Article 1(Purpose) #
The purpose of this Decree is to prescribe matters delegated by the Act on Promotion of E-Sports (Electronic Sports) and matters necessary for the enforcement thereof.
Article 2(Establishment of master plans) #
(1) The Minister of Culture, Sports and Tourism shall establish a medium- and long-term master plan (hereinafter referred to as "master plan") for promotion under Article 6(1) of the Act on Promotion of E-Sports (Electronic Sports) (hereinafter referred to as the "Act") every 5 years.
(2) The Minister of Culture, Sports and Tourism shall establish and implement an action plan under Article 6(1) of the Act (hereinafter referred to as "action plan") every year in accordance with the master plan.
(3) When the Minister of Culture, Sports and Tourism establishes a master plan and an action plan under paragraphs (1) and (2), he or she shall notify the heads of relevant administrative agencies, Special Metropolitan City Mayors, Metropolitan City Mayors, Special Self-Governing City Mayors, Do Governors, and Special Self-Governing Province Governors thereof. <Amended on Aug. 27, 2019>
(4) "Matters necessary for the promotion of e-sports prescribed by Presidential Decree" in Article 6(2)8 of the Act means the following:
1. Diversification of e-sports disciplines and systematization of e-sports;
2. Vitalization of domestic e-sports competitions, such as amateur e-sports competitions.
Article 3(Fact-finding surveys) #
The Minister of Culture, Sports and Tourism shall conduct a fact-finding survey on the following matters every year under Article 7(1) of the Act:
1. Matters concerning general characteristics of e-sports players and persons engaged in the e-sports industry, such as gender and age;
2. Current status of e-sports facilities and e-sports organizations;
3. Current status of domestic and overseas e-sports competitions;
4. Other matters necessary for establishing and implementing policies for the promotion of e-sports.
Article 4(Support for e-sports facilities) #
The Minister of Culture, Sports and Tourism may subsidize the following expenses under the Act on the Management of Subsidies, pursuant to Article 8(3) of the Act:
1. Expenses incurred in newly installing facilities exclusively for e-sports;
2. Expenses incurred in converting existing facilities used for other purposes into facilities exclusively for e-sports.
Article 4-2(Designation of e-sports facilities) #
(1) An operator of an internet computer game facility provider business under Article 2(7) of the Game Industry Promotion Act who intends to be designated as an e-sports facility under Article 8(4) of the Act shall apply to the Minister of Culture, Sports and Tourism as prescribed by Decree of the Ministry of Culture, Sports and Tourism, meeting all of the following criteria:
1. It shall possess computers and peripheral devices, such as keyboards and mice, that meet the performance standards prescribed by Decree of the Ministry of Culture, Sports and Tourism, at a level capable of smoothly running game contents selected as e-sports disciplines under Article 12 of the Act;
2. It shall secure equipment necessary for the viewing and broadcasting of e-sports;
3. It shall have a record of holding e-sports competitions within the past 3 years;
4. It shall be located in a place that is easily accessible by public transportation and meets the criteria prescribed by Decree of the Ministry of Culture, Sports and Tourism.
(2) Where the Minister of Culture, Sports and Tourism designates an e-sports facility under Article 8(4) of the Act, he or she shall issue a certificate of designation prescribed by Decree of the Ministry of Culture, Sports and Tourism and post such fact on the website of the Ministry of Culture, Sports and Tourism.
(3) Matters necessary for the designation of e-sports facilities other than those prescribed in paragraphs (1) and (2) shall be determined and publicly notified by the Minister of Culture, Sports and Tourism.

Article 4-3(Revocation of designation of e-sports facilities) #
(1) "Criteria for designation prescribed by Presidential Decree" in Article 8(5)2 of the Act means any of the criteria falling under Article 4-2(1)1, 2, and 4.
(2) Where the Minister of Culture, Sports and Tourism revokes the designation of an e-sports facility under Article 8(5) of the Act, he or she shall post such fact on the website of the Ministry of Culture, Sports and Tourism.

