Rules on General Education Development Tests for High School Diplomas

Article 1(Purpose <Amended on Feb. 17, 1986>) #

The purpose of this rule is to prescribe all matters necessary for the General Education Development Test for High School Diplomas, (hereinafter referred to as the "GED Test"), pursuant to Article 98, Paragraph (2) of the Enforcement Decrees of the Elementary and Secondary Education Act. <Amended on May 12, 1970, Jan. 25, 1999>

Article 2(Establishment of the GED Test Committee) #

The GED Test Committee, (hereinafter referred to as the "Committee"), shall be established under the control of the superintendent of offices of education of the Special Metropolitan City, Metropolitan City, and Do, (hereinafter referred to as the "City and Do"), in order to conduct the GED Test. <Amended on Sept. 3, 1992, Aug., 1, 1995> [Whole provision amended on Nov. 22, 1989]

Article 3(Functions of the Committee) #

The Committee shall take charge of the matters outlined in the following subparagraphs:

1. Publication of the GED Test, acceptance of applications, and implementation of the GED Test

2. Presenting problems and marking and issuance of pass certificates

3. Other matters necessary to conduct the GED Test.

Article 4(Composition of the Committee and Commission of the Members Presenting Problems for the Test) #

(1) The Committee shall consist of seven members including one chairperson and one vice chairperson.

(2) The superintendent of offices of education in the City or Do shall become the chairperson, and the deputy superintendent shall become the vice chairperson. <Amended on Nov. 22, 1989, Sept. 3, 1992>

(3) The members shall be commissioned among public officials under the control of the superintendent of the City and Do by the chairperson whenever the GED Test is conducted. <Amended on May 12, 1970, Nov. 22, 1989, Sept. 3, 1992>

(4) The Committee shall appoint or commission members presenting problems for the test among public officials under the control of the superintendent of offices of education in the City/Do or people who have knowledge about the subjects of the test whenever the test is conducted, and appoint the members marking the test and proctors of the test from among public officials under the control of the superintendent of offices of education in the City/Do. <Amended on Apr. 8, 1971, Nov. 22, 1989, Sept. 3, 1992>

Article 5(Duties of the Chairman, etc.) #

(1) The chairperson shall supervises duties and represent the committee.

(2) The vice chairperson shall support the chairperson, and shall be proxy for the chairperson if the chairperson cannot perform the duties due to inevitable reasons.

(3) Members shall take charge of all matters related to the test under the orders of the chairperson.

Article 6(Meeting <Amended on Feb. 17, 1986>) #

(1) The chairperson shall convene the committee and become the chairperson.

(2) The committee shall be commenced with the attendance of the majority of the total members and resolve the agenda with an affirmative vote of a majority of those present.

Article 7(Secretary and Clerical Staff) #

(1) The Committee shall have one secretary and some clerical staff.

(2) The secretary and clerical staff shall be commissioned by the chairperson among public officials under the control of the superintendent of offices of education in the City/Do. <Amended on May 12, 1970, Nov. 22, 1989, Sept. 3, 1992>

(3) The secretary shall handle general affairs of the committee under the order of the chairperson, and the clerical staff shall support the secretary.

Article 7-2(Allowances and Transportation Fees) #

The members of the committee, members presenting problems, members marking the test, and proctors of the test may receive allowances and transportation fees within the budget and pursuant to the educational rules.

Article 8(Publication of the GED Test) #

(1) The GED shall be conducted by the Committee more than two times per year. <Amended on Mar. 15, 2004>

(2) The Committee may jointly conduct the GED with another committee.

(3) The Committee shall publish the date and place of the GED, receipt of applications, and other matters relating to the GED two months before the GED is conducted.

Article 9(GED Subjects) #

The subjects of the GED Test are as shown in the Table.

Article 9-2(Setting Questions and the Level of Difficulty) #

The GED shall be a multiple-choice test, and structured so as to verify knowledge equivalent to high school graduate level and application ability of said knowledge.

