Article 1(Purpose) #
The purpose of this Decree is to prescribe matters mandated by the Unification Education Support Act and matters necessary for the enforcement thereof.
Article 2(Events of Unification Education Week) #
In order to commemorate Unification Education Week under Article 3-3 of the Unification Education Support Act (hereinafter referred to as the "Act"), the State and local governments may hold the following events, according to their respective circumstances:
1. Commemorative events;
2. Encouragement for meritorious persons and organizations in unification education;
3. Public relations through mass media, etc.;
4. Other events to raise the citizens' will for unification.

Article 3(Subsidization of Expenses) #
(1) Expenses for which the State may grant subsidies to persons who provide unification education (including corporations or organizations; hereinafter the same shall apply) pursuant to Article 4 (2) of the Act shall be as follows: <Amended on Apr. 13, 2010; Sep. 11, 2018>
1. Expenses incurred in establishing and operating facilities and equipment for unification education;
2. Expenses incurred in developing and disseminating materials for unification education;
3. Expenses incurred in conducting surveys and research on unification issues;
4. Expenses incurred in opening and operating lectures on unification;
5. Other expenses deemed necessary by the Minister of Unification for unification education.
(2) The Minister of Unification shall determine whether to subsidize expenses under paragraph (1) by taking into consideration the ability of persons providing unification education, the performance results of the previous year, the business plan for the relevant year, etc.
(3) The Minister of Unification shall examine the effects of subsidies under Article 4 (2) of the Act on each recipient every 3 years and determine whether to continue to grant such subsidies under paragraph (1). <Amended on Sep. 11, 2018>
(4) The Minister of Unification may suspend the subsidies or recover the expenses already paid to a person who has been subsidized by fraud or other improper means or has used such subsidies for any purpose other than the originally intended purpose.
Article 3-2(Master Plan for Unification Education) #
(1) The Minister of Unification shall notify the heads of related agencies and organizations of a master plan for unification education formulated under Article 6 of the Act (hereinafter referred to as "master plan"). <Amended on Sep. 11, 2018>

Article 4(Use of Public Facilities) #
(1) Where a person who provides unification education intends to use public facilities, such as auditoriums of schools of various levels and Gu resident halls, for unification education pursuant to Article 6-2 of the Act, he or she shall request in advance that the managers of the relevant public facilities provide cooperation.
(2) The managers of public facilities, in receipt of a request for cooperation under paragraph (1), shall endeavor to cooperate, unless there is a compelling reason not to do so.
Article 5(Designation of Regional Unification Education Centers) #
(1) A person who intends to obtain designation as a regional unification education center pursuant to Article 6-3 (1) of the Act shall submit an application for designation as a regional unification education center in attached Form 1 to the Minister of Unification, along with the following documents. In such cases, the Minister of Unification shall verify a certified copy of the corporate register (applicable only where the applicant is a corporation) through administrative data matching under Article 36 (1) of the Electronic Government Act: <Amended on May 4, 2010>
1. Articles of incorporation (applicable only to a corporation);
2. Current status of human resources specializing in unification education and plans for the operation thereof;
3. Current status of the possession of facilities and equipment necessary for the performance of affairs and plans for the operation thereof;
4. Business plans (including financial management plans).
(2) The Minister of Unification who has designated a regional unification education center pursuant to Article 6-3 (1) of the Act shall issue a certificate of designation of a regional unification education center in attached Form 2 to the applicant.
(3) Where any matter referred to in paragraph (1) 1 or 4 is changed, the head of an institution, organization, or facility designated as a regional unification education center shall report such change to the Minister of Unification pursuant to Article 6-3 (2) of the Act.
Article 5-2(Requirements for Designation of Unification Halls) #
(1) “Designation requirements prescribed by Presidential Decree, such as facilities, budget, human resources, education operation plan” in Article 6-4 (2) of the Act means the following requirements:
1. Space, articles, and equipment necessary for exhibitions, experience, etc.;
2. Financial capabilities to pay the operating expenses and personnel expenses of a unification hall;
3. At least 1 person operating the relevant facility in addition to the head of the facility;
4. Education operation plans (including experiential programs) consistent with the basic principles, objectives, directions, etc. of the master plan.
(2) The head of a facility who intends to obtain designation as a unification hall pursuant to Article 6-4 (1) of the Act shall submit an application for designation as a unification hall in attached Form 3 to the Minister of Unification pursuant to paragraph (2) of that Article, along with the following documents:
1. An overview of the exhibition space, articles and equipment of a unification hall;
2. A plan (the current status) on the operation of a unification hall;
3. An education operation plan for a unification hall.
(3) “Important matters prescribed by Presidential Decree” in Article 6-4 (3) of the Act means the matters referred to in the subparagraphs of paragraph (1).
(4) Where the head of a facility designated as a unification hall notifies any changes pursuant to Article 6-4 (3) of the Act, he or she shall submit a written notice of unification hall changes in attached Form 3 to the Minister of Unification, along with documents evidencing the changes.
(5) Upon receipt of an application for designation under paragraph (2) or a written notice under paragraph (4), the Minister of Unification may verify the requirements for designation or changes through an on-site inspection.
(6) Except as provided in paragraphs (1) through (5), matters necessary for the designation, operation, etc. of a unification hall shall be determined and publicly notified by the Minister of Unification.

