CHAPTER I GENERAL PROVISIONS
Article 1(Purpose) #
The purpose of this Decree is to prescribe matters necessary for the management of academic affairs of the Korean National Police University in accordance with the Establishment of the Korean National Police University Act.

Article 2(Establishment of the Graduate School of Police Studies) #
(1) A Graduate School of Police Studies shall be established within the Korean National Police University in accordance with Article 1 (2) of the Establishment of the Korean National Police University Act (hereinafter referred to as the "Act"). <Amended on Nov. 14, 2017>
(2) The Graduate School of Police Studies shall have a Dean, who shall be appointed by the university's President from among professors or associate professors, with the consent of the University Steering Committee. <Added on Nov. 14, 2017>

Article 3(School regulations) #
(1) The school regulations of the Korean National Police University shall be determined by its President with approval of the Commissioner General of the Korean National Police Agency.
(2) Before approving the school regulations pursuant to paragraph (1), the Commissioner General of the Korean National Police Agency shall consult with the Minister of Education. The same shall also apply to any modification of the school regulations. <Amended on Mar. 23, 2013>
(3) The school regulations shall stipulate the following matters: <Amended on May 8, 2017; Nov. 14, 2017; Mar. 26, 2019>
1. Duration of study, maximum period of enrollment, academic year, semesters, number of class days, and school closure days;
2. Establishment of departments and majors, student quotas, and composition ratio;
2-2. Teaching hours of professors, associate professors, assistant professors, and other teaching personnel as defined in subparagraph 7 of Article 2 of the Regulations on the Education and Training of Police Officials (hereinafter referred to as "other teaching personnel");
3. Operation of educational courses, course completion units, and grade management;
3-2. Application for courses;
4. Recognition of department examinations and course completion;
5. Admission, transfer, leave of absence, reinstatement, grade retention, expulsion, graduation, and rewards and punishments;
6. Subsidization of education expenses, provision of materials, and post-graduation service obligations;
7. Life education and student self-governance activities;
8. Types, conferment, and revocation of degrees;
9. The University Steering Committee;
9-2. The Graduate School Committee;
9-3. Tuition and other fees (hereinafter referred to as “tuition and fees”);
9-4. Financial assistance for students, such as scholarships;
10. Entrusted education;
11. Other matters delegated by school regulations or necessary for the operation of the Korean National Police University under statutes or regulations.

CHAPTER III MANAGEMENT OF ACADEMIC AFFAIRS
Article 13(Departments and heads of departments) #
(1) The Korea National Police University and the Graduate School of Police Studies shall each have departments, as prescribed by the school regulations. <Amended on May 8, 2017>
(2) The university's President shall appoint any of the following persons as the head of a department: <Amended on Jul. 26, 2016; May 8, 2017>
1. A professor or an associate professor of the relevant department;
2. A person who has served at least 2 years as an assistant professor in the relevant department at the Korean National Police University.
(3) The university's President shall appoint the head of a department under paragraph (2) after obtaining the consent of the following committees: <Added on May 8, 2017>
1. Departments of the Korean National Police University (excluding the Graduate School of Police Studies): The University Steering Committee;
2. Departments of the Graduate School of Police Studies: The Graduate School Committee.

Article 14(Student quota) #
(1) The admission quotas at the Korean National Police University shall be classified as follows: <Amended on Jan. 21, 2014; May 8, 2017>
1. Bachelor's degree programs: 120 students;
2. Master's and doctoral degree programs: The number of persons determined by the school regulations.
(2) Notwithstanding paragraph (1) 1, the university's President may, if necessary in consideration of manpower demand and other relevant factors, reduce the admission quota by up to 20/100, with approval of the Commissioner General of the Korean National Police Agency. <Added on Jan. 21, 2014; May 8, 2017>

