Article 1(Purpose) #
The purpose of this Decree is to prescribe matters related to the establishment, organization, and academic affairs of the Korea National University of Arts in accordance with Articles 19 (2) and 59 of the Higher Education Act.

Article 2(Definitions) #
The terms used in this Decree are defined as follows:
1. The term “bachelor‘s program in arts” means an educational program equivalent to a undergraduate-level course that provides specialized education in both arts practice and arts theory;
2. The term “master‘s program in arts” means an educational program equivalent to a graduate-level course that builds upon the bachelor’s program in arts to cultivate highly specialized professionals in the field of arts;
3. The term "arts practice training course" means an educational program to discover and nurture artistically gifted individuals at an early stage, regardless of academic background or age.

Article 3(Establishment) #
(1) For the purpose of fostering professional artists through education for artistically gifted individuals and systematic practice training in arts, the Korea National University of Arts (hereinafter referred to as the "KNUA") shall be established under the jurisdiction of the Minister of Education, yet the Minister of Education shall entrust matters related to the establishment and operation of KNUA to the Minister of Culture, Sports and Tourism. <Amended on Mar. 6, 1993; Sep. 25, 1998; Jan. 29, 2001; Feb. 29, 2008; Mar. 23, 2013>

(3) KNUA shall offer professional courses and arts practice training courses, and the professional courses shall be divided into bachelor’s program in arts and master‘s program in arts.
Article 4(School regulations) #
The school regulations of KNUA shall be prescribed by the president of KNUA (hereinafter referred to as the “president”) with the approval of the Minister of Culture, Sports and Tourism. The same shall also apply to any modifications thereto.

Article 5(Programs) #
(1) Both the bachelor‘s program in arts and the master’s program in arts shall be offered in the School of Music, School of Drama, School of Film, TV & Multimedia, School of Dance, School of Visual arts, and School of Korean Traditional Arts.
(2) The curriculum of each school under paragraph (1) (hereinafter referred to as “school”) shall be centered on the subjects of arts practice majors, but shall be divided into required subjects and elective subjects, and the curriculum shall be determined by the president.
(3) Credits earned through training at domestic or foreign educational institutions may be recognized as credits in accordance with the school regulations.
(4) The departments and student quotas of each school shall be prescribed by the school regulations.
(5) Matters related to the arts practice training course shall be prescribed by the school regulations.

Article 6(President and deans) #
(1) KNUA shall have the president.
(2) The president shall, under the direction of the Minister of Culture, Sports and Tourism, exercise overall control over the academic affairs, direct and supervise public officials under his or her control, guide the students, and represent the university.
(3) The president shall be nominated by the Minister of Culture, Sports and Tourism and appointed by the President.
(4) Each school shall have a dean, who shall be appointed by the president from among the professors or associate professors of KNUA.
(5) Each school shall have the department heads, who shall be appointed by the president from among the professors, associate professors, or assistant professors of KNUA.

Article 7(Faculty and staff) #
(1) KNUA shall have professors, associate professors, and assistant professors as faculty members, and have administrative staff and teaching assistants necessary for school operation, and may have lecturers when necessary. <Amended on Jun. 17, 2013>
(2) The qualifications of the faculty members and teaching assistants under paragraph (1) shall be in accordance with Article 2 of the Regulations on the Standards for Qualifications of University Faculty Members. In such cases, the number of years of research achievements may be substituted with accomplishments in arts practice and related career experience. <Amended on Jun. 17, 2013>
(3) KNUA may appoint visiting professors for practical training in each course.
(4) The professors, associate professors, assistant professors, teaching assistants, part-time lecturers, and visiting professors of KNUA shall be appointed by the president. <Amended on Oct. 28, 2002; Feb. 29, 2012>

Article 8(Prescribed number of public officials) #
(1) The sub-organization of KNUA and the prescribed number of public officials shall be prescribed by Decree on the Organization of the Ministry of Culture, Sports and Tourism and Institutions under its Jurisdiction.
(2) The Minister of Culture, Sports and Tourism shall appoint or recommend the appointment of public officials (excluding public officials prescribed in Article 7) who belong to KNUA.

Article 8-2(Payment of fixed monthly position-based allowance) #
In cases where a dean of a school, department head, dean of academic and student affairs, or dean of planning concurrently holds the position of professor, associate professor, or assistant professor in accordance with Articles 24 (1), 26 (1), and 27 (1) of Decree on the Organization of the Ministry of Culture, Sports and Tourism and Institutions under Its Jurisdiction, expenses necessary for the performance of such concurrent duties may be paid in accordance with the standards determined by the president within the budget appropriated for the relevant year, based on a certain percentage of the total amount of salary and longevity allowance for professors, associate professors, or assistant professors.

