Article 1(Purpose) #
The purpose of this Decree is to prescribe matters necessary for the composition and operation of the Committee on Measures for Security and Safety of President under Article 16 of the Presidential Security Act. <Amended on Feb. 29, 2008>

Article 2(Organization) #
The members of the Committee on Measures for Security and Safety of President (hereinafter referred to as the "Committee") shall be comprised of the head of the Counter-Terrorism Information Integration Center of the National Intelligence Service; the Director General for Protocol Affairs of the Ministry of Foreign Affairs; the Deputy Minister of the Korea Immigration Service of the Ministry of Justice; the Director General for Communications Policy Affairs of the Ministry of Science and ICT; the Director General for Aviation and Safety Policy Affairs of the Ministry of Land, Infrastructure and Transport; the Director General for Food Safety Policy Affairs of the Ministry of Food and Drug Safety of the Republic of Korea; the Director General of the Investigation and Surveillance Bureau of the of the Korea Customs Service; the Director General for Public Investigation Policy Affairs of the Supreme Prosecutors' Office; the Director General of the Public Order Management Bureau of the National Police Agency; the Director General of the 119 Rescue and Emergency Security Bureau; the Director General of the Maritime Security Bureau of the Korea Coast Guard; 1 person nominated by the chairperson from among general-level officers belonging to the Operations Center of the Joint Chiefs of Staff; 1 person nominated by the chairperson from among general-level officers or military personnel of Grade 2 or higher belonging to the Defense Counterintelligence Command; and persons appointed or commissioned by the Chief of Staff of the Capital Defense Command or the chairperson. <Amended on Feb. 29, 2008; Oct. 28, 2008; May 6, 2009; Dec. 29, 2009; Mar. 23. 2013; Dec. 24, 2013; Jul. 26, 2017; Sep. 18, 2018; Aug. 13, 2019; Apr. 21, 2020; Nov. 1, 2022>

Article 4(Responsibility) #
(1) All members of the Committee and the heads of agencies to which such members belong shall be jointly responsible for activities done in line with the measures for the security and safety of the President (hereinafter referred to as "activities for safety measures"), and members shall mutually cooperate to the maximum extent possible with respect to matters determined by the Committee and other duties assigned to them to perform the activities for security measures.

1. The Chief of the Presidential Security Service:
He or she shall have general supervision and control of the business affairs regarding activities for security measures, formulate guidelines necessary for activities for security measures, and assign them to the relevant departments;
2. The head of the Counter-Terrorism Information Integration Center of the National Intelligence Service:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Removal of potential threats;
(c) Coordination of agencies subject to the confidentiality of information;
(d) Identifying the movements of an overseas Korean entering the Republic of Korea to attend an event and taking security measures;
(e) Support for other domestic and foreign events requiring security services;
3. The Director General for Protocol Affairs of the Ministry of Foreign Affairs:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Support for visiting State guests in relation to domestic events;
(c) Assisting the President and his family members and the President-elect and his family members, etc., in their overseas visits;
(d) Cooperation related to security service in cases of multilateral international events;
(e) Support for other domestic and foreign events requiring security services;
4. The Deputy Minister of the Korea Immigration Service of the Ministry of Justice;
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Promptly disseminating and reporting on the movements of a suspect posing threats regarding his or her entry into and departure from, and stay in, the Republic of Korea;
(c) Support for other domestic and foreign events requiring security services;

