Article 1(Purpose) #
There shall be established a Committee on Measures for Trade Agreements under the jurisdiction of the Minister of Trade, Industry and Resources to deliberate on matters concerning support for the smooth conclusion and ratification of trade agreements based on national support, preparation of domestic supplementary measures related to trade agreements, and necessary support for responding to trade damages. <Amended on Feb. 29, 2008; Mar. 23, 2013; Mar. 24, 2014; Apr. 19, 2022; Jul. 23, 2024; Oct. 1, 2025>
Article 2(Functions) #
The Trade Agreements Measures Committee (hereinafter referred to as the "Committee") shall deliberate on the following matters: <Amended on Feb. 29, 2008; Mar. 24, 2014; Apr. 19, 2022; Jul. 23, 2024; Dec. 10, 2024>
1. Provision of information on the conclusion of a trade treaty under subparagraph 1 of Article 2 of the Act on the Conclusion Procedure and Implementation of Commerce Treaties (hereinafter referred to as "trade treaty") to the public and collection of public opinions;
2. Matters regarding the mediation of social conflicts related to the conclusion of a trade treaty;
3. Matters regarding support for the activities of the National Assembly in relation to a trade treaty, such as consent to the conclusion and ratification of a trade treaty;
4. Matters regarding the preparation of domestic supplementary measures in relation to a trade treaty and the utilization of a trade treaty;
5. Matters regarding strengthening the competitiveness of the domestic industry and improving domestic systems under a trade treaty;
6. Matters regarding support for enterprises eligible for assistance for trade damage under Article 14 (1) of the Act on Response to and Support for Changes in Trade Environment and employees eligible for assistance for trade damage under Article 15 (1) of that Act;
7. Matters regarding the formulation of trade policies and the process of trade negotiations;
8. Except as provided in subparagraphs 1 through 7, matters that the chairperson of the Committee deems necessary and submits to the Committee as agenda items in relation to support for the conclusion of a trade treaty, preparation of domestic supplementary measures, support necessary for responding to trade damage, etc.
Article 3(Composition) #
(1) The Committee shall be comprised of up to 40 members, including 2 co-chairpersons. <Amended on Mar. 24, 2014>

1. Government members: Minister of Trade, Industry and Resources; Vice Minister of Economy and Finance appointed by the Minister of Economy and Finance; Vice Minister of Science and ICT appointed by the Minister of Science and ICT; Vice Minister of Education; Vice Minister of Foreign Affairs appointed by the Minister of Foreign Affairs; Vice Minister of the Interior and Safety; Vice Minister of Culture, Sports and Tourism appointed by the Minister of Culture, Sports and Tourism; Vice Minister of Agriculture, Food and Rural Affairs; Vice Minister of Health and Welfare appointed by the Minister of Health and Welfare; Vice Minister of Climate, Energy and Environment appointed by the Minister of Climate, Energy and Environment; Vice Minister of Employment and Labor; Vice Minister of Land, Infrastructure and Transport appointed by the Minister of Land, Infrastructure and Transport; Vice Minister of Oceans and Fisheries; Vice Minister of SMEs and Startups appointed by the Minister of SMEs and Startups; Minister of Food and Drug Safety; Commissioner of the Korea Customs Service; Vice Minister of Government Policy Coordination appointed by the Minister of the Office for Policy Coordination; Vice Chairman of the Fair Trade Commission, Vice Chairman of the Financial Services Commission, Vice Chairman of the Personal Information Protection Commission, and Secretary in charge of Industrial Trade Policy in the Office of the Secretary to the President;
2. Civilian members: Persons commissioned by the Minister of Trade, Industry and Resources from among those who have extensive knowledge of and experience in the fields related to trade treaties, such as experts from the economic, media, and academic circles, and representatives of civic and social organizations, such as labor and farmers' organizations, etc.
(3) The term of office of a civilian member referred to in paragraph (2) 2 (hereinafter referred to as "civilian member") shall be 2 years; provided, the term of office of a member newly commissioned due to the resignation, etc. of a member shall be the remaining term of office of his or her predecessor. <Amended on Feb. 12, 2019>
Article 4(Co-chairperson) #
(1) 1 co-chairperson of the Committee shall be the Minister of Trade, Industry and Resources, and the other co-chairperson shall be commissioned by the Minister of Trade, Industry and Resources from among the civilian members. <Amended on Feb. 29, 2008; Mar. 23, 2013; Oct. 1, 2025>
(2) Each co-chairperson shall represent the Committee and have general supervision and control of the business affairs thereof.

(4) Where both of the co-chairpersons are unable to perform their duties due to unavoidable reasons, a member designated in advance by the co-chairperson who is the Minister of Trade, Industry and Resources shall act on behalf of the co-chairpersons. <Amended on Feb. 29, 2008, Mar. 23, 2013, Oct. 1, 2025>
(5) Notwithstanding Article 3 (1) and (2), the co-chairpersons may designate a Vice Minister or a Vice Minister-level public official of a central administrative agency related to the agenda items for deliberation by the Committee as a member and have him or her attend a meeting of the Committee. <Amended on Mar. 24, 2014>

Article 5(Meeting) #
(1) A co-chairperson shall convene and preside over meetings of the Committee.
(2) A majority of current members of the Committee including the co-chairpersons shall constitute a quorum, and any resolution thereof shall require the concurring vote of a majority of those present.
Article 5-2(Subcommittees) #
The Committee may establish subcommittees within the Committee, if necessary to efficiently perform its business affairs.