Article 10(Qualifications to Take the GED) #

(1) Persons who can apply for the Test shall be persons falling under any of the following subparagraphs, provided, however, that persons who graduated from a high school or a school specified in Article 98, Paragraph (1), Subparagraph 2 of the Enforcement Decrees of the Elementary and Secondary Education Act, or persons who are attending such schools, or persons who have been expelled from high school no more than six months previously, (based on the publishing date specified in Article 8, Paragraph (3)), from the date when he/she was expelled from a high school, shall be excluded. <Amended on 1980.11.20, 1986.2.17, 1987.7.3, 1989.11.22, 1997.5.29, 1999.1.25, 2001.5.26, 2004.11.24>:

1. Middle school graduates;

2. A graduate or graduate-to-be of a three-year higher educational institution of technology;

3. A person who falls under Articles 97, 101, and 102 of the Enforcement Decrees of the Elementary and Secondary Education Act;

4. A person who falls under the existing regulations pursuant to Articles 1 or 2 of the Decree of Acknowledging Qualifications of Graduation after 1945;

5. A graduate or graduate-to-be of various schools equivalent to high school;

6. A person who has completed or will complete a three-year vocational training course, (hereinafter referred to as a "three-year vocational training course"), which aims at persons who have graduated from middle school or a person who has an equivalent educational background pursuant to Article 7 of the Vocational Training Promotion Act; and

7. A person specified in Article 69, Paragraph (3) of the Enforcement Decree of Juvenile Reformatory Act.

(2) A "graduate-to-be" means a person who has attended the final grade. <Amended on June 23, 1976>

(3) Despite the provisory clause specified in Paragraph (1), a disabled person who withdraws from high school because it is impossible to continue studying due to physical or psychological disability can take the Test even though six months has not passed since the date of withdrawal. <Newly established on 2001.5.26, 2007.12.28>

Article 11(Application Documents) #

A person who wants to take the Test shall submit the application of the General Education Development Test for High School Diplomas, with the following documents attached, to the chairman of the committee: <Amended on 1976.6.23, 1977.12.14, 1980.11.20, 1992.9.3, 2001.5.26, 2004.3.15, 2004.11.24>

1. One copy of the certificate of their highest educational background, such as a certificate of graduation, certificate of expected graduation, certificate of enrolment, or a copy of a certificate of the General Educational Development Test for Qualifications to Enter High School;

2. One copy of the registration certificate of disabled persons for those persons falling under Article 10, Paragraph (3), (accompanied with the original);

3. One photograph, (8.3 x 5.4 cm size of the upper body without a hat, taken within three months before the application);

4. One copy of a certificate for persons falling under Article 13, Paragraph (2);

5. One copy of the qualification pocket book, (accompanied with the original), for persons at a higher than craftsman level or one copy of the confirmation of passing the final test for craftsman or higher for persons falling under Article 12, Paragraphs (2) and (4).

Article 12(Exempted Subjects) #

(1) A graduate or graduate-to-be of a three-year higher educational institution of technology and various schools equivalent to high school, and people who have completed a three-year vocational training course or who will complete such course may be exempted for subjects other than Korean language, Math, and English among the test subjects as stated in Article 9 upon request. <Amended on 1986.2.17, 1987.7.3, 1989.11.22, 1992.9.3, 1995.8.1, 1997.5.29, 2004.3.15>

(2) A person who is attending or training at a school or vocational training course as specified in Paragraph (1), or a person who graduated or completed school or a course and obtained a qualification of craftsman or higher pursuant to the National Technical Qualification Act may be exempted from subjects other than Korean language, Math, and English among the test subjects as stated in Article 9 upon request. <Amended on 1989.11.22, 1992.9.3, 1995.8.1, 1997.5.29, 2001.5.26, 2004.3.15>

(3) A person who passed Korean language, Math, or English during his/her final grade of school or during his/her final training year of a vocational training course as specified in Paragraph (1) and obtained a qualification of craftsman or higher pursuant to the National Technical Qualification Act within three years from the graduation or completion may be acknowledged as a passer of the Test by submitting documents as stipulated in Article 11 when the Test is taken upon these regulations. <Amended on 1989.11.22, 1992.9.3, 1995.8.1, 1997.5.29, 2001.5.26, 2004.3.15>

