Article 1(Purpose) #
The purpose of this Act is to establish the Air Force Aviation Science High School and to prescribe matters concerning its operation in order to provide necessary education to those who will become non-commissioned officers in the field of aviation science for the Air Force.
Article 2(Establishment) #
The Air Force Aviation Science High School (hereinafter referred to as the "School") shall be established under the Air Force.
Article 3(Years of study) #
The years of study of the School shall be 3 years.
Article 4(Admission qualifications) #
Any person who is qualified for admission to a high school under Article 47(1) of the Elementary and Secondary Education Act and is at least 15 and under 17 years of age shall be eligible for admission to the School; provided, no person falling under any of the following subparagraphs may be admitted:
1. A person who falls under any subparagraph of Article 10(2) of the Military Personnel Act;
2. A person who fails to meet the physical standards prescribed by the school regulations.
Article 5(Status in military service) #
A student shall be enlisted in the service of non-commissioned officer candidates on the date of admission.
Article 6(Curriculum) #
(1) The curriculum of the School shall consist of a military science course and a general studies course. In such cases, specific matters concerning the curriculum shall be determined by the Minister of National Defense.
(2) The general studies course shall be sufficient to achieve the objectives of high school education under Article 45 of the Elementary and Secondary Education Act.
(3) Articles 4 and 23 of the Elementary and Secondary Education Act shall apply mutatis mutandis to the curriculum, facilities, and equipment of the general studies course.
Article 7(Principal and staff) #
(1) The School shall have a principal and, as staff members, a vice-principal, instructors, and administrative staff.
(2) The principal shall be appointed by the Minister of National Defense from among general-level or field-grade officers of the Air Force upon recommendation by the Chief of Staff of the Air Force. <Amended on Mar. 21, 2017>
(3) Staff members shall be military personnel and civilian components as determined by Presidential Decree.
Article 8(Qualifications and appointment of staff) #
(1) The provisions of Article 21(2) of the Elementary and Secondary Education Act shall apply mutatis mutandis to the qualifications of instructors in charge of the education of general academic courses under Article 6(1).
(2) Instructors in charge of the education of general academic courses shall be appointed by the Minister of National Defense with the consent of the Minister of Education. <Amended on Feb. 29, 2008; Mar. 23, 2013>
Article 9(Establishment of departments) #
(1) Departments of military education, general education, and specialized education shall be established in the school; the Minister of National Defense may consolidate or increase departments or establish other necessary departments when deemed necessary for the operation of the school.
(2) Necessary matters concerning the establishment, consolidation, or increase of departments under paragraph (1) shall be prescribed by Presidential Decree.
Article 10(Appointment of graduates) #
A person who has completed a three-year school curriculum and graduated shall be appointed as a staff sergeant of the Air Force under Article 3 of the Military Personnel Act. In this case, the service shall be long-term service under Article 6 of the same Act.
Article 11(Recognition of qualifications) #
A person who graduates from the school shall be deemed to have graduated from a high school under the provisions of the Elementary and Secondary Education Act.
Article 12(School management committee) #
(1) A school management committee shall be established in a school to respond to consultations from the principal regarding the following matters for school management:
1. Matters concerning the deliberation of education plans;
2. Matters concerning the deliberation of selection of freshmen and withdrawal from school;
3. Other matters concerning important policies for school management.
(2) The school management committee shall be composed of the following members, and the chairperson shall be elected from among the members by secret ballot: <Amended on Mar. 11, 2014>
1. Parent members;
2. School staff members;
3. Community members.
(3) The chairperson shall supervise the affairs of the school management committee, convene meetings, and become the chairperson thereof.
(4) Matters necessary for the composition and management of the school management committee shall be prescribed by Presidential Decree.
Article 13(Grounds for disqualification) #
(1) No person who falls under any subparagraph of Article 33 of the State Public Officials Act shall be elected as a member of a school management committee.
(2) Where a member of a school management committee falls under any subparagraph of Article 33 of the State Public Officials Act, he or she shall be retired as a matter of course.
