NATIONAL STATISTICS COMMITTEE REGULATIONS

Article 1(Purpose) #

The purpose of this Decree is to prescribe the composition and operation of the National Statistics Committee and other necessary matters pursuant to Article 5-2 of the Statistics Act. <Amended on Jun. 30, 2009>

Article 3(Composition) #

(1) The National Statistics Committee (hereinafter referred to as the "Committee") under Article 5-2 of the Statistics Act (hereinafter referred to as the "Act") shall be comprised of up to 30 members, including 1 chairperson. <Amended on Jun. 13, 1997; Dec. 6, 2007; Jun. 30, 2009>

1. The Minister of Science and ICT, the Minister of Education, the Minister of the Interior and Safety, the Minister of Culture, Sports and Tourism, the Minister of Agriculture, Food and Rural Affairs, the Minister of Trade, Industry and Resources, the Minister of Health and Welfare, the Minister of Climate, Energy and Environment, the Minister of Employment and Labor, the Minister of Gender Equality and Family, the Minister of Land, Infrastructure and Transport, the Minister of Oceans and Fisheries, and the Minister of Data and Statistics;

2. The Governor of the Bank of Korea and the heads of economy-related organizations designated and publicly notified by the Minister of Data and Statistics, the President of the Korea Development Institute under the Act on the Establishment, Operation and Fostering of Government-Funded Research Institutes, and the President of the Korea Institute for Health and Social Affairs under that Act;

3. Persons commissioned by the chairperson from among the following persons who have extensive knowledge of and experience in statistics or related fields (referring to fields of economics, society, policies, etc. related to deliberation by the Committee; hereinafter the same shall apply):

a. A person who has served as an assistant professor or higher at a university for at least 5 years;

b. A researcher with a doctorate, who has at least 5 years of research experience at a research institute;

c. A person who has at least 5 years' work experience in an organization associated with statistics or related fields;

d. Any other person whose career, etc. in statistics or related fields is deemed equivalent to meeting the criteria prescribed in items a through c.

4. A person recommended by a consultative body established under Article 182(1)1 of the Local Autonomy Act, who is commissioned by the chairperson.

(3) The Committee shall have 1 executive secretary to review matters designated by the chairperson and to take charge of the operation of the Committee, and the Minister of Data and Statistics shall be the executive secretary. <Added on Jun. 30, 2009; Oct. 1, 2025>

Article 4(Term of office of commissioned members) #

The term of office of the members referred to in Article 3(2)3 and 4 shall be 2 years; provided, the term of office of a member commissioned to fill a vacancy shall be the remaining term of office of their predecessor. <Amended on Dec. 6, 2007, Dec. 23, 2025>

Article 4-2(Dismissal of members) #

The chairperson may dismiss a member referred to in Article 3(2)3 or 4 if such member falls under any of the following subparagraphs: <Amended on Dec. 23, 2025>

1. When he or she becomes unable to perform his or her duties due to mental or physical disabilities;

2. Where he or she has committed any misconduct in connection with his or her duties;

3. Where he or she is deemed unfit as a member due to neglect of duties, loss of dignity, or other reasons;

4. Where he or she voluntarily declares that it is impracticable for him or her to perform his or her duties.

Article 5(Duties of chairperson) #

(1) The chairperson shall represent the Committee and exercise general supervision over its business affairs. <Amended on Nov. 30, 1995; Dec. 6, 2007>

(2) When the chairperson is unable to perform his or her duties due to any unavoidable cause, a member designated by the chairperson shall act on his or her behalf. <Amended on Apr. 1, 1998>

Article 6(Meetings) #

(1) The chairperson shall convene and preside over meetings of the Committee (hereinafter referred to as "meetings").

(2) A majority of the members of the Committee shall constitute a quorum, and any resolution thereof shall require the concurring vote of a majority of those present. <Amended on Dec. 6, 2007>

Article 7(Hearing of opinions) #

The Committee may hear opinions of relevant public officials or relevant responsible persons at designated statistics service agencies under Article 15 of the Act, or relevant experts, if necessary for deliberation on matters under the subparagraphs of Article 5-2(2) of the Act, <Amended on Nov. 30, 1995; Mar. 30, 1996; Oct. 23, 2007; Dec. 6, 2007; Jun. 30, 2009>

Article 8(Minutes of meetings) #

The Committee shall prepare and keep minutes of meetings.

Article 8-2(Subcommittees) #

(1) The Committee may establish subcommittees as necessary. <Amended on Dec. 6, 2007>

(2) Article 5 through 8 shall apply mutatis mutandis to meetings of a subcommittee. In such cases, "chairperson" shall be construed as "chairperson of a subcommittee" and "Committee" as "subcommittee." <Amended on Dec. 6, 2007>

(3) Matters resolved by a subcommittee shall be reported to the chairperson and submitted to the Committee for deliberation; provided, with respect to matters deemed minor by the chairperson, the resolution of the Committee may be substituted by the resolution of the subcommittee and a report to the chairperson. <Added on Dec. 6, 2007>

(4) Matters necessary for the organization, composition, and operation of subcommittees shall be determined by the Committee. <Amended on Dec. 6, 2007>

Article 9(Expert members) #

(1) The Committee may have up to 150 expert members to investigate and research specialized matters regarding statistics or related fields. <Amended on Jun. 13, 1997; Apr. 1, 1998; Dec. 6, 2007>

(2) Expert members shall be commissioned by the Minister of Data and Statistics from among the following persons who have extensive knowledge of and experience in statistics or related fields: <Amended on Dec. 6, 2007; Oct. 1, 2025>

1. A person who has served as an assistant professor or higher at a university for at least 2 years;

2. A researcher with a doctorate, who has at least 2 years of research experience at a research institute;

3. A person who has at least 2 years' work experience in an organization related to statistics or related fields;

4. Any other person whose work experience, etc. in statistics or related fields is deemed equivalent to meeting the criteria prescribed in subparagraphs 1 through 3.

Article 9-2(Term of office of expert members) #

The term of office of an expert member shall be 2 years; provided, the term of office of a member to fill a vacancy shall be the remainder of his or her predecessor's term of office.

Article 10(Dismissal of expert members) #

If an expert member under Article 9(2) falls under any subparagraph of Article 4-2, the Minister of Data and Statistics may dismiss the relevant expert member. <Amended on Oct. 1, 2025>

Article 11(Allowances) #

Allowances may be paid to members and expert members who attend a meeting (including meetings of subcommittees) within the budget; provided, this shall not apply to members who are public officials and expert members who attend such meeting in direct relation to the business affairs under their jurisdiction.

Article 11-2(Entrustment of research) #

(1) The Minister of Data and Statistics may entrust research and surveys to the members and expert members under Article 3(2)3, if deemed necessary for the improvement and development of statistics. <Amended on Jun. 30, 2009; Oct. 1, 2025>

(2) The members and expert members entrusted with research and investigation pursuant to paragraph (1) may be paid necessary expenses within the budget.

Article 12(Detailed operating rules) #

Except as provided in this Decree, matters necessary for the operation of the Committee shall be determined by the chairperson following a resolution by the Committee.