Article 5-3(Trade Policy Advisory Committee) #
(1) To provide advice to the Committee on the matters listed in the following subparagraphs, a Commercial Policy Advisory Committee shall be established within the Committee. <Amended on Oct. 1, 2025>
1. Basic direction of trade policies and trade negotiations;
2. Feasibility of the implementation and conclusion of specific trade treaties;
3. The impact of the conclusion of a trade treaty on the domestic economy, and domestic supplementary measures;
4. Formulation of plans for concluding trade treaties;
5. Other matters advised by the Minister of Trade and Resources as the Co-chairperson, in relation to trade policy and trade negotiations.
(2) The Trade Policy Advisory Committee shall be comprised of up to 30 members, including 1 chairperson, and the chairperson of the Trade Policy Advisory Committee shall be elected from among and by the members of the Trade Policy Advisory Committee.
(3) The members of the Advisory Committee on Commercial Policy shall be commissioned by the Minister of Trade, Industry and Energy, who shall also serve as co-chairperson, from among persons who fall under any of the following subparagraphs. <Amended on Oct. 1, 2025>
1. Persons with extensive knowledge of and experience in the field of international economy and trade;
2. Persons who can represent various national opinions in relation to the formulation of trade policies and trade negotiations;
3. Persons recommended by the competent Standing Committee of the National Assembly;
4. Other persons recommended by heads of relevant central administrative agencies.
(4) The term of office of members of the Trade Policy Advisory Committee shall be 2 years.

Article 6(Advisory members) #
(1) The Committee may have advisory members to seek advice on matters related to the business affairs of the Committee.

Article 6-2(Dismissal of members) #
(1) If a civilian member falls under any of the following cases, the Minister of Trade, Industry and Resources may dismiss the relevant member: <Amended on Jul. 23, 2024; Oct. 1, 2025>
1. Where the member becomes unable to perform his or her duties due to mental or physical illness;
2. Where the member is involved in a misconduct in connection with his or her duties;
3. Where the member is deemed unfit to be a member due to dereliction of duty, injury to dignity, or other reasons;
4. Where the member voluntarily declares that he or she is unable to perform duties.
(2) If a member of the Trade Policy Advisory Committee under Article 5-3 (3) or an advisory member under Article 6 (1) falls under any subparagraph of paragraph (1), the Minister of Trade, Industry and Energy, who is a co-chairperson, may dismiss the relevant member. <Amended on Jul. 23, 2024, Oct. 1, 2025>

Article 6-3(Trade Damage Support Group) #
(1) The Committee may organize and operate a Trade Damage Support Group to efficiently support the matters provided in subparagraph 6 of Article 2.
(2) The business affairs of the Trade Damage Support Group shall be as follows:
1. Investigation and analysis of the causes and possibility of occurrence of trade damage;
2. Establishment of trade damage support measures;
3. Regular monitoring of the possibility of trade damage;
4. Operation of an expert advisory body for trade damage support, etc.;
5. Inspection of the current implementation status of projects related to trade damage support;
6. Other business affairs requested by the Committee as deemed necessary for responding to trade damage.
(3) The head of the Trade Damage Assistance Group shall be designated by the Minister of Trade, Industry and Resources from among public officials in general service belonging to the Senior Executive Service of the Ministry of Trade, Industry and Energy. <Amended on Oct. 1, 2025>
(4) The members of the Trade Damage Support Group shall be the persons referred to in any of the following subparagraphs: <Amended on Oct. 1, 2025>
1. Persons appointed by the head of the relevant agency from among public officials in general service belonging to the Senior Executive Service of the Ministry of Economy and Finance, the Ministry of Trade, Industry and Resources, the Ministry of Employment and Labor, the Ministry of SMEs and Startups, and other central administrative agencies deemed necessary by the Minister of Trade, Industry and Resources to respond to trade damage;
2. Persons commissioned by the Minister of Trade, Industry and Resources from among experts in each field, such as international finance, trade, overseas regions, international politics, and industry;
3. Other persons commissioned by the minister of trade, industry and energy, from among those with extensive professional knowledge or experience in the fields of commerce and trade.
(5) Except as provided in paragraphs (1) through (4), matters necessary for the composition, operation, etc. of the Trade Damage Support Team shall be determined by the co-chairpersons following a resolution by the Committee.

Article 7(Reporting on status of promotion) #
The Committee may report the domestic situation, such as public opinion on the promotion of a trade treaty, and important matters among the activities of the Ministerial Meeting on International Economic Affairs. <Amended on Mar. 23, 2013; Mar. 24, 2014; Jul. 23, 2024>
Article 8(Request for cooperation from relevant agencies) #
The Committee may, if necessary to perform its duties, request necessary cooperation, such as requiring relevant public officials or experts to attend the Committee to hear their opinions, or request relevant agencies, organizations, etc. to submit materials or opinions.
Article 9(Collection of public opinion) #
The Committee may, if necessary for performing its business affairs, gather public opinion by holding public hearings and seminars, surveys, broadcast debates, etc.
Article 10(Request for investigation and research) #
The Committee may, if necessary for the performance of its business affairs, request relevant experts, agencies, organizations, etc. to conduct specialized investigation or research.
Article 11(Allowances) #
Allowances, travel expenses, and other necessary expenses may be paid to members of the Committee, members of the Trade Policy Advisory Committee under Article 5-3 (3), advisory members under Article 6 (1), other employees, and relevant public officials or relevant experts within the budget; provided, this shall not apply to public officials directly related to their duties. <Amended on Jul. 23, 2024>
Article 12(Detailed operating rules) #
Except as provided in this Decree, matters necessary for the establishment of subcommittees, the composition and operation of subcommittees and the Trade Policy Advisory Committee, and other matters necessary for the operation of the Committee shall be determined by the co-chairpersons following a resolution by the Committee. <Amended on Feb. 12, 2019; Jul. 23, 2024>
