Article 1(Purpose) #
The purpose of this Decree is to prescribe matters mandated by the International Conference Industry Promotion Act and matters necessary for the enforcement thereof.

Article 2(Types and scales of international conferences) #
An international conference under subparagraph 1 of Article 2 of the International Conference Industry Promotion Act (hereinafter referred to as the "Act") means any of the following conferences: <Amended on Nov. 10, 2020; Dec. 27, 2022>
1. A conference organized by an international organization, agency, corporation, or organization, which satisfies all of the following requirements:
a. Nationals of at least 3 foreign countries participate in the conference;
b. At least 100 persons participate in the conference, of whom at least 50 are foreigners;
c. The conference lasts for at least 2 days;

3. A conference organized by an international organization, agency, corporation, or organization, which satisfies all of the following requirements:
a. A conference in which it is difficult for foreigners to attend in person due to the spread of a Class I infectious disease under subparagraph 2 of Article 2 of the Infectious Disease Control and Prevention Act, which is to be held within the period determined and publicly notified by the Minister of Culture, Sports and Tourism;
b. The number of participants, the number of foreign participants, and the number of days of the conference meet the standards determined and publicly notified by the Minister of Culture, Sports and Tourism.

Article 3(Types and scales of international conference facilities) #
(1) International conference facilities under subparagraph 3 of Article 2 of the Act shall be classified into specialized conference facilities, quasi-conference facilities, exhibition facilities, supporting facilities, and auxiliary facilities. <Amended on Dec. 27 2022>
(2) A specialized conference facility shall meet all of the following requirements:
1. It shall have a large conference room that can accommodate at least 2,000 persons;
2. It shall have at least 10 small- or medium-sized conference rooms, each of which can accommodate at least 30 persons;
3. It shall have a total exhibition area of at least 2,000 square meters, including both indoor and outdoor exhibition spaces.
(3) A quasi-conference facility shall be a facility such as a hotel ballroom, performance hall, or gymnasium, which can be used as a conference room necessary for holding international conferences, and it shall meet all of the following requirements:
1. It shall have a main conference room that can accommodate at least 200 persons;
2. It shall have at least 3 small- or medium-sized conference rooms, each of which can accommodate at least 30 persons.
(4) An exhibition facility shall meet all of the following requirements:
1. It shall have a total exhibition area of at least 2,000 square meters, combining indoor and outdoor exhibition spaces;
2. It shall have at least 5 small- or medium-sized conference rooms, each of which can accommodate at least 30 persons.
(5) A supporting facility shall meet all of the following requirements: <Added on Dec. 27, 2022>
1. It shall be equipped with all of the following facilities:
a. Facilities necessary for remote video conferences, such as computers, cameras, and microphones;
b. Partitions, soundproof facilities, or other equipment necessary to prevent the exposure of user information;
2. The total area used for installing and operating the facilities under the items of subparagraph 1 shall be at least 80 square meters.
(6) Auxiliary facilities shall include lodging, parking, restaurant, rest, and retail facilities, annexed to the facilities under paragraphs (2) and (4) for the convenience of holding international conferences and exhibitions. <Amended on Dec. 27 2022>
Article 4(Types and scales of international conference cluster facilities) #
“Facility ... of the types and scales prescribed by Presidential Decree, such as lodging facilities, retail facilities, and performance halls” in subparagraph 8 of Article 2 of the Act means the following facilities: <Amended on Aug. 2, 2022>
1. A facility for tourist accommodation business under Article 3 (1) 2 of the Tourism Promotion Act, which has at least 100 guest rooms (in cases of hotel business rated as 4-star or 5-star under Article 19 (1) of that Act and Article 22 (2) of the Enforcement Decree of that Act, at least 30 guest rooms);
2. A superstore defined in subparagraph 3 of Article 2 of the Distribution Industry Development Act;
3. A performance hall under the Public Performance Act, which has at least 300 seats;
4. Other facilities determined and publicly notified by the Minister of Culture, Sports and Tourism, which need to be designated as international conference cluster facilities for the promotion and development of the international conference industry.

