Article 1(Purpose) #
The purpose of this Decree is to prescribe matters concerning the establishment of the Ministerial Meeting on Current State Affairs and the composition and operation thereof in order to facilitate the coordination of important national policies and the Government-wide response to key current affairs of the State. <Amended on Jun. 20, 2017; Aug. 30, 2022>
Article 2(Establishment and functions) #
(1) In order to deliberate on and coordinate differences in opinions on government policies among central administrative agencies and key current affairs of the State, etc., the Ministerial Meeting on Current State Affairs (hereinafter referred to as the "Meeting") shall be established under the jurisdiction of the Prime Minister. <Amended on Jun. 20, 2017; Aug. 30, 2022>
(2) The Meeting shall deliberate on and coordinate the following matters: <Added on Jun. 20, 2017>
1. Matters concerning complex policies or current affairs related to various fields, such as the economy and society;
2. Policies or current affairs that have a significant impact on the public;
3. Matters regarding conflict resolution and social risk management;
4. Matters regarding the management of major national tasks;
5. Other matters deemed by the chairperson of the Meeting (hereinafter referred to as the "chairperson") to require deliberation and coordination.

Article 3(Composition) #
(1) The chairperson shall be the Prime Minister. <Amended on Jun. 20, 2017>
(2) The Meeting shall be composed of the Prime Minister, the heads of the central administrative agencies related to the agenda items subject to deliberation or coordination, the Minister of the Office for Government Policy Coordination, and the senior secretary officer for political affairs and the senior secretary officer for the issues subject to deliberation or coordination in the Office of the Presidential Secretary. <Amended on Nov. 19, 2014, Jun. 20, 2017, Jul. 26, 2017, Aug. 30, 2022>
(3) The chairperson may, if deemed necessary, have a person who is not a member of the Meeting attend and speak or be present at the Meeting.
Article 4(Chairperson’s duties) #
(1) The chairperson shall select the agenda items to be discussed at the Meeting, and convene and preside over the Meeting.
(2) If the chairperson is unable to preside over the Meeting due to unavoidable reasons, a person designated by the chairperson in advance shall act on his or her behalf. <Amended on Aug. 30, 2022>
Article 5(Meeting) #
(1) The Meeting shall, in principle, be held on Thursday, but the timing may be adjusted as the need arises. <Amended on Jun. 20, 2017>
(2) A majority of the members of the Meeting shall constitute a quorum, and any resolution thereof shall require the concurring vote of a majority of those present. <Amended on Jun. 20, 2017; Aug. 30, 2022>
(3) If a member of the Meeting is unable to attend, a person who is in a position immediately lower than him or her may attend the Meeting on his or her behalf and perform his or her duties on his or her behalf.
(4) The Meeting may be held by means of remote video conferencing in which its members appear at different places equipped with devices that can simultaneously transmit and receive video and audio. In such cases, the members of the Meeting shall be deemed to have appeared in the same conference venue.
Article 6(Executive secretary) #
The Meeting shall have 1 executive secretary, who shall be the First Vice Minister of the Office for Government Policy Coordination.

Article 9(Submission of data) #
The Meeting may request relevant agencies, etc. to provide data related to the following matters: <Amended on Jun. 20, 2017; Aug. 30, 2022>
1. Matters necessary for reviewing the agenda items proposed to be presented;
2. Matters necessary for reviewing whether to present the agenda items.
Article 10(Confirmation of implementation status) #
(1) The heads of the relevant agencies shall implement the matters coordinated and agreed upon at the Meeting. In such cases, the heads of the relevant agencies shall monitor and verify the status of implementation of the matters coordinated and agreed upon on a semi-annual basis. <Amended on Jun. 20, 2017>
(2) If the Minister of the Office for Government Policy Coordination deems it necessary for the efficient implementation of government policies, he or she may monitor and evaluate the status of implementation of matters coordinated and agreed upon under paragraph (1). <Amended on Aug. 30, 2022>
(3) If there is any compelling reason that make it impracticable to implement the matters coordinated or agreed upon at the Meeting, the heads of the relevant agencies may report the current status and grounds therefor and report a plan to take measures for resolution at the Meeting.
Article 11(Detailed operating rules) #
Except as provided in this Decree, matters necessary for the operation of the Meeting shall be determined by the chairperson after resolution by the Meeting.