Article 9(Planning committee) #
(1) A planning committee shall be established in KNUA to respond to the president’s request for advice on the implementation of a mid- to long-term education plan of KNUA.
(2) Matters related to the composition, operation, etc. of the planning committee shall be prescribed by the school regulations.

Article 10(Admission qualifications) #
(1) A person who is eligible for admission to the bachelor‘s program in arts shall be a person who falls under any of the following subparagraphs:
1. A person who graduated from a high school or who is recognized as having an equivalent or higher level of education according to the statutes or regulations;
2. A person who is recognized to have outstanding abilities in the field of arts and recommended by the selection committee for the gifted in arts of KNUA.
(2) A person who is eligible for admission to the master‘s program in arts shall be a person who falls under any of the following subparagraphs:
1. A person who holds a bachelor's degree or is recognized as having an equivalent or higher level of education according to the statutes and regulations;
2. A graduate or prospective graduate of a 4-year university in a foreign country.
(3) Matters related to the composition, operation, etc. of the selection committee for the gifted in arts under paragraph (1) 2 shall be prescribed by the school regulations.

Article 11(Duration of study) #
(1) The duration of study for the bachelor's program in arts shall be 4 or 5 years; provided, the cases where the duration of study is 5 years shall be prescribed by the school regulations.
(2) The duration of study for the bachelor‘s program in arts shall be at least 2 years.
(3) Notwithstanding paragraphs (1) and (2), the duration of study for students who have completed all courses with their outstanding talent within the relevant duration of study may be shortened in accordance with the school regulations.

Article 12(Recognition of academic qualifications) #
Where a person completes the master’s program in arts at KNUA and passes the examination prescribed by the school regulations, the president shall confer a certificate of completion of the master’s program in arts, and such person shall be recognized as having academic qualifications equivalent to a master’s degree for admission to higher-level educational institutions.

Article 13(Student selection process) #
(1) KNUA shall select students in accordance with the admission procedures set forth in each of the following subparagraphs:
1. General admission: A selection process for general students based on their academic records from previous schools, practical examination scores, and, if deemed necessary by the president according to the major, the oral, written, or interview test scores;
2. Special admission: a selection process for individuals with special experience or talent in the field of arts, based on the results of winning prizes at national art competitions related to their major.
(2) Necessary matters related to the standards, methods, and procedures for the general admission and special admission under paragraph (1) shall be prescribed by the school regulations.

Article 14(Designation of learning centers) #
(1) The Minister of Culture, Sports and Tourism may designate institutions or organizations under the jurisdiction of the Minister of Culture, Sports and Tourism and institutions affiliated with each local government as the learning centers in order to facilitate education at KNUA.
(2) The institutions or organizations designated as the learning centers shall actively cooperate with KNUA in terms of facility use, support of administrative staff, and any other matters necessary for education.

Article 15(Educational support facilities) #
(1) If necessary for arts practice education, the president may use the arts-related facilities of institutions and organizations under the jurisdiction of the Minister of Culture, Sports and Tourism.
(2) Where the head of an institution or organization affiliated with the Ministry of Culture, Sports and Tourism receives a request from the president for support of facilities for arts practice education, he or she shall actively cooperate therewith.

Article 16(Installation standards) #
Notwithstanding the provisions of Article 2 (1) of the Enforcement Decree of the Higher Education Act and Articles 4 through 6 of the Regulations on the Establishment and Operation of Universities and Colleges, the Minister of Culture, Sports and Tourism shall determine the standards for the assignment of faculty and administrative staff and facility standards for the operation of KNUA, to be suitable for specialized education for arts practice.

Article 16-2(Cooperative courses) #
(1) KNUA may establish a cooperative course jointly operated by at least two departments (including operating units for each filed of major within the department) in the course of the bachelor‘s program in arts or master's program in arts.
(2) Matters necessary for the establishment standards, operation, etc. of cooperative courses shall be prescribed by the school regulations.

Article 19(Tuition assistance) #
(1) For students of KNUA, tuition and other fees may be reduced or waived, or financial aid may be provided, and for those who win prizes in competitions stipulated in the school regulations, the State may subsidize full tuition.
(2) Matters related to the eligibility for tuition reductions or waivers as well as the criteria for financial aid disbursement, etc. under paragraph (1) shall be prescribed by the school regulations.
(3) In cases where all or part of the tuition is subsidized under paragraphs (1) or (2), it may be conditional on service at an educational support facility under Article 15, as prescribed in the school regulations.

Article 20(Burden of expenses) #
Expenses necessary for the operation of KNUA shall be borne by the National Treasury, but shall be covered by the budget under the general account of the Ministry of Culture, Sports and Tourism. <Amended on Mar. 6, 1993; Sep. 25, 1998; Feb. 29, 2008>
Article 21(Application of education-related statutes and regulations) #
Except as provided in this Decree regarding the establishment and operation of KNUA, the provisions of the statutes and regulations related to education shall apply.
