Article 1(Purpose) #
The purpose of this Decree is to stipulate matters mandated by the Promotion of Small Libraries Act and matters necessary for its enforcement.
Article 2(Responsibilities of local governments) #
A local government may prescribe matters necessary for administrative and financial support under Article 3 (2) of the Promotion of Small Libraries Act (hereinafter referred to as the "Act") and matters necessary for the establishment and operation of small libraries under Article 5 (1) of the Act by Municipal Ordinance of the competent local government.
Article 3(Cooperation with other public libraries) #
The State and local governments may request cooperation from other public libraries (referring to public libraries and special libraries under Article 4 (2) 1 and subparagraph 5 of that paragraph of the Libraries Act; hereinafter the same shall apply) in order to establish and implement policy measures under Article 7 of the Act. <Amended on Dec. 6, 2022>
Article 4(Criteria for designation of pilot zones) #
The criteria for designation of a pilot zone for the development of small libraries under Article 8 (1) of the Act (hereinafter referred to as “pilot zone”) are as follows:
1. The designation of a pilot zone shall contribute to the development of small libraries and improvement of the reading culture of local residents;
2. The designation of a pilot zone shall be met with positive responses from other public libraries and residents in the relevant area;
3. A plan to secure funding for a pilot zone project shall be appropriate and feasible;
Article 5(Application for designation of pilot zones) #
(1) When the Special Self-Governing City Mayor, a Special Self-Governing Province Governor, or the head of a Si/Gun/autonomous Gu (hereinafter referred to as the "head of a Si/Gun/Gu, etc.") files an application for the designation of a pilot zone under Article 8 (1) of the Act, he or she shall submit the following documents to the Minister of Culture, Sports and Tourism. In such cases, the head of a Si/Gun/autonomous Gu shall submit the relevant documents to the Minister of Culture, Sports and Tourism after consulting with the competent Special Metropolitan City Mayor, Metropolitan City Mayor, or Do Governor (hereinafter referred to as the "Mayor/Do Governor"):
1. A plan for a pilot zone project including the project objectives, promotion strategies, and implementing system;
2. Documents evidencing compliance with the designation criteria specified in Article 4;
3. Results of consultations with the competent Mayor/Do governor (limited to the head of a Si/Gun/autonomous Gu);
4. Details of the budget, personnel, etc. that the head of a Si/Gun/Gu, etc. may support for a pilot zone.
(2) The Minister of Culture, Sports and Tourism may, if necessary for the smooth performance of affairs regarding the designation of a pilot zone, seek advice from a relevant specialized institution or request it to conduct survey and research.
Article 6(Projects eligible for support in pilot zones) #
The State and local governments may subsidize the following projects to cover expenses incurred in the designation and development of pilot zones within budgetary limits under Article 8 (2) of the Act:
1. Projects for the creation of small libraries;
2. Cooperative projects such as interlibrary loan of library materials between other public libraries and small libraries or between small libraries;
3. Various cultural programs of small libraries targeting residents;
4. Other projects deemed necessary by the Minister of Culture, Sports and Tourism to revitalize small libraries in pilot zones.
Article 7(Fact-finding survey on operation of small libraries) #
(1) The head of a Si/Gun/Gu, etc. shall investigate the operation status of small libraries within his or her jurisdiction under Article 12 (1) of the Act and submit the results thereof (hereinafter referred to as "investigation results") to the National Library Committee established under Article 11 of the Libraries Act (hereinafter referred to as the "National Library Committee"). In such cases, the head of a Si/Gun/autonomous Gu shall submit the results of the relevant investigation via the competent Mayor/Do Governor. <Amended on Dec. 6, 2022>
(2) The investigation results shall include the following matters: <Amended on Dec. 6, 2022>
1. Entity that establishes and operates the small libraries;
2. Matters related to the facilities and materials of the small libraries, such as the number of seats, facility size, and materials in the collection;
3. Matters regarding the personnel status of the small libraries, including regular employees, volunteers, and librarians;
4. Matters regarding the budget and expenditure details of the small libraries;
5. Matters related to the use of small libraries, such as the number of days open and the number of users;
6. Matters related to support projects for small libraries implemented by other public libraries and matters regarding cooperation projects for library materials, business affairs, etc. between other public libraries and small libraries;
7. Other matters deemed necessary by the Chairperson of the National Library Committee.