Article 15(Appointment of professors) #
(1) The President of the Korean National Police University may recommend professors or associate professors (if the authority to appoint associate professors is delegated to the Commissioner General of the Korean National Police Agency under Article 6 (4) of the Act and Article 15 (4) of this Decree, referring to associate professors to be appointed) for appointment by the Commissioner General of the Korean National Police Agency, in accordance with Article 6 (2) of the Act.
(2) Before recommending the appointment of assistant professors under Article 6 (2) of the Act or recommending professors or associate professors under paragraph (1), the university’s President shall obtain consent of the University Steering Committee.
(3) If the university's President intends to recommend or recommend candidates for appointment as professors, associate professor, or assistant professor, he or she shall publicly announce the selection method, schedule, evaluation criteria, etc. at least 2 months before the application deadline.
(4) The President shall delegate the authority to appoint associate professors responsible for teaching degree programs to the Commissioner General of the Korean National Police Agency in accordance with Article 6 (4) of the Act.
(5) Except as provided in paragraphs (1) through (4), matters necessary for the methods and procedures for appointing professors, associate professors, and assistant professors shall be determined and publicly notified by the Commissioner General of the Korean National Police Agency.

Article 16(Appointment of other teaching personnel) #
(1) The university's President shall appoint or commission other teaching personnel and assistants with the consent of the University Steering Committee. <Amended on Nov. 14, 2017>
(2) If deemed necessary for curriculum operations, the university’s President may appoint part-time instructors.

Article 16-2(Duties of other teaching personnel) #
(1) Other teaching personnel shall be responsible for providing education for degree programs deemed necessary by the university’s President, conducting academic research, and guiding students.
(2) Part-time instructors shall be responsible for providing education on subjects designated by the President.
(3) Assistant professors shall provide support for academic activities under the guidance of professors, associate professors, assistant professors, and other teaching personnel.

Article 16-3(Teaching hours) #
In principle, the teaching hours for professors, associate professors, and assistant professors shall be 9 hours per week for a total of 30 weeks per academic year; provided, if deemed necessary by the university's President, the teaching hours may be adjusted by the school regulations.

Article 17(Eligibility for admission) #
(1) A person seeking admission to a bachelor's degree program at the Korean National Police University shall meet all of the following requirements: <Amended on Mar. 26, 2019; Dec. 31, 2020>
1. He or she shall be at least 17 but under 42 years of age in the year of admission; provided, a person who exceeds the upper age limit by 1 year and who was born on January 1, may be eligible for admission, and for a veteran under Article 16 (1) and (2) of the Support for Veterans Act, the upper age limit for admission shall be extended by applying mutatis mutandis of Article 19 of the Enforcement Decree of that Act;
2. He or she shall have qualifications for admission to a university or college under Article 33 (1) of the Higher Education Act;
3. He or she shall not fall under any subparagraph of Article 8 (2) of the Police Officials Act;
4. He or she shall be of sound mind;
5. He or she shall meet the physical standards prescribed by the school regulations.
(2) A person who may be admitted to a master's or doctoral degree program at the Graduate School of Police Studies shall be classified as follows: <Added on May 8, 2017>
1. A person who is not a police official: He or she shall meet the qualifications for admission to a graduate school under Article 33 (3) and (4) of the Higher Education Act;
2. A police official: He or she shall meet all of the following requirements:
a. Hold necessary qualifications for admission to graduate schools under Article 33 (3) and (4) of the Higher Education Act;
b. Satisfy requirements, such as experience and age, as determined by the Dean.