Article 5-3(Provision of Unification Education to Public Officials) #
(1) The heads of institutions and organizations under Article 6-7 (1) of the Act shall provide unification education to public officials, employees, etc. under their jurisdiction at least once a year for at least 1 hour.
(2) Unification education may be provided by means of collective education or distance education, using Internet lectures, etc.; provided, where education is provided by simply distributing or posting educational materials, etc. or sending an e-mail, making it difficult to verify the participation of employees, such education shall not be deemed to have been provided.
(3) The head of an institution or organization under Article 6-7 (1) of the Act who provides unification education shall prepare a report on the results of unification education in attached Form 4 which includes the results of unification education of the previous year and submit it to the Minister of Unification by the end of February each year.
(4) Except as provided in paragraphs (1) through (3), matters necessary for providing unification education for public officials, etc. shall be determined and publicly notified by the Minister of Unification.

Article 6(Reflection of Unification Education) #
(1) "Social educational institutions prescribed by Presidential Decree" in Article 7 of the Act means the following:
1. Education and training institutions established by public institutions under Article 4 of the Act on the Management of Public Institutions;
2. Training institutions under Article 2 of the Regulations on the Training of Teachers;
3. Lifelong educational establishments established under the Lifelong Education Act;
4. Institutions entrusted with unification education by the State or local governments;
5. Other public training institutions designated by the Minister of Unification.
(2) Educational and training institutions established by the State and local governments and social educational institutions referred to in paragraph (1) shall endeavor to reflect the following unification education in the relevant educational and training courses pursuant to Article 7 of the Act:
1. Educational and training courses of not less than 2 weeks but less than 3 months: Not less than 1 hour;
2. Educational and training courses of not less than 3 months but less than 6 months: Not less than 4 hours;
3. Educational and training courses of not less than 6 months: Not less than 8 hours.
(3) The Minister of Unification who has established guidelines regarding the standards for and contents of unification education (including basic matters regarding unification education under Article 3-2 (1) of the Act) shall notify the heads of relevant institutions and organizations of such guidelines.
Article 6-2(Promotion of Unification Education at Schools) #
(1) Pursuant to Article 8 (2) of the Act, the Minister of Unification may request the following matters from the National Education Commission or the superintendent of education of the Special Metropolitan City, a Metropolitan City, a Special Self-Governing City, a Do, or a Special Self-Governing Province to reflect unification education in the curriculum of schools under Article 2 of the Elementary and Secondary Education Act (hereinafter referred to as "elementary and secondary schools"). <Amended on Mar. 23, 2013; Feb. 5, 2014; May 9, 2022>
1. Provision of unification education by utilizing curriculum hours and creative experience activity hours in the elementary and secondary school courses;
2. Dissemination and utilization of materials related to unification education;
3. Establishment of educational courses on unification in training institutions under Article 2 of the Regulations on the Training of Teachers and provision of unification education for teachers;
4. Designation of research schools related to unification education and facilitation of operation thereof;
5. Cooperation in the submission of materials related to unification education in elementary and secondary schools;
6. Except as provided in subparagraphs 1 through 5, matters deemed necessary by the Minister of Unification to promote unification education in elementary and secondary schools.
(2) Expenses for which the Government may grant subsidies under Article 8 (3) of the Act shall be as follows: <Newly Inserted on Sep. 11, 2018>
1. Expenses for field trips to unification sites;
2. Expenses for unification culture experience;
3. Tuition fees and allowances for instructors;
4. Expenses for educational materials and training equipment;
5. Other expenses incurred in surveys, research, development, etc. of materials related to unification education to provide experiential learning, and open and operate lectures, as deemed necessary by the Minister of Unification.
(3) The Minister of Unification who intends to conduct a fact-finding survey under Article 8 (4) of the Act shall include the current status of unification education provided to teachers and students of elementary and secondary schools and the level of awareness of students about unification. <Newly Inserted on Feb. 5, 2014; Sep. 11, 2018>
Article 7(Unification Education Council) #
(1) The Unification Education Council under Article 10 of the Act (hereinafter referred to as the "Council") shall conduct the following projects: <Amended on Apr. 13, 2010>
1. Surveys and research on unification education;
2. Collection of materials on unification education and publication of periodicals;
3. Raising public awareness of unification and public relations thereon;
4. Improvement of the qualifications and welfare of unification education workers;
5. Affairs entrusted by the Minister of Unification;
6. Other matters necessary for promoting unification education.
(2) The Council may establish a secretariat and a local council in the Council to efficiently perform its affairs.
Article 8(Unification Education Officials) #
(1) The term of office of unification education officials shall be 2 years.
(2) Unification education officials shall be issued with a certificate of unification education officials in attached Form 5. <Amended on Sep. 11, 2018>
(3) The Minister of Unification may provide unification education officials with necessary education.
