Article 1(Purpose) #
The purpose of this Decree is to prescribe matters delegated by the Act on the Establishment of National University-Affiliated Hospitals and matters necessary for the enforcement thereof.

Article 2(Registration of incorporation) #
(1) A national university-affiliated hospital (excluding Seoul National University Hospital; hereinafter referred to as “university hospital”) shall, pursuant to Article 3 of the Act on the Establishment of National University-Affiliated Hospitals (hereinafter referred to as the “Act”), register its incorporation at the location of its principal office within 3 weeks from the date it obtains approval of its articles of incorporation.
(2) The matters to be registered for the incorporation of a university hospital shall be as follows:
1. Purpose;
2. Name;
3. Office;
4. Names and addresses of executive officers;
5. Matters concerning the representative authority;
6. Method of public announcement.
(3) Where any matter referred to in the subparagraphs of paragraph (2) is changed, the university hospital shall register the change within 3 weeks from the date of such change.

Article 3(Documents to be attached to application for registration) #
Documents to be attached to an application for registration under Article 2 (1) or (3) shall be as follows, according to the classification below:
1. For registration of incorporation under Article 2 (1): The articles of incorporation of the university hospital;
2. For registration of changes under Article 2 (3): Documents verifying the changed matters.

Article 3-2(Qualifications of external members) #
An external member who has abundant knowledge and experience in hospital management, as prescribed in the latter part of the main clause of Article 10 (2) of the Act excluding the subparagraphs, shall be a person who has either managed a general hospital referred to in Article 3 (2) 3 f. of the Medical Service Act for not less than 3 years or engaged in medical or administrative services at a general hospital for not less than 10 years.

Article 4(Recommendation of president of university hospital) #
(1) Pursuant to Article 14 (3) of the Act, the board of directors shall recommend a person who falls under any of the following subparagraphs as the president of a university hospital (hereinafter referred to as the “president”): <Amended on May 7, 2019; Aug. 9, 2022>
1. A faculty member of a college of medicine (including a graduate school of medicine) with not less than 10 years of teaching experience;
2. Medical personnel referred to in Article 2 (1) of the Medical Service Act with not less than 10 years of medical experience.
(2) A person recommended as the president under paragraph (1) shall submit the following documents to the board of directors, and the chairperson shall submit them to the Minister of Education: <Amended on Aug. 9, 2022>
1. A hospital management plan and an annual plan for implementation thereof;
2. A plan for strengthening the publicness of the hospital and an annual plan for implementation thereof (each plan shall include a plan for public health care services under subparagraph 6 of Article 8 of the Act).

Article 5(Subordinate organizations) #
(1) A university hospital shall have medical services division, public services division, general administration office, nursing department, pharmacy department, planning and coordination office, and education and research office under the president; they may be operated in an integrated manner as prescribed by the articles of incorporation. <Amended on Aug. 9, 2022>
(2) One deputy director shall be appointed to each of the medical services division and public services division; one director to the general administration office; one head to each of the nursing department and pharmacy department; and one director to each of the planning and coordination office and education and research office; such positions may be concurrently held depending on the circumstances of the university hospital. <Amended on Aug. 9, 2022>
(3) The public services division under paragraph (1) shall be in charge of the general management and coordination of securing the publicness of the projects of national university-affiliated hospitals pursuant to Article 8 of the Act. <Amended on Aug. 9, 2022>
(4) Matters concerning the allocation of duties of each division, bureau, department, or office under paragraph (1) and the structure and allocation of duties of their subordinate organizations shall be prescribed by the articles of incorporation. <Added on Aug. 9, 2022>