Article 17-2(Transfer) #
(1) The Korean National Police University may select any of the following persons as a transfer student for a bachelor's degree program, as prescribed by the school regulations:
1. A person who has earned any of the following credits exceeding the standards prescribed by the school regulations:
a. Credits earned in a school under any subparagraph of Article 2 of the Higher Education Act or a foreign university or college;
b. Credits earned under the Act on Recognition of Credits;
c. Credits earned under the Lifelong Education Act;
2. A person who has graduated from a junior college under subparagraph 4 of Article 2 of the Higher Education Act or who is recognized as having an equivalent or higher academic background under statutes or regulations.
(2) Any person who intends to transfer to a bachelor's degree program at the Korean National Police University under paragraph (1) shall meet all of the following requirements:
1. He or she shall be at least 17 but under 44 years of age in the year of transfer; provided, a person who exceeds the upper age limit by 1 year and who was born on January 1 may be eligible for transfer, and for a veteran under Article 16 (1) and (2) of the Support for Veterans Act, the upper age limit for admission shall be extended by applying mutatis mutandis of Article 19 of the Enforcement Decree of that Act;
2. He or she shall meet all the requirements under Article 17 (1) 3 through 5.

Article 18(Admission and temporary admission) #
(1) The admission period of a student shall be within 30 days from the beginning of the semester.
(2) If deemed necessary, the President of the Korean National Police University may temporarily admit students accepted to a bachelor's degree program at the university before the admission date to provide special aptitude education. <Amended on May 8, 2017>
(3) The temporary admission period under paragraph (2) shall not exceed 30 days, and meals and clothing shall be provided to persons admitted temporarily.

Article 19(Submission of list of admitted students) #
(1) The President of the Korean National Police University shall submit a list of persons who have completed registration for admission to bachelor's degree programs at the university to the Commissioner General of the Korean National Police Agency within 30 days from the deadline for registration. <Amended on Mar. 23, 2013; May 8, 2017>

Article 20(Life education) #
The President of the Korean National Police University may require students enrolled in a bachelor's degree course at the university to undergo life education, as prescribed by the school regulations, to develop necessary qualifications and capabilities.

Article 21(Entrusted education) #
The President of the Korean National Police University may entrust a domestic or foreign educational institution with the education of students with excellent academic performance and exemplary conduct for a certain period of time.

Article 22(Types of degrees) #
(1) The types of bachelor's degrees under Article 7 (1) of the Act shall be as follows:
1. Bachelor of law;
2. Bachelor of administration;
3. Other bachelor's degrees in fields of study prescribed by the school regulations.
(2) Master's degrees and doctoral degrees under Article 7 (2) of the Act shall be classified into academic degrees and professional degrees, and the types and methods of notation thereof shall be prescribed by the school regulations.

Article 22-2(Conferment of degrees) #
(1) A bachelor’s degree and a certificate of graduation shall be awarded to a student who has completed the bachelor's degree program at the Korean National Police University and has passed the graduation thesis evaluation or an equivalent performance assessment.
(2) A student enrolled in a master's degree or doctoral degree program at the Graduate School of Police Studies, who has earned the credits prescribed by the school regulations and passed the prescribed examination and thesis evaluation, shall be awarded the degree for the relevant course; provided, in the case of a master's degree, the degree may be conferred by other methods as prescribed by the school regulations. <Amended on Nov. 14, 2017; Jan. 5, 2021>
(3) Upon conferring a degree under paragraph (1) or (2), the university’s President or the graduate school’s Dean shall issue a certificate of degree. <Added on Nov. 14, 2017>

Article 22-3(Calculation and collection of tuition and fees) #
(1) The Dean of the Graduate School of Police Studies shall determine annual tuition and fees under Article 9 (3) of the Act following deliberation by the Graduate School Committee.
(2) The Graduate School Committee shall consider the following matters when deliberating on tuition and fees for the Graduate School of Police Studies under paragraph (1):
1. Tuition and fees at graduate schools of national universities and colleges;
2. Restrictions on increase rate of tuition and fees under Article 11 (7) of the Higher Education Act;
3. Matters other than those prescribed in subparagraphs 1 and 2, as prescribed by the school regulations.
(3) Tuition and fees for the Graduate School of Police Studies may be collected by credit, by semester, or by month, as prescribed by the school regulations.
(4) Except as provided in paragraphs (1) through (3), matters necessary for the collection, calculation, etc. of tuition and fees for the Graduate School of Police Studies shall be prescribed by the school regulations.

