REGULATIONS ON ESTABLISHMENT AND OPERATION OF OFFICE OF POLICY ADVISOR

Article 1(Purpose) #

The purpose of this Decree is to strengthen the policy-making capacity of each Ministry by prescribing matters regarding the establishment and operation of officers who assist in the formulation of policies of each Ministry, thereby enabling an effective response to changes in the policy environment. <Amended on Jul. 26, 2017>

Article 2(Establishment) #

(1) Each Ministry headed by a State Council member or a public official of ministerial rank may appoint an officer (hereinafter referred to as “policy advisor”) to assist the head of the agency (hereinafter referred to as the “Minister”) in matters regarding the agency's policies. <Amended on Jul. 26, 2017>

(2) A policy advisor shall be appointed as a public official in extraordinary civil service; provided, in special circumstances, the position may be filled by a public official of class IV or higher in general service, a public official in general service belonging to the Senior Civil Service Corps, or a public official in special service. <Amended on Dec. 11, 2013; Jul. 26, 2017>

Article 3(Duties) #

A policy advisor shall perform the following duties: <Amended on Jul. 26, 2017>

1. Researching and examining matters instructed by the Minister among business affairs under the jurisdiction of the relevant Ministry;

2. Facilitating public participation and gathering opinions from experts, stakeholders, and the general public in relation to policy issues under the jurisdiction of the relevant Ministry;

3. Cooperation with agencies providing policy assistance to the relevant Ministries.

Article 4(Dismissal from office) #

A policy advisor appointed as a public official in extraordinary civil service under Article 2 (2) shall be dismissed from office at the time of the expiration of the term of office of the Minister. <Amended on Dec. 11, 2013; Jul. 26, 2017>

Article 5(Name) #

Matters regarding the specific titles and staffing of policy advisors shall be prescribed by the organization regulations of each Ministry.