Article 9(Duties of organization dedicated to international conferences) #
An organization dedicated to international conferences under Article 5 (1) of the Act shall take charge of the following duties:
1. Supporting the attraction and hosting of international conferences;
2. Overseas publicity of the international conference industry;
3. Collection and distribution of information related to international conferences;
4. Education and supply of and demand for professionals for international conferences;
5. Support for, and mutual cooperation in, a dedicated organization established by the head of a local government under Article 5 (2) of the Act;
6. Other duties related to the fostering of international conference industry.

Article 10(Designation of organizations dedicated to international conferences) #
When the Minister of Culture, Sports and Tourism designates an organization dedicated to international conferences under Article 5 (1) of the Act, the Minister shall take into account whether it is appropriately equipped with professional human resources, organization, etc. necessary to perform the duties under the subparagraphs of Article 9.

Article 11(Formulation of master plan for fostering international conference industry) #
(1) If the Minister of Culture, Sports and Tourism establishes or revises the master plan for the promotion of the international conference industry and the implementation plan for the promotion of the international conference industry under Article 6 of the Act, the Minister shall hear the opinions of relevant agencies or organizations related to the international conference industry.
(2) If the Minister of Culture, Sports and Tourism evaluates the performance of the master plan for fostering the international conference industry under Article 6 (4) of the Act, the Minister shall conduct such evaluation by comprehensively assessing the annual performance of the implementation plan for fostering the international conference industry.
(3) The Minister of Culture, Sports and Tourism may entrust a specialized institution with surveys, analyses, and other tasks necessary for evaluating the performance of the master plan for fostering the international conference industry under paragraph (2).

Article 12(Projects for establishing infrastructure for fostering international conference industry and project-implementing agencies) #
(1) "Projects prescribed by Presidential Decree" in Article 8 (1) 7 of the Act means the following projects: <Amended on Dec. 27, 2022>
1. Fostering organizations dedicated to international conferences under Article 5 of the Act;
2. Overseas publicity projects regarding the international conference industry.
(2) "Corporations or organizations prescribed by Presidential Decree" in Article 8 (2) 5 of the Act means corporations or organizations that perform duties related to the promotion of the international conference industry and are designated by the Minister of Culture, Sports and Tourism.

Article 13(Criteria for designating international conference host cities) #
The criteria for designating an international conference host city under Article 14 (1) of the Act shall be as follows:
1. The city to be designated shall have international conference facilities, and the relevant Special Metropolitan City, Metropolitan City, or Si shall have formulated a plan for fostering the international conference industry utilizing such facilities;
2. The city to be designated shall be equipped with lodging facilities, transportation facilities, traffic guidance systems, and other convenience facilities for participants of international conferences;
3. The city to be designated or its surrounding area shall have abundant tourism resources.

Article 13-2(Designation of international conference complex districts) #
(1) The requirements for designation of an international conference complex district under Article 15-2 (1) of the Act shall be as follows: <Amended on Aug. 2, 2022>
1. Specialized conference facilities under Article 3 (2) shall exist within an area proposed for designation as an international conference complex district;
2. The number of foreigners who have participated in conferences held in the area proposed for designation as an international conference complex district shall be at least 5,000 in the year immediately preceding the year to which the designation date of the international conference complex district belongs, or the average number of such foreigners shall be at least 5,000 for the 3 years immediately preceding the year to which the designation date belongs; provided, the number of foreigners who have participated in conferences during the period when a crisis alert of “caution” or higher is issued under Article 38 (2) of the Framework Act on the Management of Disasters and Safety due to the spread of an infectious disease under the Infectious Disease Control and Prevention Act may be calculated by multiplying such number by a weighting factor determined and publicly notified by the Minister of Culture, Sports and Tourism;
3. At least 1 of the facilities referred to any of the subparagraphs of Article 4 shall exist in the area proposed for designation as an international conference complex district;
4. The area proposed for designation as an international conference complex district or its neighboring area shall be equipped with convenience facilities such as transportation facilities and traffic guidance systems.
(2) The area designated as an international conference complex district shall not exceed 4 million square meters.
(3) If the Special Metropolitan City Mayor, a Metropolitan City Mayor, a Special Self-Governing City Mayor, a Do Governor, or a Special Self-Governing Province Governor (hereinafter referred to as "Mayor/Do Governor") intends to modify the designation of an international conference complex district, the Mayor/Do Governor shall take the following matters into consideration:
1. The actual conditions of operation of the international conference complex district;
2. The current status of land use of the international conference complex district;
3. The current status of facilities installed in the international conference complex district;
Article 13-3(Formulation of plan for fostering and promoting international conference complex district) #
(1) A plan for fostering and promoting international conference complex districts under the former part of Article 15-2 (2) of the Act (hereinafter referred to as “plan for fostering and promoting international conference complex districts”) shall include the following matters:
1. The name, location, and area of the international conference complex district;
2. The purpose of designation of the international conference complex district;
3. A plan for establishing and improving international conference facilities;
4. A plan for developing international conference cluster facilities;
5. A plan for establishing and expanding convenience facilities for conference participants;
6. A plan for creating and developing tourism resources of the relevant area;
7. A plan for attracting and hosting international conferences in international conference complex districts;
8. A plan for fostering international conference business and exhibition business operators within its jurisdiction;
9. Other matters necessary for fostering and promoting international conference complex districts.
(2) "Important matters prescribed by Presidential Decree" in the latter part of Article 15-2 (2) of the Act means the location, area, or the purpose of designation of the international conference complex district.
(3) The Mayor/Do Governor shall examine the validity of a plan for fostering and promoting an international conference complex district formulated every 5 years and take necessary measures, such as modification of the plan for fostering and promoting the international conference complex district.

