Article 1(Purpose) #
The purpose of this Decree is to prescribe matters delegated by the Act on the Establishment of the Air Force Aviation Science High School and matters necessary for its enforcement.
Article 2(Principal) #
(1) Air Force Aviation Science High School (hereinafter referred to as the "School") shall have one principal and one vice principal.
(2) The principal shall, under the orders of the Air Force Chief of Staff, oversee school affairs, direct and supervise his or her subordinate staff, and educate students. <Amended on Jul. 2, 2019>
(3) The vice principal shall assist the principal to take charge of school affairs and other administration, and shall act on behalf of the principal when the principal is unable to perform his or her duties due to unavoidable reasons.
Article 3(Appointment of vice principal) #
The vice principal shall be appointed by the Air Force Chief of Staff from among field-grade officers of the Air Force.
Article 4(Affairs under jurisdiction of departments) #
(1) Affairs under the jurisdiction of the military education department, general education department, and specialized education department under Article 9(1) of the Act on the Establishment of the Air Force Aviation Science High School (hereinafter referred to as the "Act") shall be as follows:
1. Military education department: Matters concerning education in military science courses, military training, and discipline;
2. General education department: Matters concerning education in general education subjects among general science courses;
3. Specialized education department: Matters concerning education in specialized education subjects among general science courses.
(2) Where necessary, the principal may change the affairs under jurisdiction following the consolidation, closure, or expansion of departments or the establishment of other necessary units, after deliberation by the School Management Committee and with the approval of the Minister of National Defense.
Article 5(Heads of departments) #
(1) Each department or unit under Article 9(1) of the Act shall have a head of department or unit, and the head of department and head of unit shall be appointed by the principal from among Air Force officers or civilian employees belonging to the school.
(2) The head of department and head of unit shall process assigned affairs as ordered by their superiors and shall command and supervise their subordinates.
Article 6(Instructors) #
(1) Military science instructors and general academic instructors shall be assigned to the school.
(2) Military science instructors shall be in charge of education of military science subjects, which are military science courses, military training, and discipline, respectively, and general academic instructors shall be in charge of education of general education subjects and specialized education subjects, which are general academic courses.
(3) Military science instructors shall be appointed by the principal, and their fixed number shall be determined by the Minister of National Defense.
(4) General academic instructors shall be appointed by the Minister of National Defense through a request from the Chief of Staff of the Air Force upon recommendation of the principal and with the consent of the Minister of Education; the standards for their placement shall be governed by the Enforcement Decree of the Elementary and Secondary Education Act. <Amended on Feb. 29, 2008; Mar. 23, 2013>
Article 7(Staff) #
(1) The fixed number of military personnel and civilian employees assigned to the school shall be determined by the Minister of National Defense.
(2) Military personnel and civilian employees under paragraph (1) shall handle their assigned duties under the orders of their respective superiors.
Article 8(Selection of students) #
(1) Students shall be selected from among those who apply for admission through open competitive examinations.
(2) Admission by transfer or school transfer of students shall not be permitted.
Article 9(Adaptation education) #
(1) The school principal may provide preliminary education necessary for adaptation to school life to prospective students before the date of admission.
(2) The period and details of preliminary education under paragraph (1) shall be determined by the school principal, who may provide meals and clothing necessary for the subjects of such education.
Article 10(Grounds for expulsion) #
(1) The principal may expel a student who falls under any of the following subparagraphs:
1. A person who disturbs military discipline or fails to comply with school regulations or other rules;
2. A person who has no prospect of graduation due to poor academic performance;
3. A person who has difficulty continuing their studies due to a disease or other mental or physical disability;
4. A person who comes to fall under any of the subparagraphs of Article 4 of the Act.
(2) A person expelled pursuant to paragraph (1) shall be removed from the service roll of non-commissioned officer candidates on the date of such expulsion.
Article 11(Education at other schools) #
The principal may dispatch a student to another school or unit of the Air Force to receive education, subject to the approval of the Chief of Staff of the Air Force.
Article 12(Completion of curriculum) #
Recognition of a student's completion of a curriculum and graduation shall be made by considering their academic records as prescribed by school regulations.
Article 13(Education subjects) #
Education subjects for military science courses of the school shall be determined by school regulations with the approval of the Minister of National Defense, and education subjects for general education courses shall be governed by the Enforcement Decree of the Elementary and Secondary Education Act.
Article 14(School days) #
The number of school days for military science courses of the school shall be determined by school regulations with the approval of the Minister of National Defense, and the number of school days for general education courses shall be governed by the Enforcement Decree of the Elementary and Secondary Education Act.
Article 15(Temporary closure) #
(1) The principal may order temporary closure when an emergency disaster or other urgent situation occurs.
(2) When temporary closure is ordered pursuant to paragraph (1), it shall be immediately reported to the Air Force Chief of Staff.
Article 16(School regulations) #
(1) The principal shall determine school regulations with the approval of the Minister of National Defense through the Air Force Chief of Staff.
(2) When the Minister of National Defense intends to approve school regulations pursuant to paragraph (1), he or she shall consult with the Minister of Education. The same shall also apply to any revision thereof. <Amended on Feb. 29, 2008; Mar. 23, 2013>
Article 17(Matters to be entered in school regulations) #
The school regulations under Article 16 shall include the following:
1. Matters concerning school years, semesters, and holidays;
2. Matters concerning class organization and student quotas;
3. Matters concerning curricula and the number of school days;
4. Matters concerning teachers and the recognition of completion of each school year's course;
5. Matters concerning admission, withdrawal, leave of absence, graduation, and rewards and punishments;
6. Matters concerning the school management committee.
Article 18(School management committee) #
(1) Meetings of the school management committee shall open with the attendance of at least 2/3 of the members on the register and shall resolve by the affirmative vote of a majority of the members present.
(2) Other matters necessary for the operation of the school management committee shall be determined by school regulations.
