Article 1(Establishment) #
(1) A Korean National Police University shall be established under the jurisdiction of the Commissioner General of the Korean National Police Agency to provide academic skills training to prospective police executives currently engaged in the field of public security and to promote their mental and physical health. <Amended on May 29, 2016>

Article 4(Curriculum) #
(1) A bachelor's degree program at the Korean National Police University shall consist of a police studies course and a general studies course, and the content of which shall be determined by the Commissioner General of the Korean National Police Agency in consultation with the Minister of Education. <Amended on Mar. 23, 2013; May 29, 2016>
(2) A master's and doctoral degree course at the Graduate School of Police Studies shall require academic research on public security, and the curriculum for those programs shall be determined by the Commissioner General of the Korean National Police Agency in consultation with the Minister of Education. <Added on May. 29, 2016>

Article 5(Dean and public officials) #
The Korean National Police University shall have a Dean and necessary public officials, as prescribed by Presidential Decree.

Article 6(Qualifications and appointment of professors) #
(1) Article 16 of the Higher Education Act shall apply mutatis mutandis to the occupational categories and qualifications of persons (including police officials) responsible for teaching degree courses among public officials under Article 5. <Amended on May 29, 2016>
(2) Professors and associate professors shall be appointed by the President upon the recommendation of the Commissioner General of the Korean National Police Agency, and assistant professors shall be appointed by the Commissioner General upon the recommendation of the Dean, from among persons responsible for teaching degree courses pursuant to paragraph (1). <Amended on May 29, 2016>
(3) Professors, associate professors, and assistant professors who are not police officials, among persons responsible for teaching degree courses, shall be classified as public officials in special service under Article 2 (2) 2 of the State Public Officials Act, and the Educational Officials Act and the Special Act on the Improvement of Teachers' Status shall apply mutatis mutandis to their remuneration, training, status guarantee, disciplinary actions, and appeals, and the methods and procedures for appointment shall be prescribed by Presidential Decree. <Added on Jan. 27, 2016; May 29, 2016>

Article 7(Conferment of degrees) #
(1) The Korean National Police University shall be deemed a 4-year university or college under Article 31 (1) of the Higher Education Act and shall confer a bachelor's degree upon a person who has completed the required coursework. <Amended on May 29, 2016>
(2) The Graduate School of Police Studies shall be recognized as a graduate school with a minimum study period of at least 2 years under Article 31 (1) of the Higher Education Act, and shall confer a master's or doctoral degree upon a person who has completed the respective program. <Added on May 29, 2016>
(3) Matters necessary for the types of degrees and conferment thereof under paragraphs (1) and (2) shall be prescribed by Presidential Decree. <Added on May 29, 2016>

Article 8(Appointment of graduates) #
A graduate who has completed a bachelor's degree course at the Korean National Police University shall be appointed as an Inspector under the Police Officials Act. <Amended on May 29, 2016>

Article 9(Payment of school expenses and allowances) #
(1) The full amount of school expenses for students at the Korean National Police Academy (excluding students of the Graduate School of Police Studies; hereafter in this Article the same shall apply) shall be borne by the national treasury. <Amended on May 29, 2016>
(2) Students of the Korean National Police University shall be provided with allowances, clothing, and other necessary materials for education, as well as meal services.
(3) The Dean of the Graduate School of Police Studies may receive tuition and other fees (hereinafter referred to as "tuition and fees") from students enrolled in the school. <Added on May 29, 2016>
(4) Matters necessary for the collection of tuition and fees under paragraph (3) shall be prescribed by Presidential Decree. <Added on May 29, 2016>

Article 10(Mandatory service) #
(1) A person appointed as a police official pursuant to Article 8 shall serve as such for 6 years. In such cases, necessary matters, such as the initial date for calculating the mandatory service period, shall be prescribed by Presidential Decree. <Amended on Dec. 22, 2020>
(2) If a person referred to in paragraph (1) falls under any of the following subparagraphs during his or her mandatory service period, he or she shall fully or partially repay school expenses and all the other costs disbursed pursuant to Article 9 (hereinafter referred to as "expenses"), as prescribed by Presidential Decree:
1. If he or she fails to fulfill his or her mandatory service duty due to any reason other than a physical or mental disability (excluding physical or mental disabilities caused by intentional or gross negligence on his or her part), making him or her incapable of performing his or her duties;
2. If he or she is subject to a removal from office or dismissal.
(3) If an obligor for repayment under paragraph (2) fails to reimburse expenses, the Commissioner General of the Korean National Police Agency may recover those expenses in the same manner as delinquent national taxes.
(4) The Commissioner General of the Korean National Police Agency shall calculate expenses to be reimbursed pursuant to paragraph (2), taking into account tuition and fees (including tuition and other charges) of national or public universities, as prescribed by Presidential Decree. <Added on May 30, 2011>
(5) The Commissioner General of the Korean National Police Agency shall publicly notify the expenses calculated pursuant to paragraph (4) each year, as prescribed by Presidential Decree. <Added on May 30, 2011>

Article 57 of the Military Service Act shall apply mutatis mutandis to the military education of students at the Korean National Police University.

Article 12(Affiliated educational institutions) #
(1) The Korean National Police University may establish affiliated educational institutions to provide education and training necessary for incumbent police officers and prospective police officers, and may also establish affiliated research institutes to conduct academic and policy research and development related to the Korean National Police University's education.
(2) The name, organizational structure, and other necessary matters relating to educational institutions and research institutes under paragraph (1) shall be prescribed by Presidential Decree.