7. The Director General for Communications Policy Affairs of the Ministry of Science and ICT:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Information and communications services support for performing the duties of security service;
(c) Verification of threats related to security services using information and communications networks;
(d) Support for other domestic and foreign events requiring security services;
8. The Director General for Aviation and Safety Policy Affairs of the Ministry of Land, Infrastructure and Transport:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Support and cooperation in business affairs related to the flight of civil aircraft over an event venue;
(c) Support and cooperation in business affairs related to overseas routes, railroad routes, and means of aerial mobility;
(d) Support for other domestic and foreign events requiring security services;
8-2. The Director General for Food Safety Policy Affairs of the Ministry of Food and Drug Safety of the Republic of Korea:
(a) Prompt dissemination and reporting of information he or she has obtained in relation to food and drug safety;
(b) Support for managing the sanitation and safety of food and beverages, as necessary for the duties of security service;
(c) Hygiene training for employees of food and beverage-related business places;
(d) Food and drug safety inspections and other necessary data support;
(e) Support for other domestic and foreign events requiring security services;
9. The Director General of the Investigation and Surveillance Bureau of the of the Korea Customs Service:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Search and inspection of persons leaving or entering the Republic of Korea;
(c) Searching for personal belongings, parcels, and cargo;
(d) Support for other domestic and foreign events requiring security services;
10. The Director General for Public Investigation Policy Affairs of the Supreme Prosecutors’ Office:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Overall control over investigation directions upon discovering conspiracy to harm;
(c) Management of persons who may pose threats and collection of data thereon;
(d) Preemptive blocking of the obstructive schemes of harmful offenders connected with the syndicate of international terror crimes;
(e) Support for other domestic and foreign events requiring security services;
11. The Director General of the Public Order Management Bureau of the National Police Agency:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Ascertainment of the movements of a person who may pose threats;
(c) Identity check of event attendees and workers;

(e) Provide information about rallies and protests near an event venue and movement routes and establish plans to prevent emergency;
(f) Safety measures for crime-ridden districts and vulnerable areas;
(g) Safety measures for physical vulnerability elements adjacent to an event venue and movement routes;

(i) Safety management, such as custody management and sealing of guns and explosives;
(j) Control of illegal weaponry and investigation of lost weapons;

12. The Director General of the Public Order Management Bureau of the Korea Coast Guard:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Security service, preventive measures against terrorism, and safety measures at sea;
(c) Support for other domestic and foreign events requiring security services;
13. The Director-General of 119 Rescue and Emergency Medical Service Bureau of the National Fire Agency:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Firefighting and disaster prevention support for performing the duties of security service;
(c) Support for other domestic and foreign events requiring security services;
14. One officer designated by the chairperson from among general-level officers belonging to the Operation Center of the Joint Chief of Staff:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) General supervision and control of the business affairs of Army, Navy, and Air Force and cooperation therein regarding activities for safety measures;

(d) Support for other domestic and foreign events requiring security services;
15. One person nominated by the chairperson from among general-level officers or military personnel of Grade 2 or higher belonging to the Defense Counterintelligence Command:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Safety activities for an event venue within the military;
(c) Safety measures against persons in the military, who may pose threats;
(d) Identity check of event attendees and workers;
(e) Confirmation, dissemination, and report on unusual matters of military bases near the security zone;
(f) Safety measures for military facilities around the movement route;
(g) Safety measures for vulnerable areas;
(h) Security support activities for facilities related to security service;
(i) Support for other domestic and foreign events requiring security services;
16. The Chief of Staff of the Capital Defense Command:
(a) Prompt dissemination and reporting of security-related intelligence and information he or she has obtained;
(b) Safety measures for access roads and vulnerable areas within areas under jurisdiction of the Chief of Staff of the Capital Defense Command;
(c) Support for security service activities, such as search and surveillance of the security zone under jurisdiction of the Chief of Staff of the Capital Defense Command and its outer areas;
(d) Support for other domestic and foreign events requiring security services.
Article 5(Convocation) #
(1) The chairpersons shall convene and preside over a meeting of the Committee.
(2) The chairperson may, if deemed necessary, have the vice-chairperson act on his or her behalf.

Article 6(Executive secretary) #
(1) An executive secretary shall be appointed in the Committee to perform its business affairs.

Article 7(Working committee) #
(1) A working committee may be established in the Committee to preliminarily deliberate on matters under the jurisdiction of the Committee or to handle matters delegated by the Committee.
(2) Matters necessary for the composition, operation, etc. of the working committee shall be determined by the chairperson.
