Article 1(Purpose) #
The purpose of this Act is to contribute to the prosperity of the nation and the development of the State and society by supporting and promoting the Korea Youth Association, an incorporated association established to foster national independent forces capable of contributing to the creation of a new history of national unification and national prosperity by establishing a new perspective on the nation and the State through holistic education and training for the youth of the Republic of Korea, while also encouraging a progressive spirit toward the world.

Article 2(Cooperation and support) #
The State or a local government may provide cooperation and support, such as providing convenience necessary for the organization and activities of the Korea Youth Association.

Article 3(Adjustment of activities) #
The Minister of Gender Equality and Family may, when deemed necessary in accordance with national policies, modify or adjust part of the contents and methods of activities of the Korea Youth Association. <Amended on Oct. 1, 2025>

Article 4(Loan of State-owned or public property and support for facilities) #
(1) The State or a local government may, where necessary for the promotion of the Korea Youth Association, lend or cede State-owned or public property, school facilities, and military facilities, or permit the use of or the gain of profit from such property or facilities, free of charge within the extent that such use does not interfere with the original purposes thereof, notwithstanding the provisions of the State Property Act or the Public Property and Commodity Management Act.
(2) Where property or facilities are lent or ceded, or the use of or the gain of profit from such property or facilities is permitted, free of charge pursuant to paragraph (1), the details and conditions thereof shall be governed by a contract between the head of a central government agency or the head of a local government and the Korea Youth Association.

Article 5(Subsidization) #
(1) The State or a local government may subsidize the Korea Youth Association for operating expenses and facility costs necessary for its organization and activities, and expenses necessary for domestic or international events.
(2) Any individual, corporation, or organization may donate money or other property to support the facilities and operation of the Korea Youth Association.

Article 6(Reduction and exemption of taxes) #
(1) The Government may reduce or exempt taxes for the Korea Youth Association, as prescribed by the Act on Restriction on Special Cases concerning Taxation.
(2) With respect to money or other property donated to the Korea Youth Association pursuant to Article 5(2), special cases for calculating income may be applied, as prescribed by the Act on Restriction on Special Cases concerning Taxation.

Article 7(Report on budget) #
The Korea Youth Association shall prepare a budget and a business plan for the following year and report them to the Minister of Gender Equality and Family before the start of each fiscal year. The same shall apply to any change thereto. <Amended on Oct. 1, 2025>

Article 8(Report on settlement of accounts) #
(1) The Korea Youth Association shall prepare a report on the settlement of accounts of revenues and expenditures and a business performance report for each fiscal year and report them to the Minister of Gender Equality and Family by January 31 of the following year. <Amended on Oct. 1, 2025>
(2) An audit report by a certified public accountant designated by the Minister of Gender Equality and Family shall be attached to the report on the settlement of accounts of revenues and expenditures under paragraph (1). <Amended on Oct. 1, 2025>

Article 9(Inspection of business) #
The Minister of Gender Equality and Family may, when necessary for supervision, order the Korea Youth Association to submit data and reports on its business matters or have his or her subordinate public officials inspect its business. <Amended on Oct. 1, 2025>

Article 10(Prohibition on use of similar names) #
No person shall use the name "Korea Youth Association" or any name similar thereto.

Article 11(Administrative fines) #
(1) Any person who violates Article 10 shall be punished by a fine not exceeding two million won.
(2) Fines for negligence prescribed in paragraph (1) shall be imposed and collected by the Minister of Gender Equality and Family. <Amended on Oct. 1, 2025>