Article 23(Calculation of mandatory service period) #
The mandatory service period under Article 10 (1) of the Act shall be counted from the date of appointment as a police official; provided, the mandatory service period under Article 13 of the Act on the Capacity Development of Public Officials, or the periods of leave of absence, dismissal from position, and suspension from office shall not be included in the calculation. <Amended on Feb. 3, 2016; Jul. 26, 2016; Dec. 31, 2020>

Article 24(Repayment of school expenses) #
(1) School expenses and other costs under Article 10 (2) of the Act shall include school expenses, dormitory fees, allowances, expenses for supplies, meal plan fees, and all other expenses incurred in educating the relevant student.
(2) When calculating expenses to be repaid under paragraph (1), the Commissioner General of the Korean National Police Agency shall take into account the tuition and other fees applicable to 4-year national or public universities located in Daejeon Metropolitan City and Chungcheongnam-do under Article 11 of the Higher Education Act during the period when the graduates of the Korean National Police University were enrolled, in accordance with Article 10 (4) of the Act. <Amended on May 8, 2017>
(3) Upon determining the expenses to be repaid under paragraphs (1) and (2), the Commissioner General of the Korean National Police Agency shall publicly notify repayment details by the end of February each year in accordance with Article 10 (5) of the Act.
(4) If a person falls under any subparagraph of Article 10 (2) of the Act, the Commissioner General of the Korean National Police Agency shall order the person or his or her joint guarantor to repay the amount calculated according to the following formula (hereinafter referred to as "repayment amount") out of the expenses to be repaid calculated under paragraphs (1) and (2). In such cases, when calculating the number of working months, a period of 15 days working days or more shall be counted as 1 full month:

(5) If the Commissioner General of the Korean National Police Agency determines that it is impracticable to recover the repayment amount under paragraph (4) in a lump sum, he or she may recover such amount in installments.
(6) If repayment is deemed impracticable due to a natural disaster, injury, or illness affecting the person liable for repayment, recovery may be deferred.
(7) Except as provided in paragraphs (1) through (6), matters necessary for repayment shall be determined by the Commissioner General of the Korean National Police Agency.

Article 25(Application mutatis mutandis of other statutes or regulations) #
(1) Articles 10, 11, 12, and 14 of the Enforcement Decree of the Higher Education Act shall apply mutatis mutandis to the semesters, the number of class days, school closure days, and required hours of study per credit at the Korean National Police University. In such cases, "semester under Article 20 (2) of the Act" in Article 10 (1) of that Decree shall be construed as "semester at the Korean National Police University"; "number of class days under Article 20 (2) of the Act" in Article 11 (1) as "number of class days at the Korean National Police University"; "required hours of study per credit under Article 14" in Article 11 (4) as "required hours of study per credit"; "school closure days under Article 20 (2) of the Act" in Article 12 (1) as "school closure days at the Korean National Police University"; and "required hours of study per credit under Article 21 (2) of the Act" in Article 14 (1) shall be construed as "required hours of study per credit". <Amended on May 8, 2017; Nov. 14, 2017>
(2) The Regulations on the Establishment and Operation of Universities and Colleges shall apply mutatis mutandis to the standards for the assignment of teachers of the National Police University and the standards for the university facilities.

Article 26(Processing of sensitive information and personally identifiable information) #
If unavoidable to perform the following duties, the university’s President may process the data that contains health information under Article 23 of the Personal Information Protection Act, any information constituting criminal history data under Article 18-2 of the Enforcement Decree of that Act, and resident registration numbers, passport numbers, driver's license numbers, or alien registration numbers under Article 19 of the Enforcement Decree of that Act: <Amended on Mar. 26, 2019; Dec. 20, 2022>
