CHAPTER Ⅰ GENERAL PROVISIONS
Article 1(Purpose) #
The purpose of this Act is to promote development of the economy of this nation by means of facilitating construction of multi-purpose dams and of reasonable development and utilization of water resources, providing necessary matters concerning the exceptional cases, to the River Act, of construction and management of multi-purpose dams, and necessary matters concerning utilization of the turnover of the construction investment fund and support for the persons who must move to some places due to the loss of their living places.

Article 2(Definitions) #
For the purpose of this Act, the definition of terms shall be as follows:
1. The term “multi-purpose dams” refers to such dams which are built by the Minister of Construction and Transportation under the conditions as prescribed by the River Act, and of which the reserved water is used for any two purposes or more, from among those of the generation of electricity, the supply of the tap water, the supply of the water for industrial or agricultural purposes, the control of floods, and other purposes (hereinafter referred to as the “specific purposes”); and the term under consideration includes spare water roads, subsidiary dams, or facilities or structures which are integrated into the dams under consideration in order to maximize the usefulness of the said dams (excluding the facilities or structures which are exclusively used for the specific purposes);
2. The term “right of utilizing a dam” refers to the right of securing, by means of a multi-purpose dam, a certain quantity of water in a certain region and using the said water for the specific purposes; and
3. The term the “persons who must move due to the loss of their living places” refers to the persons, as prescribed in Article 8 of the Act on Special Cases Concerning the Aquisition of Lands for Public Use and the Compensation for their Loss, who must move because they have come to lose their living places through providing their lands, etc. for the construction of multi-purpose dams.