(4) If a person not specified in Paragraphs (1) through (3) obtains the qualifications of a craftsman or higher pursuant to the National Technical Qualification Act, he/she may be exempted from the subjects stated in Selection II of the Appendix upon his/her request. <Newly established on Mar. 15, 2004>

Article 13(Determination of Pass) #

(1) The full score for each subject is 100 points. Where an applicant earns 60 points or higher on average, it will be considered that the applicant has passed the Test. <Amended on Mar. 15, 2004>

(2) Where the applicant earns 60 points or more in any subject, then a partial pass on such a subject will be accepted, and such a subject will be exempted from subsequent Tests and the scores of the subject to be exempted shall be added to the score of the Test.

Article 14(Grant of Pass Certificate <Amended on 1986.2.17, 1993.8.27>) #

(1) A person who passes the Test shall receive a certificate as specified in the Appendix No. 2 form, and the transcript of record in the Appendix No. 4 form, and the certificate in the Appendix No. 4-2 form shall be issued upon request. <Amended on 1977.12.14, 2004.3.15>

(2) Where a graduate-to-be of various schools equivalent to a three-year or higher educational institution of technology or high school or a person who will complete a three-year vocational training course passes the Test due to an exemption of subjects pursuant to Article 12, the granting of a pass certificate or the issuance of a transcript of record shall be deferred until he/she has graduated. If he/she fails to graduate, the subject will be acknowledged as having partially passed. <Amended on 1977.12.14, 1986.2.17, 1989.11.22>

(3) A partial passer will receive a partial pass certificate on the Appendix No. 5 form upon request, (including a request by telecommunication). <Amended on Nov. 24, 2004>

(4) The name of a passer of the Test shall be published on the official report of a City/Do, provided, however, that the publication shall be deferred until the person graduates where he/she falls under Paragraph (2). <Amended on 1977.12.14, 1986.2.17, 1989.11.22>

(5) The chairman shall inquire into and confirm the academic background of those people who pass all subjects within eighty days from the announcement date. <Amended on Aug. 1, 1995>

(6) The chairman shall immediately cancel any pass result if any false information is found in respect to the academic background as a result of the academic background inquiry pursuant to Paragraph (5). <Newly established on Aug. 1, 1995>

Article 15(Actions on those Persons Who Falsify Test Results <Amended on Feb. 17, 1986>) #

(1) Any person who falsifies test results shall be suspended from taking the Test and he/she may be prevented from taking the Test for two subsequent years.

(2) If the fact specified in Paragraph (1) is revealed after a pass result, (including a partial pass), such a pass result shall be cancelled, and the cancellation of any already issued certificates shall be published on official gazettes or through other means. <Amended on June 23, 1976>

Article 16(Amendment or Re-issuance of Pass Certificate <Amended on Feb. 17, 1986>) #

(1) If any person who receives a certificate has a good reason to amend the certificate or receive it again, then he/she may request, (including requests through telecommunications), an amendment or re-issuance of the certificate to the chairman of the committee with the reason stated. <Amended on 1977.12.14, 1986.2.17, 1993.8.27, 2004.11.24, 2006.6.26>

(2) If any person requests to amend or re-issue a certificate as specified in Paragraph (1), the public official shall check the abstract of the census register or certificate of resident registration, (only where a name has changed), through the common use of administrative information specified in Article 21, Paragraph (1) of the "Act on the Promotion of Electronization of Administrative Affairs to Realize Electronic Government." However, if the applicant does not agree to the verification, he/she shall attach documentary evidence. <Newly established on June 26, 2006>

Article 17(Test Fees and Others) #

The Test fees and matters necessary for the issuance fees of various certificates according to the Test shall be determined by Ordinance of the City/Do. <Amended on Feb. 17, 1986, Nov. 22, 1989>

Documents once submitted or fees once paid shall not be returned or refunded.

Article 19(Exhibition of Ledger) #

The chairman shall prepare a ledger of passers for the General Education Development Test for High School Diplomas on the Appendix No. 6 form and a ledger of transcripts of records for the General Education Development Test for High School Diplomas on the Appendix No. 7 form, and exhibit them at the committee. <Amended on Nov. 24, 2004>