Article 5(Composition and operation of the E-Sports Promotion Advisory Committee) #
(1) The E-Sports Promotion Advisory Committee under Article 9(1) of the Act (hereinafter referred to as the "Committee") shall be composed of at least 10 but not more than 20 members, including one chairperson and one vice chairperson.
(2) The chairperson and the vice chairperson of the Committee shall be elected from among its members by mutual vote.
(3) The members of the Committee shall be commissioned by the Minister of Culture, Sports and Tourism from among e-sports players and persons with abundant knowledge and experience in fields such as e-sports, cultural industries, education, youth, and sports, taking gender into consideration.
(4) The term of office of the members of the Committee shall be 2 years.
(5) The Committee shall provide advice to the Minister of Culture, Sports and Tourism on the following matters:
1. Establishment and implementation of master plans and action plans;
2. Fact-finding surveys on e-sports under Article 7(1) of the Act;
3. Fostering of and support for e-sports competitions;
4. Revocation of designation of an agency for selecting e-sports disciplines under Article 12(2) of the Act;
5. Other matters the Minister of Culture, Sports and Tourism deems necessary for the promotion of e-sports and refers to a meeting of the Committee.
(6) The Minister of Culture, Sports and Tourism may established subcommittees under the Committee if advice on professional matters is required.
Article 6(Designation of e-sports professional manpower training institutions) #
(1) The Minister of Culture, Sports and Tourism may designate an institution or organization falling under any of the following as an e-sports professional manpower training institution (hereinafter referred to as "training institution") under Article 10(2) of the Act: <Amended on Jul. 9, 2019>
1. Schools among those under Article 2 of the Higher Education Act that operate e-sports-related curricula;
2. Research institutes that conduct research on e-sports;
3. Non-profit corporations established for the purpose of promoting e-sports under Article 32 of the Civil Act;
4. The Korea Creative Content Agency under Article 31 of the Framework Act on the Promotion of Cultural Industries (hereinafter referred to as the "Korea Creative Content Agency");
5. Other institutions or organizations that the Minister of Culture, Sports and Tourism recognizes and publicly notifies as having the capacity to train e-sports-related professional manpower.
(2) A person who intends to be designated as a training institution under paragraph (1) shall submit an application for designation prescribed by Decree of the Ministry of Culture, Sports and Tourism to the Minister of Culture, Sports and Tourism, along with documents stating the following:
1. Performance records related to training professional manpower and plans for training professional manpower;
2. Matters concerning the organization of curricula;
3. Matters concerning faculty, such as instructors;
4. Matters concerning facilities and equipment necessary for training professional manpower;
5. Plans for procuring operating expenses.
(3) The Minister of Culture, Sports and Tourism may subsidize all or part of the expenses falling under any of the following for training institutions within the budget, under Article 10(3) of the Act: <Amended on Aug. 27, 2019>
1. Lecture fees and allowances;
2. Costs for educational materials and practice equipment;
3. Other necessary expenses incurred in training professional manpower.
Article 7(Revocation of designation of agency for selecting e-sports disciplines) #
(1) Where the Minister of Culture, Sports and Tourism revokes the designation of an agency for selecting disciplines under Article 12(2) of the Act, he or she may consult with the Committee in advance.
(2) When the Minister of Culture, Sports and Tourism revokes the designation of an agency for selecting disciplines under Article 12(2) of the Act, he or she shall publicly announce such fact on the website of the Ministry of Culture, Sports and Tourism.
Article 8(Designation of e-sports industry support centers) #
When the Minister of Culture, Sports and Tourism designates or cancels the designation of an e-sports industry support center under Article 13(1) of the Act (hereinafter referred to as "support center" in this Article), he or she may hear the opinion of the head of the local government where the relevant support center is located in advance, if deemed necessary.
Article 9(Support for international exchange and overseas promotion) #
"Related institutions or organizations prescribed by Presidential Decree" in Article 14(3) of the Act means any of the following institutions or organizations: <Amended on Jul. 9, 2019>
1. The Korea Creative Content Agency;
2. Non-profit corporations established for the purpose of promoting e-sports under Article 32 of the Civil Act, which have personnel residing abroad;
3. Other institutions or organizations that the Minister of Culture, Sports and Tourism recognizes and publicly notifies as having the capacity to act as an agent for support projects for the institutions referred to in the subparagraphs of Article 14(1) of the Act.
Article 9-2(Entrustment of affairs) #
(1) The Minister of Culture, Sports and Tourism shall entrust affairs concerning the receipt of applications for designation of e-sports facilities under Article 8(4) of the Act and Article 4-2(1) of this Decree and the review of whether criteria for designation are met, and the investigation of facts for the revocation of designation of e-sports facilities under Article 8(5) of the Act, to an institution, corporation, or organization that meets all of the following requirements, pursuant to Article 17 of the Act:
1. It shall have the capacity to perform affairs related to the designation of e-sports facilities;
2. It shall have a nationwide organization;
3. It shall possess professional manpower necessary for the affairs of designating e-sports facilities.
(2) Where the Minister of Culture, Sports and Tourism entrusts affairs under paragraph (1), he or she shall publish the name of the entrusted institution, corporation, or organization and the details of the entrusted affairs in the Official Gazette or on the website.

Article 10(Awards) #
(1) The Minister of Culture, Sports and Tourism may select and award individuals, organizations, and enterprises falling under any of the following pursuant to Article 18(1) of the Act:
1. A person who has contributed to the vitalization of amateur e-sports through the spread and dissemination of e-sports;
2. A person who has contributed to raising the status of e-sports through the vitalization of international exchange and overseas promotion of e-sports;
3. A person who has contributed to the development of the e-sports industry through research and development and training of talented personnel;
4. Other persons who have contributed to the promotion of e-sports.
(2) When the Minister of Culture, Sports and Tourism grants an award under Article 18(1) of the Act, he or she may receive recommendations for candidates from e-sports-related institutions and organizations.