Article 13-4(Designation of international conference cluster facilities) #
(1) The requirements for designation of an international conference cluster facility under Article 15-3 (1) of the Act shall be as follows:
1. The facility (including facilities to be installed; hereafter in this paragraph the same shall apply) shall be located within the international conference complex district;
2. The facility shall be equipped with a guidance system and convenience facilities for foreign users;
3. A business alliance agreement shall have been concluded between the facility and a specialized conference facility within the international conference complex district.
(2) A person who intends to obtain designation of an international conference cluster facility shall submit an application for designation prescribed by Decree of the Ministry of Culture, Sports and Tourism to the Minister of Culture, Sports and Tourism under Article 15-3 (2) of the Act.
(3) If a person obtains designation of an international conference cluster facility not yet completed at the time of application for such designation, they shall, after the completion of installation, submit to the Minister of Culture, Sports and Tourism documents substantiating that the facility meets the requirements under the subparagraphs of paragraph (1).
(4) Where the Minister of Culture, Sports and Tourism intends to revoke the designation of an international conference cluster facility under Article 15-3 (3) of the Act, they shall hear opinions of the competent Mayor/Do Governor in advance.
(5) If the Minister of Culture, Sports and Tourism designates an international conference cluster facility under Article 15-3 (1) of the Act or revokes the designation under paragraph (3) of that Article, the Minister shall publicly announce such fact in the Official Gazette, general daily newspapers defined in subparagraph 1 a of Article 2 of the Act on the Promotion of Newspapers, or on the website of the Ministry of Culture, Sports and Tourism.
(6) Except as provided in paragraphs (1) through (5), matters necessary for the designation and revocation of designation of international conference cluster facilities, such as the scope of recognition of international conference cluster facilities to be established, shall be determined and publicly notified by the Minister of Culture, Sports and Tourism.

Article 14(Financial support) #
Subsidies under Article 16 (2) of the Act shall be paid in installments, taking into account the progress of the relevant project; provided, when deemed necessary in consideration of the scale or commencement time of the project, they may be paid in a lump sum.

Article 15(Management and recovery of subsidies) #
(1) A person who has received subsidies under Article 16 (2) of the Act shall establish and manage a separate account for such subsidies, and shall report the results of use thereof to the Minister of Culture, Sports and Tourism within 1 month after the completion of the project (within the period determined and publicly notified by the Minister of Culture, Sports and Tourism, in cases where the subsidies were granted for attracting or hosting an international conference under subparagraph 3 of Article 2). <Amended on Nov. 10 2020>
(2) If a person who has received subsidies under Article 16 (2) of the Act uses the subsidies for purposes other than those prescribed in the subparagraphs of Article 16 (2) of the Act, such subsidies may be recovered.

Article 16(Entrustment of authority) #
The Minister of Culture, Sports and Tourism shall, under Article 18 (1) of the Act, delegate the duties regarding support for attracting and hosting international conferences under Article 7 of the Act to an organization dedicated to international conferences in accordance with Article 5 (1) of the Act.
