to as "Cities/Dos"), and relevant central administrative agencies with respect to the local economy;
2. Matters regarding the mid- to long-term economic and social development plans formulated by the State and local governments;
3. Matters requiring consultation between the State and local governments in relation to the revitalization of the regional economy and promotion of national economic policies;
4. Matters proposed or requested by a local government to a central administrative agency in relation to the economic field;
5. Other matters referred to the meetings by the chairperson.
Article 3(Composition) #
(1) The Council shall be comprised of up to 30 members, including 1 chairperson.
(2) The chairperson shall be the Vice Minister of Economy and Finance designated by the Minister of Economy and Finance, and the members shall be the Vice Minister of Science and ICT designated by the Minister of Science and ICT, the Vice Minister of Education, the Vice Minister of the Interior and Safety, the Vice Minister of Culture, Sports and Tourism designated by the Minister of Culture, Sports and Tourism, the Vice Minister of Agriculture, Food and Rural Affairs, the Vice Minister of Trade, Industry and Resources, the Vice Minister of Health and Welfare, the Vice Minister of Climate, Energy and Environment designated by the Minister of Climate, Energy and Environment, the Vice Minister of Employment and Labor, the Vice Minister of Land, Infrastructure and Transport designated by the Minister of Land, Infrastructure and Transport, the Vice Minister of Oceans and Fisheries, and the Deputy Mayors or Deputy Governors of each City/Do. <Amended on Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017; Oct. 1, 2025; Dec. 30, 2025>
Article 4(Duties of chairperson) #
(1) The chairperson shall represent the Council and have general supervision and control of its business affairs. <Amended on Jan. 5, 2021>
(2) If an accident occurs to the chairperson, a member in the order of priority prescribed in Article 3(2) shall act on behalf of the chairperson.
Article 5(Meetings) #
(1) The chairperson shall convene meetings of the Council and preside over such meetings.
(2) Meetings of the Council shall be divided into regular meetings and extraordinary meetings, and regular meetings shall be convened twice a year, and extraordinary meetings shall be convened as deemed necessary by the chairperson.
(3) A majority of the members of the Council shall constitute a quorum, and any resolution thereof shall require the concurring vote of a 2/3 of those present.
Article 6(Executive secretary) #
(1) In order to manage the business affairs of the Council, the Council shall have 2 executive secretaries.
(2) A Director-General-level public official affiliated with the Ministry of Finance and Economy and a Director-General-level public official affiliated with the Ministry of the Interior and Safety shall become the executive secretaries. <Amended on Dec. 23, 1994; Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017; Dec. 30, 2025>
Article 7(Submission of agenda items) #
(1) A member of a central administrative agency shall submit agenda items to be presented to the Council to the executive secretary affiliated with the Ministry of Finance and Economy no later than 1 month before a meeting is to be held. <Amended on Dec. 23, 1994; Feb. 29, 2008; Dec. 30, 2025>
(2) Members affiliated with a City/Do shall submit agenda items to be presented to the Council to the executive secretary affiliated with the Ministry of Finance and Economy and the executive secretary affiliated with the Ministry of the Interior and Safety, respectively, no later than 1 month before a meeting is to be held, and the executive secretary of the Ministry of the Interior and Safety shall compile the agenda items submitted by the members affiliated the City/Do and submit them to the executive secretary affiliated with the Ministry of Finance and Economy no later than 20 days before a meeting is to be held. <Amended on Dec. 23, 1994; Feb. 29, 2008; Mar. 23, 2013; Nov. 19, 2014; Jul. 26, 2017; Dec. 30, 2025>
(3) The executive secretary affiliated with the Ministry of Finance and Economy shall notify the relevant agencies of the agenda items submitted under paragraphs (1) and (2) and the relevant agencies shall notify the executive secretary affiliated with the Ministry of Finance and Economy of his or her opinions thereon not later than 14 days before the meeting is to be held. <Amended on Dec. 23, 1994; Feb. 29, 2008; Dec. 30, 2025>
Article 8(Hearing of opinions) #
If deemed necessary for the performance of its duties, the Council may have relevant public officials and the executive officers and employees of public institutions, such as government-invested institutions, and other relevant experts attend a meeting to hear their opinions.
Article 9(Establishment of regional economic Council) #
(1) A regional economic council shall be established in each City/Do in order to gather and coordinate opinions on agenda items to be submitted to the Council.
(2) Matters regarding the composition and operation of the regional economic council under paragraph (1) shall be prescribed by ordinance of the relevant City/Do.
Article 10(Allowances) #
Allowances, travel expenses, and other necessary expenses may be paid within the budget to the relevant public officials, executive officers and employees of public institutions, and other relevant experts who are not members of the Council but attend and speak at the Council; provided, this shall not apply where the relevant public officials attend the Council in direct connection with their duties.
Article 11(Detailed operating rules) #
Except as provided in this Decree, matters necessary for the operation of the Council shall be determined by the chairperson following a resolution by the Council.
